แนวทางการพัฒนาการท่องเที่ยวอย่างยั่งยืนในตำบลบางโฉลง อำเภอบางพลี จังหวัดสมุทรปราการ

Abstract

งานการวิจัยเรื่องนี้ เป็นการวิจัยเชิงคุณภาพ มีวัตถุประสงค์ 1. เพื่อศึกษาองค์ประกอบทางการท่องเที่ยว ปัญหาและอุปสรรคที่มีผลต่อแนวทางการพัฒนาการท่องเที่ยวอย่างยั่งยืนในตำบลบางโฉลง อำเภอบางพลี จังหวัดสมุทรปราการ 2. เพื่อให้ข้อเสนอแนะเชิงนโยบายแนวทางการพัฒนาการท่องเที่ยวอย่างยั่งยืนในตำบลบางโฉลง อำเภอบางพลี จังหวัดสมุทรปราการงานวิจัยใช้การวิเคราะห์ข้อมูลเชิงคุณภาพ จากข้อมูลที่ได้จากเอกสาร การลงพื้นที่เก็บข้อมูลในสถานที่จริง การสังเกตการณ์ การสัมภาษณ์รายบุคคลจากผู้นำชุมชน 11 คน ตัวจากหน่วยงานภาครัฐ 2 คน และจากวิสาหกิจชุมชน 1 คนและการประชุมกลุ่มกับผู้นำชุมชนผลจากการวิจัยพบว่า ตำบลบางโฉลงเหมาะกับการท่องเที่ยวยั่งยืนหลากหลายประเภท มีเส้นทางการเข้าถึง องค์ประกอบทางทรัพยากร ที่พัก และ กิจกรรมที่พร้อมสำหรับเป็นแหล่งท่องเที่ยวเชิงเกษตร เชิงศาสนาและความเชื่อ และเชิงวัฒนธรรม ขณะที่สิ่งสนับสนุนทางการท่องเที่ยวและโครงสร้างพื้นฐานนั้นเป็นสิ่งอำนวยความสะดวกเพื่อรองรับการใช้งานของคนในพื้นที่ หน่วยงานภาครัฐภายในพื้นที่ยังขาดบุคลากรและผู้ประสานงานในการจัดทำแผนงานและดูแลการจัดการการท่องเที่ยวอย่างยั่งยืน การบริหารงานของหน่วยงานภาครัฐมีลักษณะเป็นวาระทำให้ขาดการดำเนินนโยบายพัฒนาการท่องเที่ยวอย่างต่อเนื่อง ยังขาดการริเริ่มด้านการท่องเที่ยวในชุมชนที่เป็นลักษณะสังคมอุตสาหกรรมแนวทางในการพัฒนาการท่องเที่ยวอย่างยั่งยืนควรเริ่มต้นจากการให้ความรู้ความเข้าใจกับผู้ที่เข้ามาเกี่ยวข้อง จัดทำแผนพัฒนาการท่องเที่ยวอย่างยั่งยืนร่วมกันโดยที่ให้ชุมชนเข้ามามีส่วนร่วมมากที่สุดทั้งขั้นตอนการวางแผน การเตรียมความพร้อมของชุมชน การนำแผนไปปฏิบัติและการประเมินผลในทุกองค์ประกอบทั้งทรัพยากรการท่องเที่ยว สิ่งแวดล้อมในแหล่งท่องเที่ยว การตลาดท่องเที่ยว การมีส่วนร่วมของชุมชน และการปลูกจิตสำนึกของทุกภาคส่วนที่เกี่ยวข้อง ในขณะที่หน่วยงานภาครัฐท้องถิ่นควรเข้ามาเป็นแกนหลักในการขับเคลื่อนภาคการท่องเที่ยวอย่างจริงจังและต่อเนื่อง รวมถึงเพิ่มจำนวนบุคลากรในการทำงานตามแผนพัฒนาการท่องเที่ยวให้เกิดความยั่งยืนต่อไป

This research was a qualitative research aimed to: 1. study tourism components, problemsand obstacles affecting sustainable tourism development in Bang Chalong Sub-district, Bang PhliDistrict, Samut Prakan Province; 2. provide policy recommendations on sustainable tourismdevelopment guidelines in Bang Chalong Subdistrict, Bang Phli District, Samut Prakan Province.The research qualitative analyzed data collected from documents, fieldworks, observation,individual interviews on 11 community leaders, 2 persons from public sector and 1 person fromcommunity enterprise and a focus group of community leaders. The results of the research found that Bang Chalong Subdistrict is suitable for various typesof sustainable tourism. There were access routes, resources, accommodation and activities thatwere ready for agricultural tourism, religious and belief tourism, and cultural tourism. Whiletourism amenities and infrastructure were facilitated the use of local people. Governmentagencies in the area still lack of people to coordinate, to plan and to supervise sustainable tourismmanagement. The management of government agencies is characterized by an agenda thatcauses a lack of continuous tourism development policy. There is still a lack of sustainabletourism initiatives that are characterized by industrial societies. The way to develop sustainable tourism should start from educating the stakeholders. Develop a sustainable tourism development plan together by allowing the community to participate as much as possible in the process of planning, preparing, applying and evaluating of all components including tourism resources, environment in tourist attractions, tourism marketing, community involvement, and raising awareness of all relevant sectors. While local government agencies should play a key role in driving the tourism sector seriously and continuously, including increasing the number of person to work in accordance with the tourism development plan to ensure sustainability in the future.
