การประเมินหลักสูตรวิทยาศาสตรบัณฑิต สาขาวิชาอนามัยสิ่งแวดล้อม (ฉบับปรับปรุง พุทธศักราช 2555) คณะสาธารณสุขศาสตร์และสิ่งแวดล้อม มหาวิทยาลัยหัวเฉียวเฉลิมพระเกียรติ

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อประเมินหลักสูตรวิทยาศาสตรบัณฑิต สาขาวิชาอนามัยสิ่งแวดล้อม (ฉบับปรับปรุง พ.ศ. 2555) โดยมีเนื้อหาครอบคลุม 4 ประเด็นหลักคือ 1) ด้านบริบทของหลักสูตร ได้แก่ วัตถุประสงค์ โครงสร้าง และเนื้อหาสาระของหลักสูตร 2) ด้านปัจจัยป้อนเข้า ได้แก่ อาจารย์ นักศึกษา และปัจจัยที่เอื่อต่อการเรียนการสอน 3) ด้านกระบวนการผลิต ได้แก่ การบริหารและการบริการหลักสูตร การจัดการเรียนการสอน การวัดและประเมินผลการสอน และ 4) ด้านคุณภาพของผลผลิต ซึ่งกลุ่มเป้าหมายที่ใช้ในการศึกษาครั้งนี้ ประกอบด้วย นักศึกษา อาจารย์ที่ร่วมสอนในหลักสูตร สาขาวิชาอนามัยสิ่งแวดล้อม บัณฑิต ผู้ใช้บัณฑิต และผู้เชี่ยวชาญจากภาคส่วนต่างๆ

จากการประเมินหลักสูตรด้านบริบท พบว่า ภาษาที่ใช้ในการแสดงวัตถุประสงค์ของหลักสูตรมีความชัดเจน มีความสอดคล้องกับความต้องการของสังคม มีความเหมาะสมในการใช้อธิบายหรือแสดงถึงการพัฒนาผู้เรียนด้านสติปัญญา ทักษะ เจตคติ และความสามารถในการนำไปปฏิบัติ แต่อาจต้องมีการปรับปรุงเกี่ยวกับความชัดเจนของวัตถุประสงค์ด้านการดำเนินงานในการให้บริการวิชาการด้านสาธารณสุขและสิ่งแวดล้อม และด้านการวางแผนและปฏิบัติงานสาธารณสุข ในส่วนของโครงสร้างและเนื้อหาสาระของหลักสูตร พบว่า มีความเหมาะสมในระดับมากที่สุด โดยเฉพาะในกลุ่มวิชาชีพ สำหรับผลการประเมินหลักสูตรด้านปัจจัยป้อนเข้า พบว่า จุดเด่นของคุณลักษณะของอาจารย์และนักศึกษา คือ การมีบุคลิกภาพที่แสดงออกเหมาะสม และการมีความซื่อสัตย์ มีสุขภาพจิตดี ตามลำดับ อย่างไรก็ตาม นักศึกษายังขาดความรู้พื้นฐานจากชั้นมัธยมศึกษาตอนปลาย ส่วนในด้านปัจจัยที่เอื้อต่อการเรียนการสอน พบว่า มีความเพียงพอและคุณภาพในระดับมาก มีความทันสมัยและความสะดวกในการใช้งานในระดับมาก ในส่วนของผลการประเมินหลักสูตรด้านกระบวนการผลิต พบว่า การบริหารและบริการหลักสูตร มีความเหมาะสมอยู่ในระดับมาก ในขณะที่การจัดการเรียนการสอน และการวัดและประเมินผลการเรียนการสอน มีความเหมาะสมอยู่ในระดับมากที่สุด นอกจากนี้ ผลการประเมินคุณภาพของผลผลิต (บัณฑิต) จากการที่บัณฑิตประเมินตนเองและจากการประเมินโดยผู้ใช้บัณฑิต ทำให้ทราบว่า บัณฑิตมีความสามารถในการทำงานโดยทั่วไปอยู่ในระดับมาก โดยด้านคุณธรรม จริยธรรม เป็นด้านที่มีค่าเฉลี่ยการประเมินจากผู้ใช้บัณฑิตสูงที่สุด แต่ควรปรับปรุงในเรื่องการวางแผนการทำงานให้เป็นระบบ การมีภาวะผู้นำ และการใช้ภาษาอังกฤษ ซึ่งสอดคล้องกับข้อเสนอแนะจากผู้เชี่ยวชาญ ที่ต้องการให้หลักสูตรตอบสนองและสร้างวิธีคิดเชิงระบบให้กับบัณฑิต ทั้งนี้ การปรับปรุงหลักสูตร ควรมุ่งเน้นประเด็นที่มีผลกระทบต่อสุขภาพ และการเฝ้าระวังที่เกี่ยวข้องกับงานอนามัยสิ่งแวดล้อม เป็นหลักสำหรับความสามารถในการทำงานตามหลักวิชาชีพ พบว่า บัณฑิตมีความคิดเห็นว่าตนเองมีความสามารถในการทำงานตามหลักวิชาชีพในภาพรวมอยู่ในระดับมาก โดยด้านการจัดการสิ่งแวดล้อมและด้านการควบคุมมลพิษสิ่งแวดล้อม เป็นด้านที่บัณฑิตนำไปใช้ในการทำงานมากที่สุด ในขณะที่กลุ่มวิชาชีพด้านสาธารณสุข เป็นด้านที่บัณฑิตนำไปใช้น้อยที่สุด สำหรับความเห็นของผู้ใช้บัณฑิต พบว่า การดำเนินงานในการให้บริการทางวิชาการด้านสาธารณสุขและสิ่งแวดล้อมและการควบคุมมลพิษทางสิ่งแวดล้อม การปฏิบัติงานบำบัด กำจัดของเสียจากโรงงานอุตสาหกรรม/ชุมชน เป็นด้านที่มีค่าเฉลี่ยสูงสุดและต่ำที่สุด ตามลำดับ

The objective of this study was to evaluate the Bachelor of Science program (Evaluation Health) (improved copy in academic year 2012). Curriculum were covered on 4 items; these were 1) curriculum principle which consisted of curriculum objectives, curriculum strucrure and curriculum details 2) curriculum input which consisted of lecturer, student, and factors supporting for teaching programs 3) curriculum process which consisted of curriculum administration and services, teaching programs, teaching assessment and evaluation and 4) quality of curriculum output. The target samples of this study were consisted of students, lecturers related in environmental health program, graduated students, employment users and specialist from serveral sections. The results of curriculum principle evaluation showed that the curriculum objectives were clear in language use and related to social demand. It was suitable to use to describe or represent the improvement of the student wisdom, professional skill, attitude and practicality, but it might be improved for clarification in the issue of the contribution of public health and environment professional service, and the planning and public health practice. In the curriculum structure and curriculum details, it was found that the suitability in high level was recorded especially on the professional major subjects. The results of curriculum input evaluation showed that the prominence of lecturere and student characteristics were in good personality and performance with the honesty and well mental health, respectively. However, the lack of basic knowledge in high level of the student was recorded. The results of supporting teaching facilities evaluation showed the sufficient and quality in the high level; the modern and convenience were in the high level. The results of curriculum process evaluation showed that the curriculum administrarion and management were in the high level. While, the teaching programs and the assessment and teaching evaluation were suitable in the highest level. In addition, the curriculum output (graduated students) evaluated by self assessment and employment users' assessment reviewed that the overview of working ability of graduated students were in the high level. The ethics item showed that highest average assessment value from the employment users. Whereas. the systematic working planning ability, the leadership and English using skill should be improved, which were consistent to the suggestion from curriculum specialists, who mentions that the curriculum shoud be response and can initiate the systematic thinking to the graduated student. Nevertheless, the curriculum revision should be emphasis on the issues that effect to the health and the surveillance related to the environmental health. For the professional working ability of graduated students evaluated by self assessment, it was in the high level. The environmental management and environmental pollution control were the highest items used by the graduated students, while the public health major courses were the least items. The opinion of employment users showed that the contribution of public health and environment professional service and the environmental pollution control, the performance of waste treatment and disposal from industry/community were items showed highest and lowest average values, respectively.
