โครงการวิจัย ความคาดหวังของเกษตรกรในการจดทะเบียนสิ่งบ่งชี้ทางภูมิศาสตร์ปลาสลิดบางบ่อ

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาความคาดหวัง ปัญหาและแนวทางการพัฒนาเกษตรกรที่่เกิดจากการจดทะเบียนสิ่งบ่งชี้ทางภูมิศาสตร์ปลาสลิดบางบ่อ โดยการนำวิธีการวิจัยเชิงปริมาณมาใช้เป็นหลักผสานด้วยการวิจัยเชิงคุณภาพ ข้อค้นพบจากการวิจัย คือ ในช่วงต้นของการพัฒนาเพื่อสร้างมูลค่าเพิ่มเพื่อขับเคลื่อนปลาสลิด จังหวัดสมุทรปราการ ให้ได้รับการขึ้นทะเบียนสิ่งบ่งชี้ทางภูมิศาสตร์ เกษตรกรมีความคาดหวังทั้งด้านรายได้ และด้านสังคมในระดับปานกลาง แต่เมื่อดำเนินการเพื่อพัฒนาผู้ที่เกี่ยวข้องกับสายโซ่การผลิตจนสามารถขอจดทะเบียนสิ่งบ่งชี้ทางภูมิศาสตร์ พบว่า เกษตรกรที่มีศักยภาพในการขอใช้ตราสัญลักษณ์ทะเบียนสิ่งบ่งชี้ทางภูมิศาสตร์มีความคาดหวังทางด้านสังคม ในระดับมาก ในขณะที่ความคาดหวังทางเศรษฐกิจยังอยู่ในระดับปานกลาง ดังนั้นหน่วยงานที่เกี่ยวข้องจึงควรส่งเสริมให้เกิดมาตรฐานของสิ่งบ่งชี้ทางภูมิศาสตร์โดยมุ่งเน้นประเด็นในด้านการอนุรักษ์ภูมิปัญญาการเลี้ยงและแปรรูปแบบชาวสมุทรปราการ การปรับปรุงบ่อปลาการยกระดับการแปรรูปด้วยการสร้างห้องเย็นในชุมชน การเผยแพร่และประชาสัมพันธ์เพื่อให้ผู้เลี้ยงและผู้แปรรูปจนปลาสลิดบางบ่อแท้ เป็นที่รู้จักอย่างแพร่หลาย ควบคู่ไปกับการยกระดับรายได้ซึ่งจะช่วยสร้างแรงจูงใจให้เกษตรกรในการขอใช้และรักษามาตรฐานการผลิตปลาสลิดบางบ่อตามที่ขอจดทะเบียนสิ่งบ่งชี้ทางภูมิศาสตร์

The purpose of this research was to identify the expectation, problem and farmer development guidelines on the registration geographical indicators on Pla Salid Bangbo. This research used mixed method, essentially by quantitative method and bled by qualitative method. The findings was on the beginning of the process to develop and create value added of Pla Salid, Samutprakarn province to registration geographical indicators. Farmer had a moderate level of expectation toward income and social. When there have develop the supply chain to success on registration geographical indications. Farmer who want to use geographical indications had a high level of expectation toward social. In the outer hand farmer had a moderate level of expectation toward income. So that relate agency must have support to case the standard of geographical indication, focus on conversation on local wisdom of raising and processing by Samutprakarn's wisdom. Rework Pla Salid pond, improve the processing by create community's cold room, propagate and make a famous for fishman and processor to well-known alongside raise the price so that create farmer's motivate to using and treating geographical indications
