การเข้าถึงสิทธิคุณภาพชีวิตและการเสริมพลังผู้ดูแลคนพิการ

Abstract

การศึกษาวิจัยเรื่อง การเข้าถึงสิทธิ คุณภาพชีวิต และการเสริมพลังผู้ดูแลคนพิการ มีวัตถุประสงค์เพื่อศึกษาสถานภาพของผู้ดูแลคนพิการ การเข้าถึงสิทธิ ระดับความพึงพอใจในการเข้าถึงสิทธิ ระดับความพึงพอใจในคุณภาพชีวิต ระดับความต้องการในการพัฒนาคุณภาพชีวิต และการเสริมพลังโดยใช้ระเบียบวิธีการวิจัยเชิงปริมาณการทำการสุ่มตัวอย่างผู้ดูแลคนพิการ 8 ประเภทๆ ละ 30 คน ผลการศึกษาพบว่า ผู้ดูแลคนพิการส่วนใหญ่สามารถเข้าถึงสิทธิของผู้ดูแลคนพิการ ได้รับการบริการให้คำปรึกษาและแนะนำในการดูแลด้านสุขภาพร่างกาย ด้านจิตใจ เข้าถึงสิทธิในการฝึกอบรมทักษะการดูแลคนพิการเข้าถึงสิทธิทางการศึกษา การส่งเสริมอาชีพและการมีงานทำ รวมทั้งเข้าถึงสิทธิได้รับการลดหย่อนภาษีหรือยกเว้นภาษีตามที่กฎหมายกำหนด ผลการศึกษาความพึงพอใจในคุณภาพชีวิต พบว่าผู้ดูแลคนพิการส่วนใหญ่มีความพึงพอใจในคุณภาพชีวิตในระดับมากถึงมากที่สุด มีความพึงพอใจในตัวคนพิการ ต่อความสัมพันธ์ในครอบครัวต่อการประกอบอาชีพของหัวหน้าครอบครัวและตนเอง ต่อการดำรงชีวิตประจำวัน ต่อสุขภาพด้านร่างกายทั้งด้านจิตใจและอารมณ์ ผลการศึกษาความต้องการในการพัฒนาคุณภาพชีวิตของผู้ดูแลคนพิการ พบว่า ส่วนใหญ่มีความต้องการให้มีการจัดตั้งกลุ่มหรือองค์กรของผู้ดูแลคนพิการ มีความต้องการเข้าถึงการกู้ยืมเงินจากกองทุนส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ มีความพร้อมที่จะเข้าร่วมกลุ่มหรือองค์กรของผู้ดูแลคนพิการรวมถึงมีความต้องการด้านสวัสดิการสำหรับคนพิการเพิ่มมากกว่าที่เป็นอยู่ จากผลการศึกษาดังกล่าว ผู้วิจัยมีข้อเสนอแนะให้ คณะกรรมมการส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการแห่งชาติ ให้ความสำคัญกับการพัฒนาอาชีพแก่คนพิการและผู้ดูแลคนพิการให้มากขึ้นกว่าเดิมคณะกรรมการบริหารกองทุนส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการควรจัดให้มีการฝึกอบรมการเขียนโครงการขอทุน กรมส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ ควรสร้างอาสาสมัครดูแลคนพิการให้เพิ่มมากขึ้น เพื่อช่วยเหลือผู้ดูแลคนพิการเพิ่มอีกช่องทางหนึ่ง

The objectives of this research were to study the status of the caregivers for disabled persons, access to rights, and satisfaction with access to rights and quality of life, demand for developing quality of lide and empowerment. Quantitative research was used as the methodology. Eight types of caregivers for disabled persons were random selected. Each type consisted of 30 caregivers. The results of this study showed that caregivers mostly had access to rights to be caregivers for disabled persons; they received advice and recommended on physical and mental health; they had access to sights of disabled persons caregivers skills training; access to education rights, occupation career and employment promotion, and access to the rights of tax deduction and exemption stipulated by law. The results of this study showed that the caregivers mostly had high to highest levels of satisfaction with quality of life. In terms satisfaction with disabled persons, they were satisfied with family relationship, their own occupation and their familty head's occupation, daily life, and physical, mental and emotional health. In terms of developing quality of life of caregivers for disabled persons, it was found that caregivers mostly required the establishment of an organization or a groip for caregivers; they required access to finance from Fund for Empowerment of Persons with Disabilities; they were ready to participate in an organization or a group for caregivers; and they required better welfare for disabled persons. The suggestions of this study include : Committee of Empowerment of Persons with Disabilities should pay more attention to occuation development for disabled persons and caregivers ; Committee of Fund for Empowerment of Persons with Disabilities should hold training on writing proposal for scholarship applications ; Department of Empowerment of Persons with Disabilities should build a group of voluntary caregivers for disabled persons as alternative way.
