การศึกษาความเป็นไปได้ในการเปิดหลักสูตรการบริหารงานสวัสดิการสังคม ระดับปริญญาโท มหาวิทยาลัยหัวเฉียวเฉลิมพระเกียรติ

Abstract

การศึกษาความเป็นไปได้ในการเปิดหลักสูตรการบริหารงานสวัสดิการสังคม ในระดับปริญญาโท มหาวิทยาลัยหัวเฉียวเฉลิมพระเกียรติ มีวัตถุประสงค์เพื่อสำรวจความต้องการบุคลากร และความสนใจในการศึกษาด้านการบริหารงานสวัสดิการสังคมของบุคลากรในหน่วยงานต่าง ๆ ทั้งภาครัฐและภาคเอกชน เพื่อศึกษาความพร้อม ศักยภาพ และความเป็นไปได้ในการเปิดหลักสูตรระดับปริญญาโทด้านการบริหารงานสวัสดิการสังคม และเพื่อนำเสนอข้อมูลประกอบการตัดสินใจของผู้บริหารมหาวิทยาลัย วิธีการศึกษาใช้ทั้งการศึกษาเอกสาร และการวิจัยสนาม เพื่อสำรวจความต้องการในการศึกษาของบุคลากรในหน่วยงานต่าง ๆ ทั้งภาครัฐและภาคเอกชน ผลการศึกษาความต้องการกำลังคนด้านการบริหารงานสวัสดิการสังคม พบว่า สถานการณ์สังคมยังคงมีปัญหาที่ต้องการการปรับปรุงแก้ไข แม้ว่ามีสถาบันระดับอุดมศึกษา 3 สถาบันผลิตบัณฑิตและมหาบัณฑิตออกมาทำงานด้านนี้แล้วก็ตาม ก็ยังไม่เพียงพอ จึงยังคงมีความต้องการบุคลากรที่มีความสามารถในการบริหารจัดการ ทั้งในหน่วยงานของภาครัฐและภาคเอกชนอยู่เป็นจำนวนมาก ผลการศึกษาภาคสนาม พบว่า กลุ่มตัวอย่างซึ่งเรียนจบปริญญาตรีและทำงานแล้ว ส่วนใหญ่มีความต้องการศึกษาต่อปริญญาโทด้านการบริหารงานสวัสดิการสังคม โดยมีเหตุผลว่าในหน่วยงานจำเป็นต้องมีผู้มีความรู้ความเข้าใจงานด้านสวัสดิการสังคมอย่างแท้จริง การเรียนปริญญาโทด้านนี้จะทำให้มีความเข้าใจดีขึ้น เมื่อเรียนจบแล้วสามารถนำไปปรับปรุงงานในหน่วยงานได้ เป็นต้น โดยผู้ที่สนใจจะเข้ารับการศึกษาส่วนใหญ่มีอายุ 30 ปีขึ้นไป อาศัยอยู่ในกรุงเทพฯ เป็นเจ้าหน้าที่ประจำในหน่วยงาน ทำงานมาแล้ว 6-10 ปี และมีรายได้สูงกว่า 10,000 บาท ผลการศึกษาวิเคราะห์หลักสูตรระดับปริญญาโท ด้านสังคมสงเคราะห์ศาสตร์และสวัสดิการสังคม ของมหาวิทยาลัยอื่นที่เปิดสอนด้านนี้ ได้แก่ มหาวิทยาลัยธรรมศาสตร์และมหาวิทยาลัยเกริก พบว่า มหาวิทยาลัยธรรมศาสตร์มีหลักสูตรสังคมสงเคราะห์ศาสตรมหาบัณฑิต สาขาพัฒนาแรงงานและสวัสดิการ และสาขาการบริหารและนโยบายสวัสดิการ และมหาวิทยาลัยเกริก มีหลักสูตรศิลปศาสตรมหาบัณฑิต สาขานโยบายและการวางแผนสังคม และสาขาการจัดการแรงงานและสวัสดิการสังคม ซึ่งเนื้อหาของหลักสูตรมีความใกล้เคียงกัน และเน้นไปทางด้านแรงงานมากกว่าการบริหารงานสวัสดิการสังคม ในขณะที่มหาวิทยาลัยหัวเฉียวเฉลิมพระเกียรติเองก็มีหลักสูตรสังคมสงเคราะห์ศาสตรมหาบัณฑิต สาขาการจัดการโครงการสวัสดิการสังคม ซึ่งค่อนข้างเน้นในเชิงจุลภาค หลักสูตรใหม่ที่จะเปิดขึ้น จะเน้นทางด้านการบริหารในเชิงมหภาค จึงไม่มีความซ้ำซ้อนกับหลักสูตรที่มีอยู่แล้วแต่อย่างใด สำหรับการวิเคราะห์ต้นทุนและผลตอบแทน พบว่า การเปิดหลักสูตรนี้ให้ผลตอบแทนทั้งในรูปตัวเงิน (Money Profit) และผลตอบแทนทางสังคม (Social Profit) ส่วนการวิเคราะห์ความพร้อม ศักยภาพและความเป็นไปได้ของมหาวิทยาลัยหัวเฉียวเฉลิมพระเกียรติ ในการเปิดหลักสูตรใหม่นั้น เมื่อใช้เกณฑ์ของทบวงมหาวิทยาลัยมาพิจารณาพบว่า มีความพร้อมทั้งในด้านการบริหารการศึกษา คุณสมบัติของคณาจารย์ประจำที่จะทำการสอน ผู้สอบ และผู้ควบคุมสารนิพนธ์หรือวิทยานิพนธ์ ห้องสมุด ตำรา วารสาร สถานที่ และอุปกรณ์การศึกษา ผู้ศึกษาจึงเสนอแนะให้ผู้บริหารมหาวิทยาลัยเปิดหลักสูตรการบริหารงานสวัสดิการสังคมระดับปริญญาโทอีกหลักสูตรหนึ่ง ซึ่งนอกจากจะไม่ซ้ำซ้อนกับมหาวิทยาลัยอื่นแล้ว ยังเป็นการเสริมสร้างการพัฒนาบุคลากรให้มีความรู้ความสามารถในการบริหาร และพัฒนางานสวัสดิการสังคมในเชิงมหภาคให้กับสังคม ซึ่งยังต้องการบุคลากรทางด้านนี้อีกมาก

This feasibility study aims to find out the possibility for opening a Master’s Degree course on social welfare administration at Huachiew Chalerm Phrakiat University. It has three objectivies : firstly, to assess demand for personal in social welfare administration and an interest to take a course on social welfare administration among personnel in various organizations both public and private, secondly, to assess the university’s readiness and potentiality for doing so , and thirdly, to provide information for the university administrator’s decision making. Methodology used include document research and field research to assess need for this course among personnel in various organization, both public and private. The finding show that need for improvement and solutions to problems in the society are still needed. Although three tertiary education institutes have already produced graduates and post-graduates on this field, personnel with social welfare administrative capacity is still much in need both the public and private sector. It is found through the field research that most of the samples who are graduates and have already had a job would like to take up a Master Degree course on social welfare administration for several reasons. For instance, there is a need for personnel to have a clear knowledge and understanding on social welfare administration. Taking up a Master Degree course on this subject would create better understanding could be used to improve work concerning social welfare in their organization. Most of the ones who are interested to take this course are 30 years-old up, live in Bangkok, work as permanent staff with working period of 6-10 years and mostly have an income of more than 10,000 Baht per month. The existing programs of Master’s Degree on social welfare provided by Thammasat University and Krirk University, are also analyzed. Thammasat has Master’s Degree Program on labour and welfare development, and on social welfare policy and administration while Krirk has on social policy and planning, and on Labour and social welfare management. However, content of these courses are similar and focused on labour rather than social welfare administration. Huachiew, on the other hand, has Master’s Degree Program on social welfare project management which is more or less of a micro level oriented. The new program to be opened would be focused on administration at a macro level which would not in any way duplicate the existing ones. Cost effectiveness analysis shows that opening of the proposal course would not only generate monetary profit but also social profit. Finally, analysis of Huachiew’s readiness and potentiality in opening the new program using criteria of the Ministry of University Affairs shows that the university meet the requirement in terms of educational administration, qualifications of the permanent staff who would be responsible for teaching, testing and these advising library’s resources and learning facilities. The researcher therefore would like to recommends the university administrators to open a Master’s Degree program on social welfare administration with the reasons that it will not duplicate with the other universities’ offerings and also will make a great social contribution in disseminating knowledge and increasing capability on social welfare administration at a macro level while persons of such quality are still much in need at the present time.
