การประเมินหลักสูตรวิทยาศาสตรบัณฑิต สาขาวิชาอาชีวอนามัยสิ่งแวดล้อม ฉบับปรับปรุง พุทธศักราช 2550 มหาวิทยาลัยหัวเฉียวเฉลิมพระเกียรติ

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อประเมินหลักสูตรวิทยาศาสตรบัณฑิต สาขาวิชาอนามัยสิ่งแวดล้อม (ฉบับปรับปรุง พ.ศ. 2550) โดยเนื้อหาครอบคลุม 4 ประเด็นหลัก คือ 1) ด้านบริบทของหลักสูตร ได้แก่ วัตถุประสงค์ของหลักสูตร โครงสร้างของหลักสูตร และเนื้อหาสาระของหลักสูตร 2) ด้านปัจจัยป้อนเข้า ได้แก่ อาจารย์ นักศึกษา และปัจจัยที่เอื้อต่อการเรียนการสอน 3) ด้านกระบวนการผลิต ได้แก่ การบริหารและการบริการหลักสูตร การจัดการเรียนการสอน การวัดและประเมินผลการสอน และ 4) ด้านคุณภาพของผลผลิต ซึ่งกลุ่มเป้าหมายที่ใช้ในการศึกษาครั้งนี้ ประกอบด้วย นักศึกษา อาจารย์ที่ร่วมสอนในหลักสูตรสาขาวิชาอนามัยสิ่งแวดล้อม บัณฑิต ผู้ใช้บัณฑิต และผู้เชี่ยวชาญจากภาคส่วนต่างๆ จากผลการประเมินหลักสูตรด้านบริบท พบว่า วัตถุประสงค์ของหลักสูตรมีความชัดเจนของภาษาที่ใช้ มีความสอดคล้องกับความต้องการของสังคม สามารถใช้พัฒนาผู้เรียนด้านสติปัญญา ทักษะและเจตคติ และสามารถนำไปปฏิบัติได้จริง แต่อาจต้องมีการเน้นในเรื่องเกี่ยวกับการวิจัยที่เกี่ยวกับงานอนามัยสิ่งแวดล้อม ความเป็นผู้นำ ความรับผิดชอบต่อวิชาชีพและสังคม การวางแผนและปฏิบัติงานสาธารณสุขทั่วไป ในส่วนของโครงสร้างของหลักสูตร พบว่า หน่วยกิจรวมตลอดหลักสูตรมีความเหมาะสมในระดับมาก โดยเฉพาะวิชาเอกในกลุ่มวิชาชีพ ซึ่งสอดคล้องกับผลการประเมินจากผู้เชี่ยวชาญที่ร่วมวิพากย์หลักสูตร อย่างไรก็ตาม มีข้อเสนอแนะให้ทำการปรับปรุงรายวิชาในหลักสูตร เพื่อให้มีความทันสมัยและสอดคล้องกับสถานการณ์ปัจจุบัน ได้แก่ กลุ่มวิชาพื้นฐานวิชาชีพ (เคมี) กลุ่มวิชาแกน (กฎหมายสาธารณสุข และการบริหารงานสาธารณสุช) กลุ่มวิชาเอก เช่น สุขวิทยาอาหารและการสุขาภิบาล การประเมินผลกระทบสิ่งแวดล้อมและการประเมินความเสี่ยง เป็นต้น ผลการประเมินหลักสูตรด้านปัจจัยป้อนเข้า พบว่า จุดเด่นของคุณลักษณะของอาจารย์และนักศึกษา คือ การมีสัมพันธภาพที่ดีกับนักศึกษา และการมีความซื่อสัตย์ ตามลำดับ อย่างไรก็ตาม นักศึกษายังขาดความรู้พื้นฐานจากชั้นมัธยมศึกษาตอนปลาย ส่วนในด้านสิ่งอำนวยความสะดวกในการเรียน พบว่า มีความเพียงพอและคุณภาพในระดับปานกลาง มีความทันสมัยและความสะดวกในการใช้งานในระดับมาก ผลการประเมินหลักสูตรด้านกระบวนการผลิต พบว่า การบริหารและจัดการหลักสูตร การจัดการเรียนการสอน และการวัดและประเมินผลการสอน มีความเหมาะสมอยู่ในระดับมาก นอกจากนั้น ผลการประเมินคุณภาพของผลผลิต (บัณฑิต) จากการที่บัรฑิตประเมินตนเองและจากการประเมินโดยผู้ใช้บัณฑิต ทำให้ทราบว่าบัณฑิตมีความสามารถในการทำงาน ในภาพรวมอยู่ในระดับมาก อย่างไรก็ตาม บัณฑิตควรปรับปรุงในเรื่องความรู้เกี่ยวกับเศรษฐศาสตร์สิ่งแวดล้อม การประเมินผลกระทบสิ่งแวดล้อม การบริหารงานสาธารณสุขและการปฐมพยาบาล ในขณะที่บัณฑิตมีจุดเด่นในเรื่องของความสามารถในการเรียนรู้งาน การพัฒนา การปรับปรุงการทำงาน และการมีความคิดสร้างสรรค์ในการทำงาน

The objective of this study was to evaluate the Bachelor of Science program (Environmental Health) (improved copy in academic year 2007). Curriculum were covered on 4 items; these were l) curriculum principle which consisted of curriculum objectives, curriculum structure and curriculum details 2) curriculum input which consisted of lecturer, student, and factors supporting for teaching programs 3) curriculum process which consisted of curriculum administration and services, teaching programs, teaching assessment and evaluation and 4) quality of curriculum output. The target samples of this study were consisted of students, lecturers related in environmental health program, graduated students, employment users and specialist from several sections. The results of curriculum principle evaluation showed that the curriculum objectives were clear in language use and related to social demand. It can be used to improve the student wisdom, professional skill, attitude and practicality, while it might more concern about research on environmental health, leadership, responsibility to professional practice and society, planning and general public health practice. In the curriculum sEucture, it was found that the total curriculum credits were suitable in high level, especially on the professional major subjects which were consistent to the assessment results from curriculum specialists. However, the suggestions for curriculum subject improvement on the basic professional subject (Chemistry), core competency subjects (Public health law and Public health administration), professional majoring subjects (Food sanitation and sanitary, Environmental impact and risk assessment) etc. were reviewed. This was for the abreast of the times and consistence with the present situation. The results of curriculum input evaluation showed that the prominence of lecturer and student characteristics were il good relationship and honesty, respectively. However, the lack of basic knowledge in high school level of the student was recorded. The results of supporting teaching facilities evaluation showed the sufficient and quality in the middle level; the modem and convenience were in the high level. The results of curriculum process evaluation showed that the curriculum administration and management, teaching programs, assessment and teaching evaluation were suitable in high level. In addition, the curriculum output (graduated students) evaluated by self assessment and employment users' assessment reviewed that the overview of working ability of graduated students were in the high level. However, they should be improved on the knowledge of environmental economics, environmental impact assessment, public health administration, and first aid operation. While, the ability on learning, developing, improving, and creative ability for working were found as strong points of the curriculum output.
