รูปแบบการมีส่วนร่วมในการสนับสนุนการปรับตัวทางสังคมของผู้สูงอายุโดยองค์กรเครือข่าย

Abstract

การวิจัยนี้มีวัตถุประสงค์ (1)เพื่อศึกษากระบวนการมีส่วนร่วมขององค์กรเครือข่ายในการสนับสนุนการปรับตัวทางสังคมของผู้สูงอายุ (2)เพื่อน าเสนอรูปแบบการมีส่วนร่วมขององค์กรเครือข่ายในการสนับสนุนการปรับตัวทางสังคมกับผู้สูงอายุ มีกลุ่มผู้ให้ข้อมูลส าคัญ 28 คน คือ เจ้าหน้าที่องค์กรปกครองส่วนท้องถิ่น ครู องค์กรเครือข่าย หน่วยงานและผู้ที่เกี่ยวข้องกับชุมชนผู้สูงอายุในเขตชุมชนเทศบาลเมืองบางคูรัด อ าเภอบางบัวทอง จ.นนทบุรี 18 คน และในเขตชุมชนชนบทเทศบาลต าบลหนองหมู อ าเภอวิหารแดง จ.สระบุรี 10 คน การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ เครื่องมือที่ใช้เก็บรวบรวมข้อมูลคือแบบสัมภาษณ์เชิงลึกปลายเปิด การวิเคราะห์ข้อมูลใช้การวิเคราะห์เนื้อหา ผลพบว่า กระบวนการมีส่วนร่วมในการสนับสนุนการปรับตัวทางสังคมของผู้สูงอายุนั้นเป็นไปตามลักษณะของการปรับตัวทางสังคมใน 6 ด้านคือ 1) มาตรฐานทางสังคม 2) ทักษะทางสังคม 3) แนวโน้มพฤติกรรมต่อต้านสังคม 4) ความสัมพันธ์ในครอบครัว 5) ความสัมพันธ์ในสถาบันการศึกษา/ชมรม/กลุ่มสังคม และ 6) ความสัมพันธ์ในชุมชนที่อยู่อาศัย รูปแบบของการมีส่วนร่วมในการสนับสนุนการปรับตัวทางสังคมของผู้สูงอายุขององค์กรเครือข่ายนี้มี 4 ขั้นตอน คือ 1) การมีส่วนร่วมในการตัดสินใจ2) การมีส่วนร่วมในการด าเนินการ 3) การมีส่วนร่วมในการติดตามประเมินผล 4) การมีส่วนร่วมในการใช้ประโยชน์หรือรับผลประโยชน์ ผลของทั้ง 2 พื้นที่พบว่า นโยบายและยุทธศาสตร์ส าคัญในการปฏิบัติและสนับสนุนกิจกรรมของผู้สูงอายุจะเป็นไปตามหน้าที่หลักขององค์กรและตามรูปแบบระบบราชการ เช่น การวางแผนพัฒนาหมู่บ้าน/ชุมชน/สังคม โดยในกระบวนการมีส่วนร่วมนั้น ภาคประชาชนจะอยู่ในขั้นที่ 1 คือร่วมตัดสินใจส่วนขั้นต่อไปคือ การด าเนินการ การติดตามตรวจสอบ จะเป็นบทบาทหน้าที่ของทางราชการหรือองค์กรปกครองส่วนท้องถิ่น และผู้สูงอายุจะเข้ามามีบทบาทอีกครั้งก็คือการร่วมรับผลประโยชน์

The objectives of this qualitative research were (1)to study the participation process of network organizations in supporting elderly social adaptation,(2)to present the supporting participation model of the elderly social adaptation by the network organizations. There were 28 key informants, who are local government officials, teachers, parents/relatives network organization agency, and people involved in the elderly; 18 from Bang Khu Rat Municipality Community, Bang Bua Thong District, Nonthaburi and 10 from rural communities in Nong Mu Sub-district Municipality, Wihan Daeng District, Saraburi. The qualitative research, the instrument was open-end questionnaire with in-depth interviews. The data was analyzed by Content Analysis. The results revealed that process of participation in social adaptation support among the elderly was based on the characteristics of social adaptation in 6 aspects: 1) social standards 2) social skills 3) tendency toward anti-resistance behavior 4) family relationships 5) relationships in educational institutions/clubs/social groups and 6) relationships in residential communities. The supporting participation model of the elderly social adaptation by the network organization has 4 steps: 1) decision making,2) participation in implementation,3) participation in utilizing or receiving benefits, and4) participation in monitoring and evaluation. Finding found that important policies and strategies for implementing and supporting the activities of the elderly based on the main functions of the government and according to the bureaucratic model i.e. community development planning. The participation process, the public sector is first step for decision making which included planning participation and next step be implementation, monitoring and evaluation belongs to government or local administrative. The elderly plays a role again in receiving benefits.
