ข้อเสนอแนะต่อนโยบายการเสริมสร้างศักยภาพญาติผู้ดูแลผู้สูงอายุที่มีภาวะพึ่งพิงในชุมชน

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาข้อเสนอแนะต่อนโยบายการเสริมสร้างศักยภาพญาติผู้ดูแลผู้สูงอายุที่มีภาวะพึ่งพิงในชุมชน ใช้วิธีการวิจัยแบบผสานวิธีดำเนินการ 3 ขั้นตอน คือ ขั้นตอนที่ 1 กำหนดประเด็นปัญหาข้อเสนอแนะเชิงนโยบายเพื่อเสริมสร้างศักยภาพญาติผู้ดูแลผู้สูงอายุที่มีภาวะพึ่งพิงในชุมชน โดยศึกษาจากเอกสารและงานวิจัยที่เกี่ยวข้องรวมทั้งศึกษาจากกลุ่มบุคคลผู้ให้ข้อมูลเชิงปริมาณจำนวน 277 คน และผู้ให้ข้อมูลเชิงคุณภาพจำนวน 109 คน รวมทั้งสิ้น 386 คน แล้วสังเคราะห์เป็นประเด็นปัญหาการพัฒนาขั้นตอนที่ 2 การสังเคราะห์ทางเลือกข้อเสนอแนะต่อนโยบายการเสริมสร้างศักยภาพญาติผู้ดูแลผู้สูงอายุที่มีภาวะพึ่งพิงในชุมชนโดยนำผลการศึกษาจากขั้นตอนที่ 1มาสร้างแนวคำถามนำและสัมภาษณ์ผู้ทรงคุณวุฒิ จำนวน 9 ท่าน ทำการวิเคราะห์ข้อมูลเชิงเนื้อหาขั้นตอนที่ 3สังเคราะห์ข้อเสนอแนะต่อนโยบายการเสริมสร้างศักยภาพญาติผู้ดูแลผู้สูงอายุที่มีภาวะพึ่งพิงในชุมชนผลวิจัยพบว่าได้ข้อเสนอแนะต่อนโยบาย 3 ประเด็น คือ 1) จัดระบบและกลไกการสนับสนุนการเข้าถึงสวัสดิการสังคมในทุกๆด้านที่จะส่งผลถึงคุณภาพชีวิตของญาติผู้ดูแลผู้สูงอายุที่มีภาวะพึ่งพิง มีมาตรการ 3ข้อ 2) จัดระบบการเสริมสร้างศักยภาพแก่ญาติผู้ดูแลผู้สูงอายุที่มีภาวะพึ่งพิงจากหน่วยงานภาครัฐและเอกชน มีมาตรการ 3ข้อ และ 3) ส่งเสริมการสร้างความมั่นคงทางเศรษฐกิจและอาชีพให้กับญาติผู้ดูแลผู้สูงอายุที่มีภาวะพึ่งพิง มีมาตรการ 3ข้อ รวมมีมาตรการทั้งสิ้น 9ข้อ การวิจัยนี้มีข้อเสนอแนะว่า กระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ และกระทรวงแรงงาน ต้องพัฒนาระบบการสร้างความมั่นคงทางเศรษฐกิจและอาชีพให้กับญาติผู้ดูแลผู้สูงอายุที่มีภาวะพึ่งพิงเพื่อให้มีรายได้ มีอาชีพที่มั่นคงและสามารถสร้างรายได้ทั้งในขณะดูแลผู้สูงอายุที่มีภาวะพึ่งพิง และสร้างอาชีพได้ภายหลังจากผู้สูงอายุที่มีภาวะพึ่งพิงได้เสียชีวิตไปแล้ว

This research was aimed to recommendations for the policy on potential support of family caregivers of the dependent elderly in community. This study employed three steps of procedures which were 1) assignment of topics of problems and suggestions in terms of policy recommendations to enhance the potential of the dependent elderly’s family caregivers in the community by reviewing documents and related studies and by eliciting quantitative data from 277 informants and qualitative data from 109 informants (as total of 386 persons) which were later condensed into topics of policy recommendation; 2)synthesis of policy recommendations for potential enhancement of the dependent elderly’s family caregivers in the community; The study results from step 1were used to create leading questions, interviewed 9experts and content analysis. and 3)development of the policy recommendations for potential enhancement of the dependent elderly’s family caregivers in the community. The result show that the policy recommendations for potential enhancement of the dependent elderly’s family caregivers in the community into3 aspects of 1) the system and mechanism for multi-dimensional accessibility of social welfare of the dependent elderly’s family caregivers for three measures, 2) provision of potential enhancement system for the dependent elderly’s family caregivers from the government and private sectors for three measures, and 3) promote of economic and professional stability for the dependent elderly’s family caregivers for three measures which made nine measures. It was suggested in this study that Ministry of Social Development and Human Security and Ministry of Labor should develop the system that could create stability of economy and profession for the family caregivers so that they would have income, stable careers, and make the fortune while taking care of the dependent elderly and after they pass.
