การรับรู้ถึงสิทธิคนพิการ ตามมาตรา 20 แห่งพระราชบัญญัติส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ พ.ศ. 2550 : กรณีศึกษาคนพิการในมูลนิธิคุณพ่อเรย์ จังหวัดชลบุรี

Abstract

การรับรู้ถึงสิทธิคนพิการ ตามมาตรา 20 แห่งพระราชบัญญัติส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ พ.ศ. 2550 : กรณีศึกษาคนพิการในมูลนิธิคุณพ่อเรย์ ซึ่งมีวัตถุประสงค์เพื่อศึกษาการรับรู้ถึงสิทธิคนพิการและศึกษาความคิดเห็นเกี่ยวกับสิทธิคนพิการ ตามมาตรา 20 แห่งพระราชบัญญัติส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ พ.ศ. 2550 เป็นการวิจัยเชิงปริมาณ จากการศึกษาพบว่า 1) คนพิการในมูลนิธิคุณพ่อเรย์ ส่วนใหญ่ ร้อยละ 93.24 ตอบคำถามได้ถูกต้อง แสดงให้ทราบว่าคนพิการในมูลนิธิคุณพ่อเรย์ มีการรับรู้ถึงสิทธิตามมาตรา 20 แห่งพระราชบัญญัติส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ พ.ศ. 2550 โดยคนพิการร้อยละ 87.15 รับรู้ถึงสิทธิทางการฟื้นฟูสมรรถภาพด้านอาชีพ ให้ความสำคัญในด้านการฝึกอาชีพ และรับรู้เกี่ยวกับสิทธิต่างๆ 2) ระดับความคิดเห็นต่อสิทธิและบริการ ตามมาตรา 20 แห่งพระราชบัญญัติส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ พ.ศ. 2550 พบว่ากลุ่มตัวอย่างส่วนใหญ่มีความคิดเห็นด้านการบริการฟื้นฟูสมรรถภาพด้านอาชีพ อยู่ในระดับมากที่สุด โดยมีค่าเฉลี่ยเบี่ยงเบนที่ระดับ 4.28 ส่วนด้านการศึกษา ด้านสังคม ด้านฟื้นฟูสมรรถภาพด้านการแพทย์ และด้านบริการอื่น ๆ อยู่ในระดับมาก สรุปภาพรวม พบว่า กลุ่มตัวอย่างมีความคิดเห็นต่อสิทธิและบริการอยู่ในระดับมาก โดยมีค่าเฉลี่ยที่ระดับ 4.19 3) ความสัมพันธ์ระหว่างข้อมูลพื้นฐานของกลุ่มตัวอย่างตามสมมติฐาน พบว่า ด้านการศึกษา มีความสัมพันธ์อย่างไม่มีนัยสำคัญกับระดับความคิดเห็นต่อสิทธิ ตามมาตรา 20 แห่งพระราชบัญญัติส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ พ.ศ. 2550 ส่วนด้านรายได้เฉลี่ยต่อเดือนของครอบครัวกับระดับความคิดเห็นต่อสิทธิ ตามมาตรา 20 แห่งพระราชบัญญัติส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ พ.ศ. 2550 และด้านอาชีพกับระดับความคิดเห็นต่อสิทธิ ตามมาตรา 20 แห่งพระราชบัญญัติส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ พ.ศ. 2550 มีความสัมพันธ์กับความคิดเห็นต่อสิทธิ ตามมาตรา 20 แห่งพระราชบัญญัติส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ พ.ศ. 2550 อย่างมีนัยสำคัญทางสถิติที่ระดับ .001 แสดงให้เห็นว่า การศึกษาไม่ได้มีผลต่อความคิดเห็นใดๆ ของคนพิการต่อสิทธิ ตามมาตร 20 ส่วนด้านอาชีพ และรายได้เฉลี่ยต่อเดือนของครอบครัว มีผลต่อความคิดเห็นต่อสิทธิของคนพิการ

The perception of the rights of the persons with disability according to section 20 of the empowerment act of persons with disabilities B.E. 2559: Case Study of persons with disabilities at the Father Ray Foundation regarding their understanding and the perception of the rights of the persons with disabilities in education. Additionally to comment as a person with a disability on section 20 of the empowerment act of person with disabilities B.E. 2550. This is the summation of the developmental research that has been undertaken. 1) The majority people with disabilities interviewed and surveyed at the Father Ray Foundation, 93.24 percent understood and demonstrated knowledge regarding their rights. The demonstrates that people with disabilities receiving assistance from the Father Ray Foundation are well versed in the rights from section 20 of the empowerment act of persons with disabilities B.E. 2550. A total of 87.15 percent of the people with disabilities who were asked cited career rehabilitation as the right their understood the most, emphasizing occupational rights. 2) Research found the comments collected from those interviewed regarding the perceptions and services from section 20 of the empowerment act of person with disabilities B.E. 2550 focused mostly on occupation being regarded as the most important area with a level of 4.28 in education, society, medication and others. A summary of examples that individuals commented with regarding their rights and services was at a high level of 4.19 by side. 3) The statistical findings of the hypothesis found that level of education has no direct implications on the comments regarding the rights from section 20 of the empowerment act of the person with disabilities B.E. 2550. The monthly income for a family has some affect on the comments regarding occupational rights from section 20 of the empowerment act of person with disabilities B.E.2550 with a statistical relationship of .001. However it demonstrated no implication in the comments of education of the right of person disabilities from section 20.
