การบริหารจัดการและความร่วมมือในการสงเคราะห์และคุ้มครองสวัสดิภาพเด็กของสถานสงเคราะห์เด็กเอกชน จังหวัดชลบุรี

Abstract

การศึกษาครั้งนี้เป็นการวิจัยเชิงคุณภาพ (qualitative research) มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาการบริหารจัดการการดําเนินการให้การสงเคราะห์และคุ้มครองสวัสดิภาพเด็กและความร่วมมือในการสนับสนุนการปฏิบัติงานของสถานสงเคราะห์เด็กเอกชนจังหวัดชลบุรี 2) เพื่อศึกษาปัญหาอุปสรรคของการบริหารจัดการและการดําเนินงานในการสงเคราะห์และคุ้มครองสวัสดิภาพเด็กของสถานสงเคราะห์เด็กเอกชนจังหวัดชลบุรี 3) เพื่อศึกษาแนวทางการพัฒนาการบริหารจัดการการดําเนินงานและความร่วมมือในการสงเคราะห์และคุ้มครองสวัสดิภาพเด็กของสถานสงเคราะห์เด็กเอกชนจังหวัดชลบุรีโดยเก็บข้อมูลจากผู้ให้ข้อมูลหลักจาก 2 กลุ่มกรณีศึกษาคือกลุ่มผู้บริหารสถานสงเคราะห์เด็กเอกชนในจังหวัดชลบุรี 8 แห่งและผู้ปฏิบัติงานที่เกี่ยวข้องกับการดําเนินงานให้การสงเคราะห์และคุ้มครองสวัสดิภาพเด็กจังหวัดชลบุรี 8 แห่งจํานวน 21 กรณีศึกษาวิเคราะห์ข้อมูลเชิงคุณภาพในลักษณะการตีความสร้างข้อสรุปข้อมูลและวิเคราะห์ข้อมูลเชิงปริมาณโดยการแจกแจงความถี่และหาค่าร้อยละ ผลการศึกษาพบว่า 1. การบริหารจัดการของสถานสงเคราะห์เด็กเอกชนจังหวัดชลบุรีได้ดําเนินการบริหารจัดการตามกรอบแนวทางการปฏิบัติงานตามมาตรฐานการปฏิบัติงานการจัดสวัสดิการสังคมขององค์การสวัสดิการสังคมปีพ.ศ. 2551 2. การดําเนินการให้การสงเคราะห์และคุ้มครองสวัสดิภาพเด็กของสถานสงเคราะห์เด็กเอกชนจังหวัดชลบุรีได้ดําเนินการให้การสงเคราะห์และคุ้มครองสวัสดิภาพเด็กตามพระราชบัญญัติคุ้มครองเด็กพ.ศ. 2546 3. ความร่วมมือในการสนับสนุนการปฏิบัติงานของสถานสงเคราะห์เด็กเอกชนได้รับความร่วมมือในด้านการบริหารจัดการการดําเนินงานจากภาคเครือข่าย 4. ปัญหาอุปสรรคส่วนใหญ่ประสบปัญหาด้านงบประมาณและบุคลากร 5. แนวทางพัฒนาการบริหารจัดการการดําเนินงานและความร่วมมือในการสงเคราะห์และคุ้มครองสวัสดิภาพเด็กเสนอแนวทางการพัฒนาโดยเสนอให้ปรับปรุงโครงสร้างองค์กรให้มีความเหมาะสมพัฒนาบุคลากรสร้างเครือข่ายความร่วมมือ 6. ข้อเสนอแนะรัฐบาลควรจัดสรรงบประมาณในการบริหารให้สถานสงเคราะห์เอกชนควรจัดการระบบเทคโนโลยีสารสนเทศในการบริหารงานและพัฒนาศักยภาพของบุคลากรให้ปฏิบัติงานได้อย่างมีประสิทธิภาพ

The research is qualitative research. The Objectives of the research is following this: first, to study the management of non-government children's home. Second, to explore the implementation of child assistance and welfare protection of the non-government children's home And study the problems of management and implementation to assist child and protection the welfare of the non-government children's home. Third, to explore the management, the implementation and cooperation to provision and protection of children's welfare of the private children's home. The Data were collected from two groups: the first group is eight participants who are administrators or manager. The second group is twenty-one practitioners who involved in child welfare. This qualitative research regarded interpretive paradigm. The data were analyzed and interpreted by using the frequency distribution and find a percentage. The study found many important issues in the management and collaboration of the private child’s home. Firstly, the management of the non-government children’s home. The research shows that their operation has according to the standard framework of working practices to provide the social welfare of the Social Welfare Organization in BE 2551 (2008). Secondly, the child support and child Welfare Protection of private children's home. The study indicated that their operation meets the standard of the Child Protection Act, BE 2546 (2003). Thirdly, the problems and obstacles in the management and operation of the child support and child Welfare Protection of private children's home. The management, most of them suffer from the budgeting and personnel problems. Fourthly, the collaboration to supporting the operation of private children's home. For the management, most of them have been supported in term of budgeting, exchange of knowledge, training, education and development. For the operation, much of them were cooperated in the operation to correct the behavior, behavior modification, physical body and mind rehabilitation. Fifthly, the way to develop the implementation management and cooperation in supporting the operation of private children's home. They suggest that to improve the organizational structure appropriate way suitable for the organization. And adjust developing the leadership, vision, morality and ethics to personnel in the organization and make a cooperation network. Sixth, the recommendation. Under the name of Thai Government by Ministry of Social Development and Human Security, they should allocate the manual budget to support the private children's home. The budget for improving service and operation that has an efficacy.
