การวิจัยเรื่อง “การเสริมพลังนักวิจัยขององค์กรคนพิการเพื่อลดความเหลื่อมล้ำในสังคม” มีวัตถุประสงค์เพื่อส่งเสริมนักวิจัยขององค์กรคนพิการให้มีความรู้ความสามารถในการทำงานวิจัยได้อย่างมีคุณภาพ กลุ่มองค์กรคนพิการที่เข้าร่วมโครงการนี ครอบคลุมพื้นที่ 6 จังหวัด ประกอบด้วยจังหวัดเชียงราย นครพนม ร้อยเอ็ด ชลบุรี นนทบุรี และกรุงเทพมหานคร จำนวนนักวิจัยที่เป็นกลุ่มเป้าหมายของการเสริมสร้างความเข้มแข็งประกอบด้วยนักวิจัยขององค์กรคนพิการ และองค์กรผู้ปกครองของคนพิการที่ปฏิบัติงานในพื้นที่มีจำนวน 46 คน และนักวิจัยจากสถาบันวิชาการ หน่วยงานภาครัฐ และนักวิจัยอิสระ จำนวน 15 คน
กระบวนการวิจัยใช้การวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม (Participatory Action Research) โดยการสร้างกระบวนการเรียนรู้ เสริมสร้างทักษะในการทำวิจัยนับงตั้งแต่การคิดโจทย์วิจัย การตั้งคำถามหลักในการวิจัย การตั้งสมมุตติฐานการวิจัย การกำหนดขอบเขตการวิจัย การทำเครื่องมือ การเก็บข้อมูล การวิเคราะห์ข้อมูล การเขียนรายงาน และการเขียนบทความวิจัยตามลำดับ
ผลการวิจัยพบว่า นักวิจัยที่เข้าร่วมโครงการมีความรู้ และทักษะในการทำการวิจัยเพิ่มขึ้นสามารถทำการวิจัยสร้างองค์ความรู้จากหัวข้อวิจัยของตนได้และสามารถนำผลการวิจัยไปทดลอง และแก้ไขปัญหาที่ตนเผชิญอยู่ กระบวนการส่งเสริมนักวิจัยครั้งนี้นับเป็นนวัตกรรมเชิงกระบวนการของการทำวิจัย ซึ่งการที่ทำให้คนพิการและผู้ปกครองคนพิการสามารถทำวิจัยได้ด้วยตนเองย่อมส่งผลต่อการลดความเหลื่อมล้ำในสังคม สามารถลดช่องว่าในด้านการสร้างองค์ความรู้ด้วยตนเอง ไม่ต้องรอให้นักวิจัยหรือนักวิชาการที่ไม่ใช่คนพิการมาสร้างองค์ความรู้ให้
ในระยะยาว องค์กรคนพิการและผู้ปกครองของคนพิการจะนำองค์ความรู้จากการวิจัยของตนไปสร้างศูนย์บริการคนพิการ ซึ่งย่อมีผลต่อการแก้ไขปัญหาอุปสรรคของคนพิการในการเข้าถึงบริการของภาครัฐได้
จากผลการวิจัยดังกล่าว คณะผู้วิจัยมีข้อเสนอแนะให้กรมส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ ควรให้ความสำคัญกับการวิจัยปฏิบัติการ ที่เน้นการเสริมพลัง เน้นการมีส่วนร่วมปฏิบัติการ โดยบรรจุในยุทธศาสตร์และแผนงานวิจัย และใช้ความรู้จากการวิจัยเพื่อพัฒนาคุณภาพชีวิตคนพิการ ให้การสนับสนุนงบประมาณแก่ศูนย์บริการคนพิการที่ดำเนินงานโดยองค์กรคนพิการ สนับสนุนงบประมาณการบริหารจัดการ และการดำเนินงานวิจัยแก่มูลนิธิสถาบันวิจัยเพื่อการพัฒนาคุณภาพชีวิตคนพิการประเทศไทย ให้เป็นหน่วยปฏิบัติการที่ใช้กระบวนการวิจัยในการสร้างความมเข้มแข็งแก่องค์กรคนพิการ การสร้างองค์ความรู้ และนวัตกรรมเพื่อลดความเหลื่อมล้ำในสังคม องค์กรคนพิการ และองค์กรผู้ปกครองคนพิการควรใช้กระบวนการวิจัยปฏิบัติการในการพัฒนาความเข้มแข็งองค์กร สร้างองค์ความรู้ในการจัดการปัญหาความพิการ และเพิ่มจำนวนนักวิจัยที่เป็นนักพิการให้มากขึ้น
The research on “The Empowering of Persons with Disabilities Organizations to Reduce Social Inequalities” aims to instill knowledge and skills among researchers of persons with disabilities organizations helping them to conduct a quality research. The participating organizations work in 6 provinces include Chiang Rai, Nakhon Phanom, Roi-Et, Chonburi, Nonthaburi and Bangkok. The researchers who are the target group consist of 46 researchers from persons with disabilities organizations, the organizations of parents of persons with disabilities in local area including 15 academics from educational institutions, state agencies and independent researchers.
The research employs Participatory Action Research by creating a learning process to instill the research skills beginning from how to develop the research theme, main research question, research hypothesis, scope of research, tools, data collection, data analysis, reporting, and research paper writing respectively.
The research findings reveal that the participating researchers have gained more knowledge, skills and are able to carry out a research based on their research topic including able to apply the research findings to solve the problems they are facing. The facilitating of learning process is an innovation process to empowering the persons with disabilities and their parents to conduct research by themselves. It will help to reduce social inequalities and enhance self-generated knowledge so that they do not have to wait for knowledge generated by other researchers or academics who are not the persons with disabilities.
In the long run, the persons with disabilities organizations and the organizations of parents of persons with disabilities will be able to apply the knowledge learned from the research to develop their own service center for persons with disabilities. This will certainly contribute to solve the problems and obstacles that impeded the persons with disabilities’ access to state services.
Based on the research findings, the research team recommends that the Empowerment of Persons with Disabilities (NEP) should use research process as a tool to empower persons with disabilities organizations by pack up action research in its strategy and research plan and use new research knowledge to increase quality of life and support budget to service center for persons with disabilities including support budget to Thailand Research Institute for Empowerment of Persons with Disabilities Foundation (TRIP) to take action by using research process to empower persons with disabilities organizations and to reduce social inequality. The persons with disabilities organizations and the parents of persons with disabilities organizations should use action research to strengthening their organizations and increase body of knowledge to solve their problems. The Thai Research Fund (TRF) should continue supporting research project of the persons with disabilities organizations and organizations of parents of persons with disabilities to increase their researcher.
