แนวทางการจัดสวัสดิการสังคมสำหรับผู้สูงอายุในพื้นที่ชายขอบ ตำบลแม่หละ อำเภอท่าสองยาง จังหวัดตาก

Abstract

การศึกษาแนวทางการจัดสวัสดิการสังคมสำหรับผู้สูงอายุในพื้นที่ชายขอบ ตำบลแม่หละ อำเภอท่าสองยาง จังหวัดตาก มีวัตถุประสงค์เพื่อศึกษาการเข้าถึงสวัสดิการของผู้สูงอายุและแนวทางการจัดสวัสดิการสำหรับผู้สูงอายุในพื้นที่ชายขอบ ตำบลแม่หละ อำเภอท่าสองยาง จังหวัดตาก เป็นการวิจัยเชิงคุณภาพโดยการสัมภาษณ์ผู้สูงอายุจำนวน 15 คน แบ่งเป็น 3 กลุ่ม ผู้สูงอายุตอนต้นผู้สูงอายุตอนกลางและผู้สูงอายุตอนปลาย และเจ้าหน้าที่ทำงานด้านสวัสดิการสังคม จำนวน 3 คนและพัฒนาสังคมและความมั่นคงมนุษย์ จังหวัดตาก จำนวน 1 คน โดยการสัมภาษณ์เชิงลึก ผลการศึกษาพบว่า 1) การเข้าถึงสวัสดิการของผู้สูงอายุ ตำบลแม่หละ อำเภอท่าสองยาง จังหวัดตาก ร้อยละ 50 ผู้สูงอายุเข้าถึงสวัสดิการสังคมด้านต่าง ๆ เช่น เบี้ยยังชีพผู้สูงอายุ การบริการส่งเสริมสุขภาพ การเข้าร่วมกิจกรรมของหน่วยงานภาครัฐแต่ยังคงมีผู้สูงอายุบางส่วนที่เข้าไม่ถึงสวัสดิการสังคม ในประเด็นดังตอไปนี้ (1) การเดินทางของผู้สูงอายุ เนื่องจากเป็นพื้นที่ชายขอบและอยู่ห่างไกล จึงเป็นปัญหาต่อเข้าถึงสวัสดิการ (2) ลักษณะของผู้สูงอายุ เกี่ยวข้องกับทัศนคติของผู้สูงอายุ ไม่ออกสู่สังคม บางคนมีภาวะสุขภาพ มีโรคประจำตัวทำให้ไม่สามารถเข้าถึงบริการสังคมของหน่วยงานของรัฐได้ (3) หน่วยงานภาครัฐ เจ้าหน้าที่ด้านสวัสดิการสังคมสำหรับการดูแลผู้สูงอายุมีไม่เพียงพอ (4) งบประมาณที่รัฐจัดสรรไม่เพียงพอต่อการจัดสวัสดิการ 2) แนวทางการจัดสวัสดิการผู้สูงอายุในพื้นที่ชายขอบ ตำบลแม่หละ อำเภอท่าสองยาง จังหวัดตาก มีดังนี้ (1) การส่งเสริมผู้สูงอายุเป็นรายบุคคล การยอมรับ เห็นคุณค่า และส่งเสริมศักยภาพ การสนับสนุนในด้านสุขภาพ ที่อยู่อาศัยและสภาพแวดล้อม จัดโปรแกรมกิจกรรมทางสังคม สร้างโอกาสให้ผู้สูงอายุมีโอกาสที่จะมีส่วนร่วมในกิจกรรมทางสังคมการพัฒนาระบบการบริการดูแลที่มีคุณภาพการสนับสนุนการทำงาน การให้บริการทางจิตวิทยา (2) การบริหารจัดการขององค์การบริหารส่วนตำบลแม่หละ ด้านบุคลากร ต้องมีความรู้เข้าใจ ธรรมชาติของผู้สูงอายุ เปิดให้อาสาสมัครมาเป็นผู้ดูแลผู้สงอายุ ด้านกระบวนการดำเนินการ ควรมีการวางแผนงาน การดำเนินงาน สอดคล้องกับภาระงาน การนิเทศกำกับติดตามอย่างต่อเนื่อง การจัดสรรงบประมาณจากภาครัฐมีไม่เพียงพอ ควรจัดหาทุน เงินบริจาคจากภายนอก ด้านการเดินทางที่มีความยากลำบาก ควรจัดหางบประมาณด้านพาหนะรับส่งผู้สูงอายุ หรือการอำนวยความสะดวกด้านการเดินทาง หรือมีการจัดสรรงบประมาณจากองค์กรเอกชนในการให้สนับสนุนด้านสวัสดิการสังคม

A study of guidelines for providing social welfare for the elderly in marginal areas, Mae La Sub-district, Tha Song Yang District, Tak Province. This is qualitative research by interviewing 15 elderly people, divided into 3 groups: early elderly; middle elderly, and late elderly people and 3 officials working in social welfare and social development and human security, Tak Province, 1 person, by in-depth interviews. The results of the study found that 1) Access to the welfare of the elderly in Mae La Sub-district, Tha Song Yang District, Tak Province, 50 percent of the elderly have access to various social welfare benefits such as the elderly living allowance. Health promotion services Participating in government agency activities but there are still some elderly people who do not have access to social welfare. In the following issues: (1) Traveling for the elderly because it is a marginal and remote area. Therefore, it is a problem for access to welfare. (2) Characteristics of the elderly It is related to the attitude of the elderly to not go out into society, some of them have health conditions or congenital diseases that make them unable to access social services of government agencies. (3) Government agencies and social welfare officials for caring for the elderly are not enough. (4) The budget allocated by the state is insufficient to provide welfare. 2) Guidelines for providing welfare for the elderly in marginal areas, Mae La Sub-district, Tha Song Yang District, Tak Province, are as follows: (1) Promoting the elderly individually, accepting, appreciating, and promoting Potential, support in health housing and environment, organizing social activity programs to create opportunities for the elderly to participate in social activities, developing quality care service systems, work support, providing psychological services (2) Management of the Mae La Sub-district Administrative Organization In terms of personnel, there must be knowledge and understanding of the nature of the elderly, allowing volunteers to be caregivers for the elderly. In terms of the operation process, there should be a plan for operations consistent with the workload, with continuous supervision and monitoring. Budget allocation from the government sector is insufficient. Funds should be provided, and donations from outside for transportation that are difficult. Budget should be provided for transportation of elderly people or facilitation of travel, or budget allocation from private organizations. in providing support for social welfare.
