การสร้างความเข้มแข็งทีมวิจัยขององค์กรคนพิการเพื่อลดความเหลื่อมล้ำในสังคม

Abstract

โครงการวิจัยเรื่อง “การสร้างความเข้มแข็งทีมวิจัยขององค์กรคนพิการเพื่อลดความเหลื่อมล้ำในสังคม” มีวัตถุประสงค์ 3 ประการ คือ 1) เพื่อให้คําแนะนําปรึกษา จัดกระบวนการสนับสนุน การส่งเสริมองค์กรคนพิการ และผู้ดูแลคนพิการให้สามารถทําการวิจัยด้วยตนเองได้อย่างมีคุณภาพและมีประสิทธิภาพ 2) เพื่อส่งเสริมและ สนับสนุนให้องค์กรคนพิการ และผู้ดูแลคนพิการใช้ผลการวิจัยในการสร้างการเปลี่ยนแปลงระดับนโยบาย และ พัฒนาระบบบริการเพื่อส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ และ 3) เพื่อพัฒนาความเข็มแข็งงานวิจัยด้านคน พิการ ด้วยการเสริมสร้างความเข้มแข็งของกลไกการบริหารจัดการงานวิจัย และกลไกเชิงโครงสร้างองค์กร เครือข่ายเพื่อดําเนินงานวิจัยให้สามารถใช้ประโยชน์ได้จริง การวิจัยครั้งนี้เป็นการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม โดยการพัฒนาความร่วมมือกับองค์กรคนพิการ และเครือข่ายนักวิชาการ จัดกระบวนการพัฒนาศักยภาพด้านการวิจัย หนุนเสริมการเรียนรู้การจัดการความรู้ การพัฒนาระบบพี่เลี้ยง สนับสนุนคนพิการ และผู้ดูแลคนพิการที่เข้าร่วมโครงการวิจัย ผลการวิจัยพบว่าโครงการวิจัยย่อย 8 โครงการ สามารถตอบคําถามการวิจัยที่ตั้งไว้ได้ชัดเจน บรรลุ วัตถุประสงค์ของการวิจัยที่ตั้งไว้และสามารถนําผลการวิจัยไปสู่การปฏิบัติได้ทุกโครงการ ซึ่งเป็นไปตามสมมุติฐาน ที่ตั้งไว้คือ (1) องค์กร คนพิการ มีความรู้ความสามารถ ในการทํางานวิจัย และ (2) การวิจัยเชิงปฏิบัติการแบบ มีส่วนร่วม และการวิจัยเพื่อท้องถิ่นสามารถช่วยสร้างความเข้มแข็งให้นักวิจัยคนพิการได้ จากผลของการวิจัยดังกล่าว ผู้วิจัยมีข้อเสนอแนะให้กรมส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการควรให้ความสําคัญในการใช้การวิจัยเป็นเครื่องมือในการเสริมพลังผ่านการศึกษาเรียนรู้และใช้ความรู้จากการวิจัยเพื่อพัฒนาระบบคุณภาพชีวิต องค์กรคนพิการ องค์กรของผู้ดูแลคนพิการ ควรใช้การวิจัยเพื่อท้องถิ่น และ กระบวนการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วมในการพัฒนาความเข้มแข็งองค์กร และการสร้างองค์ความรู้ในการ จัดการปัญหาความพิการ โดยควรมีการขยายการวิจัยให้ไปยังองค์กรคนพิการและองค์กรของผู้ดูแลคนพิการให้ ครบทุกประเภทความพิการ สํานักงานกองทุนสนับสนุนงานวิจัยควรสนับสนุนงานวิจัยขององค์กรคนพิการ มุ่งเน้นการสร้างคนพิการ และผู้ดูแลคนพิการ ให้เป็นนักวิจัย องค์กรคนพิการ และองค์กรผู้ดูแลคนพิการควรนํา ข้อค้นพบจากการวิจัยไปใช้ประโยชน์ในการจัดตั้งศูนย์บริการคนพิการ และมูลนิธิสถาบันวิจัยเพื่อการพัฒนา คุณภาพชีวิตคนพิการประเทศไทยควรเสริมพลังกลุ่มงานวิจัยของมูลนิธิฯ ให้เข้มแข็ง โดยการเพิ่มจํานวนบุคลากรเพิ่มศักยภาพทางการเป็นพี่เลี้ยงในงานวิจัย และจัดหางบประมาณเพิ่มขึ้นเพื่อการขยายโครงการวิจัยในระยะต่อไป ให้ครอบคลุมองค์กรคนพิการทุกประเภท

The project research on “Strengthening Research Team of Persons with Disabilities Organizations (PWOs) to Decrease Inequality in Society” has 3 objective: 1) to advise, support, promote PWOs and theirs care takers be able to conduct research by themselves with quality and efficiently; 2) to support PWOs and theirs care takers use the result of research to change policy and services system for increasing quality of life of Persons with Disabilities (PWDs); 3) to strengthen PWOs’ research by providing management and network mechanism to utilize the result of research. This research employed participatory action research to develop cooperation with PWOs and the scholars network to development potential in research, support learning process, knowledge management, and develop mentor system to support PWDs and their care takers who join the research project. The result of research is the 8 sub-project be able to answer clearly their research questions, meet their objectives, and able to take result of research to implement according to their research objectives which follow the research hypothesis namely (1) PWOs have knowledge and skill to conduct research and (2) participatory action research (PAR) and community based research (CBR) can strengthen PWDs researchers. Based on the mentioned findings, researcher suggest the Department for Empowerment of Persons with Disabilities should give priority to research as a tool to empower through learning and use of knowledge from research to increase quality of life. PWOs and Care Takers Organizations should use PAR and CBR to strengthen their organizations and enquiry knowledge to solve the disabilities problems by expanding research project to all tripe of PWOs. The Thai Research Fund (TRF) should support research project of PWOs emphasizing empowerment the PWOs and care takers to be researchers. PWOs and care takers organizations should take the research findings to set up the disabilities services center. TRIP should empower the research unit by increase staff, potential of staff in mentoring PWOs to conduct research, and take fundraising action to increase budget for expanding next research project covering all type of PWOs.
