Abstract

การศึกษาวิจัยโครงการนี้ เป็นการศึกษาวิจัยที่มีวัตถุประสงค์เพื่อพัฒนาระบบบริหารจัดการงานวิจัยของมหาวิทยาลัยหัวเฉียวเฉลิมพระเกียรติให้มีความเข้มแข็งและสามารถสนับสนุนระบบการวิจัยนวัตกรรมเพื่อพัฒนาพื้นที่ที่มีประสิทธิภาพสูง และเพื่อเพิ่มมูลค่าของห่วงโซ่เศรษฐกิจปลาสลิดบางบ่อตามยุทธศาสตร์ส่งเสริมสินค้าเกษตรปลอดภัยเป็นมิตรกับสิ่งแวดล้อม จังหวัดสมุทรปราการ ผลการศึกษาวิจัยด้านการพัฒนาระบบบริหารจัดการงานวิจัย ทำให้เกิดการสร้างนักจัดการงานวิจัยในองค์กร จำนวน 8 คน มีนักวิจัยทั้งสิ้น 80 คน โดยเป็นนักวิจัยรุ่นใหม่ที่ยังไม่มีประสบการณ์วิจัยเชิงพื้นที่ จำนวน 65 คน และเกิดการเปลี่ยนแปลงระบบและกลไกการบริหารจัดการงานวิจัยของมหาวิทยาลัยใหม่ ทั้งระดับมหาวิทยาลัยและระดับคณะที่มีประสิทธิผลและประสิทธิภาพและนำไปใช้ประโยชน์ได้จริง ส่วนผลการศึกษาวิจัยเพื่อตอบโจทย์พื้นที่นั้น ได้เกิดชุดโครงการวิจัยนวัตกรรมเพื่อพัฒนาพื้นที่ที่ตอบโจทย์ปัญหาความต้องการของพื้นที่ และเพิ่มมูลค่าของห่วงโซ่เศรษฐกิจปลาสลิดบางบ่อทั้งด้านต้นน้ำ ด้านกลางน้ำ และด้านปลายน้ำ จำนวน 15 ชุดโครงการ โดยมีการบูรณาการงานวิจัยกับการบริการวิชาการและหรือการเรียนการสอนในทุกโครงการวิจัย ทำให้อาจารย์และนักศึกษาเกิดการเรียนรู้และมีประสบการณ์การทำงานาในชุมชนเพิ่มขึ้นและชุมชนได้รับการพัฒนาในมิติต่างๆ เพิ่มมากขึ้น สอดคล้องกับผลผลิต และผลลัพธ์ที่ได้ตั้งเป้าหมายไว้ ตลอดจนการเกิดสัมพันธภาพอันดีระหว่างมหาวิทยาลัยกับภาคีเครือข่ายในพื้นที่ และเกิดข้อเสนอแนะเขิงนโยบายที่พื้นที่สามารถนำไปใช้ต่อได้ ทั้งนี้ นักจัดการงานวิจัยมีข้อเสนอแนะต่อสถาบันที่ควรต้องพัฒนาแนวทางการทำงานในระยะต่อไป คือ การพัฒนากระบวนการบริหารจัดการงานวิจัยที่ได้ออกแบบไว้ โดยมีการติดตามและประเมินผลอย่างต่อเนื่อง และผลักดันให้การทำวิจัยเป็นส่วนหนึ่งของภาระงานของอาจารย์ ส่วนข้อเสนอแนะต่อ สกว. หรือแหล่งทุนนั้น นักจัดการงานวิจัยเห็นว่าควรขยายระยะเวลาในการสนับสนุนทุนวิจัยให้เพิ่มมากขึ้น เนื่องจากการทำงานวิจัยเชิงพื้นที่โดยเฉพาะด้านการเกษตร มีปัจจัยและข้อจำกัดในด้านเงื่อนไขเวลาของการเจริญเติบโต และการเก็บเกี่ยวผลผลิต ควรมีการจัดอบรมเทคนิคการทำวิจัยเชิงพื้นที่ให้กับนักจัดการงานวิจัยเพิ่มขึ้น และสถาบันอุดมศึกษาเอกชนควรได้รับโอกาสในการสนับสนุนงบประมาณจากจังหวัด เพื่อทำการวิจัยเชิงพื้นที่ที่สอดคล้องตามยุทธศาสตร์การพัฒนาของจังหวัด

This research study aimed at developing and strengthened the research management system of Huachiew Chalermprakiet University, thus, able to support the innovative research system in order to help area development to yield high performance innovation and to increase the value of Snakeskin Gourami economic chain in accordance with the strategy to promote agricultural products that are safe environmentally friendly in Samut Prakarn. The results showed that research management system generated 8 research management and 80 researchers. Out of 80 reseachers, 65 are new with no experience spatial researchers. This research also caused an effective change in the system and management mechanism of the university's research both at university level and at faculty level. Regrading the needs of space in the community, 15 innovative research projects was implemented in order to increase the value of Snakeskin Goruami economic chain upstream, midstrem and downstream. All researches integrated community services and teaching which provided an opportunity for staffs and students to learn and work in the community. At the same time, the community has been developing in various dimensions which were consistent with productivity and goals. This study also promoted the relationship between the university and networks in the area which led to policy recommendations that can be applied to the area. Furthermore, research managers suggested that the institution should develop the research management process that continuous monitoring, evaluation, and pushing the research as part of the faculty staff's workload. The proposal to the TRF or grant sources was that the extension research funding should be extended due to the spatial research, especially in agriculture with consists of many factors and constraints in terms of time of growth and harvesting. There should be more training in spatial research techniques four research managers. Lastly, private institutions should be given an opportunity to receive budget from the province in order to conduct spatial research in accordance with them development strategy of the province.
