การประเมินหลักสูตรหลักสูตรสาธารณสุขศาสตรบัณฑิต สาขาวิชาสาธารณสุขชุมชน (หลักสูตรใหม่ พุทธศักราช 2561) คณะสาธารณสุขศาสตร์และสิ่งแวดล้อม มหาวิทยาลัยหัวเฉียวเฉลิมพระเกียรติ

Abstract

การวิจัยเชิงพรรณนาครั้งนี้มีวัตถุประสงค์หลักเพื่อประเมินหลักสูตรสาธารณสุขศาสตรบัณฑิตสาขาวิชาสาธารณสุขชุมชน (หลักสูตรใหม่ พุทธศักราช 2561) คณะสาธารณสุขศาสตร์และสิ่งแวดล้อม มหาวิทยาลัยหัวเฉียวเฉลิมพระเกียรติ วัตถุประสงค์รอง ได้แก่ ประเมินความสามารถในการปฏิบัติงานของบัณฑิต ประเมินหลักสูตร และความคิดเห็นต่อหลักสูตรจากหน่วยงานที่เกี่ยวข้อง กลุ่มตัวอย่างในการวิจัยครั้งนี้เป็นผู้มีส่วนได้ส่วนเสียต่อหลักสูตร ได้แก่ บัณฑิตผู้ใช้บัณฑิต/ผู้บังคับบัญชาของบัณฑิต นักศึกษาปัจจุบัน อาจารย์ผู้รับผิดชอบหลักสูตร แหล่งฝึกงานและ หน่วยงานที่เกี่ยวข้องทางสาธารณสุข รวมทั้งหมด 121 คน เก็บรวบรวมข้อมูลในปีการศึกษา2565 เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามและแบบสัมภาษณ์ วิเคราะห์ข้อมูลโดยใช้จำนวนร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยมีดังนี้ (1) การประเมินความสามารถในการปฏิบัติงานของบัณฑิตและคุณลักษณะของตนเองตามทักษะ 6 ด้าน ประกอบด้วยด้านคุณธรรม จริยธรรม ความรู้ ทักษะทางปัญญา ทักษะความสัมพันธ์ระหว่างบุคคล ทักษะการวิเคราะห์เชิงตัวเลข การสื่อสาร และการใช้เทคโนโลยีสารสนเทศ และทักษะการปฏิบัติทางวิชาชีพสาธารณสุขชุมชน โดยบัณฑิตที่จบในปีการศึกษา 2564 ภาพรวมมีคะแนนเฉลี่ย 3.76+0.84 อยู่ในระดับดี โดยทุกด้านอยู่ในระดับดี สำหรับผลการวิจัยที่ประเมินโดยผู้ใช้บัณฑิต/ผู้บังคับบัญชา พบว่ามีคะแนนเฉลี่ย 4.12+0.90 อยู่ในระดับดีโดยทักษะความสัมพันธ์ระหว่างบุคคล ด้านทักษะความสัมพันธ์ระหว่างบุคคลคุณธรรม จริยธรรม อยู่ในระดับดีมาก ส่วนด้านความรู้ ทักษะทางปัญญา ทักษะการวิเคราะห์เชิงตัวเลข การสื่อสาร และการใช้เทคโนโลยีสารสนเทศ และทักษะการปฏิบัติทางวิชาชีพ อยู่ในระดับดี (2) การประเมินหลักสูตรโดยใช้ CIPP model ประกอบด้วย ด้านบริบท ปัจจัยนำเข้า กระบวนการ และผลผลิตของหลักสูตรภาพรวมมีคะแนนเฉลี่ย 4.50+0.49 อยู่ในระดับดีมาก โดยทุกด้านอยู่ในระดับดีมาก และทั้งนักศึกษาปัจจุบันและอาจารย์ผู้รับผิดชอบหลักสูตรมีความคิดเห็นต่อหลักสูตรอยู่ในระดับดีมากและผลการวิจัย(3) ความคิดเห็นต่อหลักสูตรจากหน่วยงานที่เกี่ยวข้องได้เสนอจุดเด่นของนักศึกษาหลักสูตร คือ มีสามารถสามารถปฏิบัติงานตำแหน่งนักวิชาการสาธารณสุขได้อย่างครบถ้วนครอบคลุมทั้งงานส่งเสริมสุขภาพ ป้องกันควบคุมโรค รักษาพยาบาล และฟื้นฟูสุขภาพ จุดด้อยคือ ขาดทักษะด้านการคิดคำนวณ การสังเคราะห์ข้อมูล รวมถึงการนำข้อมูลไปใช้ประโยชน์สำหรับข้อเสนอแนะเพื่อการปรับปรุงหลักสูตรในอนาคต ได้แก่ การส่งเสริมให้บัณฑิตมีความเชี่ยวชาญเฉพาะทางด้านงานวิจัย งานนวัตกรรมส่งเสริมสุขภาพและงานรักษาพยาบาลด้านการดูแลส่งต่อกรณีผู้ป่วยฉุกเฉิน รวมทั้งควรมีการปรับปรุงเนื้อหารายวิชาของหลักสูตรให้มีความสอดคล้องกับลักษณะงานนักวิชาการสาธารณสุขในชุมชนและทันสมัยตามสถานการณ์ ดังนั้น งานวิจัยนี้ได้แสดงให้เห็นถึงความสำคัญของการพัฒนาหลักสูตรสาธารณสุขสาศตรบัณฑิต สาขาวิชาสาธารณสุขชุมชน เพื่อผลิตบัณฑิตที่มีศักยภาพสอดคล้องกับความต้องการทางสุขภาพของประชาชนในชุมชน

This descriptive eresearch aims to comprehensively evaluate the effectiveness of the Bachelor of Public Health program in Community Public Health (New 2018), the Faculty of Public and Environmental Health, Huachiew Chalermprakiet University. The secondary objectives of the study are to assess job performance of graduates, curriculum, and opinions of stakeholders. The research sample consists of key stakeholders associated with the program, including graduates, employers of graduates, current students, curriculum instructors, internship units, and pertinent healthcare agencies. In total, 121 samples were involved in academic year 2022. To achieve these objectives, a mixed-methods approach was adopted, utilizing both questionnaires and interviews as research instruments. The collected data were analyzed using statistical measures such as percentages, means, and standard deviations. The results showed that (1) the job performance and qualifications of graduates were evaluated across six essential skill areas: ethical and moral, knowledge, cognitive skills, interpersonal relationship and responsibilities skills, numerical analysis and information technology skills, and community public health professional practice skills. Overall, the graduates who completed their studies in the academic year 2018 demonstrated a good level of competence, with an averages core of 3.76+0.84 across all skills, and each skill was also a good level. Further more, the job performance and qualification of graduates as evaluated by employers were a good level of competence, with an average score of 4.12+0.90. In Particular, the interpersonal relationship and responsibilities skills, as well as ethical and moral were in a very good level, while the others were considered a good level. (2) The curriculum was evaluated using CIPP model which encompassed context, input factors, process, and product. The comprehensive analysis revealed an outstanding average score of 4.50+0.49 across all dimensions. (3) The Opinions of stakeholders from relevant organizations emphasized the program's notable strengths, particularly the graduates' ability to proficiently fulfill the role of public health technical officer, including health promotion, disease prevention and control, healthcare provision, and health rehabilitation. However, recommendations were made to enhance graduates' skills in data analysis, synthesis, and utilization for improvement. Suggestions for curriculum improvement include promoting expertise in research, innovative in health promotion, and emergency patient care while ensuring that the course content remains up-to-date and aligned with the evolving needs of community healthcare professionals.
