เมื่อเข้าวัยสูงอายุส่วนใหญ่ต้องลาออกจากงานหรือกิจกรรมที่ทำอยู่ จากการเปลี่ยนแปลงด้านร่างกายหรือตามข้อกำหนดต่าง ๆ อันเป็นปัจจัยเร่งเข้าสู่ภาวะพึ่งพา การศึกษาครั้งนี้จึงมุ่งศึกษาผลของรูปแบบการเสริมสร้างการมีส่วนร่วมของผู้สูงอายุ เพื่อให้เกิดภาวะสูงวัยอย่างมีพลังเพื่อนำผลการศึกษาไปเสริมสร้างการมีส่วนร่วมในกิจกรรม เพื่อให้เป็นผู้สูงวัยที่มีความพร้อมในการทำกิจกรรม แบ่งการศึกษาออกเป็น 4 ขั้นตอน ได้แก่ 1) ถอดบทเรียนพื้นที่ที่มีดัชนีการมีส่วนร่วมระดับสูง 3 จังหวัด ได้แก่ เชียงราย น่าน และร้อยเอ็ด 2) พัฒนารูปแบบการเสริมสร้างการมีส่วนร่วมของผู้สูงอายุ เพื่อให้เกิดภาวะสูงวัยอย่างมีพลัง โดยนำผลการวิจัยระยะที่ 1 มาเป็นข้อมูลพื้นฐาน 3) ศึกษาประสิทธิผลของรูปแบบการเสริมสร้างการมีส่วนร่วมของผู้สูงอายุ เพื่อให้เกิดภาวะสูงวัยอย่างมีพลัง โดยทดลองกับผู้สูงอายุในจังหวัดชลบุรี เป็นเวลา 6 เดือน และ 4) นำเสนอผลการวิจัยเชิงนโยบายแก่องค์กรท้องถิ่นและชุมชนผลการศึกษาพบว่ารูปแบบการเสริมการมีส่วนร่วมของผู้สูงอายุ เพื่อให้เกิดภาวะสูงวัยอย่างมีพลังประกอบด้วย นโยบาย แผน และกิจกรรมที่ให้โอกาสผู้สูงอายุมาร่วมกำหนดและทำกิจกรรม พร้อมสนับสนุนสถานที่ สภาพแวดล้อม การคมนาคม อุปกรณ์ ความรู้ และผู้รับผิดชอบทำหน้าที่ประชาสัมพันธ์ประสานงาน และอำนวยความสะดวกในการร่วมกิจกรรมในบทบาทต่างๆ ของผู้สูงอายุผลการทดลองพบว่า ค่าเฉลี่ยของระดับการมีส่วนร่วมและมีภาวะสูงวัยของกลุ่มทดลองสูงกว่ากลุ่มควบคุม (t = 7.166, p =.000 และ t = 7.570, p = .000 ตามลำดับ) และพบว่ากลุ่มทดลองมีคะแนนเฉลี่ยการมีส่วนร่วมของผู้สูงอายุ และภาวะสูงวัยอย่างมีพลังของผู้สูงอายุหลังทดลองสูงกว่าก่อนทดลองอย่างมีนัยสำคัญทางสถิติ (t = -4.030, p = .000 และ t = -3.422, p = .002 ตามลำดับ ข้อเสนอแนะ การเสริมสร้างการมีส่วนร่วมของผู้สูงอายุ เริ่มโดยผู้บริหารกำหนดนโยบายแผนและกิจกรรมพร้อมด้วยปรับปรุงสถานที่ สภาพแวดล้อม การคมนาคม สนับสนุนอุปกรณ์วิทยากรให้ความรู้ และมอบหมายให้ผู้รับผิดชอบ ประชาสัมพันธ์ ประสานงาน และอำนวยความสะดวกให้ผู้สูงอายุที่มีเวลาว่างและต้องการทำกิจกรรม เข้าร่วมกำหนด และเข้าร่วมกิจกรรมในบทบาทต่างๆ ร่วมรับประโยชน์และพร้อมร่วมกิจกรรมอย่างต่อเนื่อง
Most elderly people leave or quit their jobs because their physical functions changed, they continued to leave or quit their jobs which leads to dependence. The aim of this study was to develop and study the effects of a model for enhancing the participation of older adults as part of active aging. The study was divided into four steps as follows: 1) derived lessons from three best practice areas with high indices of older adult participation. such as Chiang Rai, Nan, and Roi Et; 2) created a model for enhancing participation as an active aging; 3) studied the effects of the model for enhancing participation as an active aging in Chonburi Province for 6 months; and 4) presented the results to the local organization management team as a participation-promoting policy.A model for enhancing the participation of older adults as part of active aging consists of the policies, plans, and projects for letting the elderly set and join activities. Modifying resources that facilitate participation, such as equipment, knowledge, and staff assignments, in order to coordinate, maintain relationships, and facilitate in various functions. The result of quasi-experimental research found that the means of participation and active aging scores of the experimental group were higher than those of the control group (t = 7.166, p =.000, and t = 7.570, p =.000, respectively). Furthermore, the experimental group's posttest participation and active aging mean scores were found to be higher than the pretest (t = -4.030, p =.000, and t = -3.422, p =.002, respectively).Participatory promotion means starting the policies, plans, and projects for older adults and supporting them by modifying facilities, environments, and communications, supplying necessary equipment, providing lecturers, assigning the person for information, coordinating, facilitating activities by being friendly, and giving the elderly a chance to determine and join in the activities.
