This thesis is a study of beneficiaries' acknowledgement and protection of their beneficial rights. It is studied from 28 beneficiaries consisting of 1) Beneficiaries from companies having labor union 2) Beneficiaries from companies having no lobor union 3) Self-employed beneficiaries who used to work in companies having labor union 4) Self-employed beneficiaries who used to work in companies having no labor union. Data are also collected from senior executive from social insurance field. There are 2 main objectives of the thesis, 1) to study diversities of beneficiaries acknowledgement in social insurance system 2) to study strategies and methods in protecting beneficiaries rights. From the study, the beneficiaries' background revealed their average age of 46 and over, mostly married with education level ranges from primary school up to bachelor degree. Average working time period in a particular company is 8.5 years. They mostly choose private hospitals as their social insurance medication contractors. Beneficiaries' acknowledgement according to 7 cases covered in Social Insurance Act are as following benefits : 1) sickness 2) disability 3) maternity 4) death 5) child adoption 6) old-age pension 7) unemployment. It was found that beneficiaries from companies having lobor union acknowledge their beneficial rights move diversities than beneficiaries from companies having no labor union in most cases mentioned. However, for the cases of old-age pension and unemployment the beneficiaries working in the company with no lobor union acknowledge their rights more than the beneficiaries working in the company with lobor union. Besides, self-employed beneficiaries who used to work in companies having labor union acknowledge their beneficial rights in sickness, maternity, death, disability and child benefits more than self-employed beneficiaries who used to work in companies having no labor union. Both groups of self-employed are found to equality acknowledge their beneficial rights in maternity case. Surprisingly, for the acknowledgment of old-age pension and unemployment cases, the self-employed beneficiaries who used to work in companies having no labor union acknowledge there rights more than self-employed beneficiaries who used to work in companies having labor union. From the four groups of the study, all group acknowledge their beneficial rights the most in maternity case. And it is followed consecutively by child benefit, death benefit, sickness benefit, disability benefit, old-age pension benefit, and lastly unemployment benefit. Beneficial rights protection according to social insurance services, beneficiaries are able to change their medical contractors or hospitals once a year. From the 28 beneficiaries studied, one has used service of child benefit 27 have admitted as both in and out-patients in their contracted hospitals. It is found that problems are detected mostly from low standardized hospitality and service, inefficiency diagnosis from doctor, and low quality medication from the contracted hospitals. The beneficiaries can not use variety of alternative that they should complain for their rights and protection covered by social insurance. For example: by informing personnel staff in the hospital, informing labor union staff, submitting the complaints to social insurance office, informing related governmental service, forming group with other beneficiaries submitting complaints to the contracted hospital, informing NGOs, suing the hospital, and changing contract to other hospital. The research shows limitations and failures in labor protection according to social insurance system. Only some beneficiaries submit complaints by themselves, whereas some are terrified to complain. It is because most beneficiaries believe that protection and complaints are4 time consuming and not beneficial especially when concerned process occurs. Not many beneficiaries fight for their rights because they fear of any disadvantages they might obtain. Some deny performing any witness process in order to lesson their problems with the contracted hospital. And that finally results in neglecting their protection rights and ability to utilize the lobor union and non-government organization which can protect their benefits in social insurance scheme. Finally the researcher states some recommendations to improve social security system. In order to improve, personnel in the contracted medical center should have responsibility and conscience to serve their customers well. Excellent in service and standardized medication dispensation should be careful observed. Government should provide public relations service to educate the beneficiaries about their rights and protection they obtain, since money is paid to the social security office. It should also be proactively informed to the beneficiaries about the assertion of beneficial rights and importance of assertively claim for their beneficial right when experiencing difficulties getting their services. Besides, the beneficiaries should work cooperatively with employers and the government to monitor services of a contracted medical center in order to obtain the full beneficial rights. The penalties for unfavorable contracted medical center should be tougher than in present. Morover, the social security office should play an important role in protecting the benefit and rights. It can be done by examining the companies that do not submit the lists of beneficiaries and money that is collected to the social security office. The social security should also inform the beneficiaries about their rights and protection of rights through the responsible unit of the companies, government officers, NGOs, lobor union, or related organizations to protect the rights of beneficiaries. |
