การศึกษา "การขับเคลื่อนวิถีพุทธภายใต้กระแสบริโภคนิยม : ศึกษากรณีพระสุบิน ปณีโต วัดไผ่ล้อม อำเภอเมือง จังหวัดตราด" มีวัตถุประสงค์ 3 ประการ คือ เพื่อศึกษาผลกระทบจากการพัฒนาตามทฤษฎีความทันสมัยและนโยบายของรัฐที่มีต่อชุมชนชนบท เพื่อศึกษากระบวนการขับเคลื่อนของพระสุบิน ปณีโต ในการสร้างชุมชนวิถีพุทธ ภายใต้กระแสบริโภคนิยม และเพื่อศึกษาปัจจัยที่มีผลต่อการรื้อฟื้น และการดำรงอยู่อย่างยั่งยืนของชุมชนวิถีพุทธในยุคปัจจุบัน โดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ โดยการใช้แนวคำถามประกอบคำสัมภาษณ์เจาะลึก การสังเกตแบบไม่เป็นทางการ และการสนทนากลุ่ม นำข้อมูลที่ได้มาวิเคราะห์ตามกรอบแนวคิดการวิจัยผลของการศึกษาสรุปได้ว่า การพัฒนาตามทฤษฎีความทันสมัยที่ประเทศไทยได้นำมาใช้เป็นแนวทางในการพัฒนาประเทศตั้งแต่แผนพัฒนาเศรษฐกิจฉบับที่ 1 รวมทั้งนโยบายของรัฐที่มีต่อชนบท โดยภาพรวมทำให้เศรษฐกิจของประเทศขยายตัว แต่ทำให้เกิดความเหลื่อมลํ้าทางเศรษฐกิจระหว่างเมืองกับชนบท ทำให้คนชนบทมุ่งหน้าเข้าเมืองเพื่อหางานทำ เป็นผลให้เมืองเกิดปัญหาสังคมตามมา ในขณะเดียวกันชนบทก็เกิดปัญหาผลผลิตตกตํ่า ทำให้เกษตรกรรายย่อยเป็นหนี้สิน นอกจากนี้ทรัพยากรธรรมชาติถูกดึงจากชนบทเข้ามารองรับภาคอุตสาหกรรมที่กำลังขยายตัว ส่งผลให้ชุมชนชนบทอ่อนแอ กอปรด้วยความเจริญทางด้านเทคโนโลยีสื่อสารและคมนาคม ส่งผลให้วิถีชีวิตในชนบทค่อย ๆ เปลี่ยนแปลงไปเป็นสังคมบริโภคนิยมตามกระแสทุนนิยมมากขึ้นเป็นลำดับ ทำให้ชนบทล่มสลายทางด้านเศรษฐกิจ สังคม วัฒนธรรม รวมทั้งภูมิปัญญาท้องถิ่นถูกทอดทิ้ง กระบวนการขับเคลื่อนวิถีพุทธของพระสุบิน ปณีโต มีหลักการสำคัญ คือ (1) การสร้างสัมมาทิฐิให้กับประชาชนในชุมชน ให้เข้าใจปัญหาของตนให้ชัดเจน (2) การแก้ไขปัญหาของประชาชนในชุมชนต้องจัดตั้งเป็นกลุ่มสัจจะสะสมทรัพย์เพื่อพัฒนาคุณธรรมครบวงจรของชีวิต มีการวางกฎเกณฑ์ที่ชัดเจนแต่สามารถยืดหยุ่นได้ตามบริบทของชุมชน (3) การสร้างกลุ่มสัจจะสะสมทรัพย์ฯ ต้องไม่มีการขยายไปอย่างรวดเร็ว เพราะการจัดตั้งกลุ่ม ในขณะที่ประชาชนยังขาดความเข้าใจจะทำให้กลุ่มล้มได้ง่าย (4) การสร้างจิตสำนึกด้วยหลักธรรมเป็นสิ่งที่สร้างจิตวิญญาณให้บังเกิดขึ้นกับคน ซึ่งจะก่อให้เกิดความขยันหมั่นเพียร ความซื่อสัตย์สุจริต และความเสียสละเพื่อส่วนรวม (5) การสร้างกลุ่มสัจจะสะสมทรัพย์ฯ ให้เข้มแข็ง ต้องทำในรูปเครือข่ายโดยใช้กลุ่มสัจจะสะสมทรัพย์ฯ ที่เข้มแข็งเป็นผู้ถ่ายทอดบทเรียนให้กับกลุ่มที่อ่อนแอกว่า (6) การติดตามประเมินผลการดำเนินงาน จะทำให้กลุ่มมีการสรุปบทเรียนและประสบผลสำเร็จมากขึ้น ปัจจัยที่มีผลต่อการรื้อฟื้นและการดำรงอยู่อย่างยั่งยืนของชุมชนวิถีพุทธในปัจจุบัน ได้แก่ (1) พระสุบิน ปณีโต เป็นพระนักพัฒนาเชิงรุกที่มีทั้งความรู้และศรัทธาบารมี จึงทำให้การจัดการกลุ่มสัจจะสะสมทรัพย์ฯ เป็นไปค่อนข้างราบรื่น และการขยายตัวของกลุ่มสัจจะสะสมทรัพย์ฯ ก็ขยายออกไปอย่างเป็นระบบ (2) กรรมการ ซึ่งนอกจากเป็นคนดีและเป็นที่ยอมรับของชุมชนแล้ว ยังมีจิตวิญญาณต่อส่วนรวมอีกด้วย ส่งผลให้กลุ่มเข้มแข็ง (3) บริบทชุมชนชนบทในจังหวัดตราด ซึ่งยังไม่ได้รับผลกระทบจากการเปลี่ยนแปลงมากนัก ทำให้วิถีชีวิตแบบดังเดิมยังคงพอมีหลงเหลืออยู่ ทำให้ พระสุบิน ปณีโต ขับเคลื่อนวิถีพุทธไปได้ด้วยดี (4) เครือข่ายในชุมชนได้เข้ามาช่วยพระสุบิน ปณีโตในการขับเคลื่อนวิถีพุทธ ซึ่งนอกจากการคิดกิจกรรมต่าง ๆ เพื่อต่อยอดกิจกรรมกลุ่มสัจจะสะสมทรัพย์ฯ แล้ว ยังเป็นผู้ประสานให้เกิดความร่วมมือระหว่างชุมชนกับองค์กรภายนอกอีกด้วย (5) กฎหมายรัฐธรรมนูญปีพุทธศักราช 2540 ได้เปิดโอกาสให้ท้องถิ่นมีอิสระในการปกครองตนเองตามเจตนารมณ์ของประชาชนในท้องถิ่น และ (6) องค์กรภายนอกให้ความร่วมมือ ทำให้ชุมชนเกิดการมีส่วนร่วม เกิดกระบวนการเรียนรู้ และรู้จักคิดหาทางแก้ปัญหาในชุมชนด้วยตนเอง ผลของการศึกษาดังกล่าว ผู้ศึกษามีข้อเสนอแนะต่อชุมชนให้ยึดหลักปรัชญาเศรษฐกิจพอเพียงมาเป็นแนวทางในการดำเนินชีวิต องค์กรภายนอกที่ต้องการสนับสนุนต้องเข้าใจบริบทของชุมชนเพื่อที่จะได้จัดกิจกรรมที่ตรงกับความต้องการของชุมชน อันจะทำให้ชุมชนมีส่วนร่วม มีการเรียนรู้ และสามารถดำเนินกิจกรรมต่อไปได้ด้วยตนเอง สำหรับข้อเสนอแนะเชิงนโยบาย คือ รัฐควรเร่งฟื้นฟูเศรษฐกิจฐานล่างอย่างเป็นรูปธรรม โดยการเน้นความร่วมมือระหว่างภาครัฐกับภาคประชาชนอย่างต่อเนื่อง พร้อมกับการก่อร่างโครงสร้างใหม่จากฐานล่างที่เข้มแข็ง
The Mobilization of Buddhist Way Under Consumerism : A Case Study of Phra Subin Paneeto, Wat Phai-leom, Muang District, Trat Province has 3 objectives as follows: to study the consequences of modernization theory and state policies towards the rural communities; to study the mobilization of Phra Subin Paneeto in establishing Buddhist way under consumerism; to study the factors related to recovery and sustainability of Buddhist way at present. In this study qualitative methods are used, data were collected through in-depth interview, non-participant observation and focus group discussion, and are analyzed in accordance to the theoretical framework. The study reveals that the results of state policies and modernization theory which had been using since the 1st National Economic Development Plan towards rural communities resulted in widening the economic gap between rural and urban areas. Influx of rural people to cities looking for employment leads to various social problems. At the same time the agriculture products has been reduced thus caused indebtedness of small farmers. Moreover, the natural resources which were taken from the countryside to support the industrial sector had gradually weakening rural communities, together with the progress of information technology and transportation changed the rural people way of life to be more and more consumerism. All of these factors cause economic, social, and cultural dissolution as well as local wisdom are neglected. The mobilization of Buddhism way of Phra Subin Paneeto has 6 principles namely: (1) Creating appropriate point of views to the people in the communities so that they will clearly understand their problems. (2) Organizing the saving group to solve the people's problems as well as developing all aspects of morality of saving group members according to theirs life cycle and regulating clear and flexible rules according to local circumstances of each community. (3) Expanding saving groups should not be too quickly as that may cause the groups to be failed due to lack of understanding among the people. (4) Creating consciousness and morality are crucial factors leading to diligent, integrity, and sacrifices in human spirituality. (5) Strengthening the saving groups must be performed through networking so that the stronger groups can transfer knowledge to the weaker groups. (6) Monitoring and evaluation will help saving groups learn theirs experiences and gain more achievement. Factors affected the recovery and stability of the Buddhist way in rural communities composed of : (1) Phra Subin Paneeto is a pro-active developer with strong knowledge and high faith, enabling him to manage saving groups rather smoothly as well as expanding the saving groups systematically. (2) The committee of saving groups are good, honest, and strong spiritual people (3) The local context in Trat Province have not changed totally from the past, so the original way of life still functioning which helps Phra Subin to mobilize the Buddhist way in rural communities smoothly. (4) Community networks not only create various activities but also facilitating the cooperation between saving groups and others organizations. (5) The Constitution Law of 1997 has enabled local communities to be more independent and autonomous according to their local people will , (6) Outside community organizations are willing to co-ordinate, thus enabling the communities to participate and learn to resolve their problems by themselves. According to the finding mentioned above, the researcher has recommendations to the communities to hold on the philosophy of sufficiency economy as a life's guideline. The external supporting organizations must understand the context of communities in order to manage the activities to meet the communities' needs. This will lead to people participation, learning, and expanding the activities by people themselves. As for policy recommendation, the state should speed up a concrete revival of grass root economy by emphasizing the co-ordination between the state sector and people sector continuously, along with creating new structure through grass root level.
