หลักความเสมอภาคกับการรับบุคคลเข้าศึกษาต่อในระดับอุดมศึกษา

Abstract

การจัดการศึกษาในระดับอุดมศึกษาของรัฐนั้น ต้องดำเนินการภายใต้หลักความเสมอภาคทางการศึกษาโดยอยู่บนพื้นฐานของความถนัด ความสนใจ และความสามารถของแต่ละบุคคล การจัดการศึกษาของรัฐต้องไม่เลือกปฏิบัติต่อบุคคลหรือคนกลุ่มใดกลุ่มหนึ่ง อันรวมถึงการรับบุคคลเข้าศึกษาต่อในระดับ อุดมศึกษาที่ต้องคำนึงถึงหลักความเสมอภาคด้วย บทความนี้จึงเขียนขึ้นโดยมุ่งประเด็นเกี่ยวกับปัญหาของหลักความเสมอภาคกับการรับบุคคลเข้าศึกษาต่อในสถาบันอุดมศึกษาทั้งในระบบรับกลาง และระบบรับตรง ซึ่งพบว่ายังมีหลายประเด็นปัญหาที่ก่อให้เกิดความไม่เสมอภาค ยกตัวอย่างเช่น เกณฑ์การรับเข้าศึกษาต่อ ความไม่เท่าเทียมกันในทางเศรษฐกิจ ความพิการทุพพลภาพ เป็นต้น

The State management of higher education must be conducted under equality of education with the basis of aptitude, interest and ability of individual. The State management of education shall not discriminate against any person or group of persons. This includes the admission of higher education institutions with regard to equality. This article is focusing on issue of equality with the admission of higher education institutions through the Central Admissions System and Direct System. The result indicates that there are several reasons that cause inequality, for example, admission requirement, economic inequality, and disability.
