การประเมินผลโครงการพัฒนาสภาพแวดล้อมชุมชนเมือง กรุงเทพมหานครและปริมณฑล

Abstract

การประเมินผลโครงการพัฒนาสภาพแวดล้อมชุมชนเมืองในเขตกรุงเทพมหานครและปริมณฑล มีวัตถุประสงค์เพื่อทราบผลการดำเนินงานตามวัตถุประสงค์โครงการและผลกระทบที่เกิดขึ้น ความสอดคล้องและเหมาะสมของกระบวนการดำเนินงาน ปัจจัยที่มีประสิทธิภาพและประสิทธิผลต่อการดำเนินงานของโครงการ และข้อเสนอแนะต่อการพัฒนาโครงการในระยะต่อไป การประเมินผลครั้งนี้เป็นวิธีการวิจัยเชิงคุณภาพ ใช้วิธีการสัมภาษณ์ การสนทนากลุ่ม และการสังเกตแบบมีส่วนร่วมเป็นหลัก การประเมินผลพบว่า โครงการดังกล่าวบรรลุวัตถุประสงค์โครงการตามที่ได้กำหนดไว้ กระบวนการดำเนินงานก็มีความเหมาะสมสอดคล้องทั้งในระดับชุมชน ระดับเครือข่าย และระดับความร่วมมือในท้องถิ่น นอกจากนี้ยังพบว่ามีหลายปัจจัยที่ทำให้โครงการประสบผลสำเร็จ ที่สำคัญได้แก่ การมีส่วนร่วมของชุมชนในการตัดสินใจ วางแผน และดำเนินโครงการการบริหารจัดการที่โปร่งใสตรวจสอบได้ การมีผู้นำชุมชนที่เข้มแข็ง และการสนับสนุนจากหน่วยงานภายนอกที่เกี่ยวข้อง ผลจากการประเมินโครงการ ผู้ประเมินผลยังได้เสนอแนวทางเพื่อที่จะพัฒนาโครงการในระยะต่อไป โดยควรกระตุ้นให้องค์การชุมชนให้ความสำคัญและเข้ามีส่วนร่วมในกระบวนการตัดสินใจวางแผนบริหารจัดการและติดตามประเมินผลโครงการให้มากขึ้น การพัฒนาองค์เครือข่ายที่เกิดขึ้นอย่างต่อเนื่อง และควรส่งเสริมให้เกิดระบบพหุภาคีที่ชัดเจน ซึ่งจะทำให้เกิดการเรียนรู้ร่วมกัน อันจะนำไปสู่การพัฒนาที่ยั่งยืน

The project is to evaluate urban community environmental activities in Bangkok Metropolitan region. The study has four goals. (1) to obtain the impacts of the project implementation; (2) to evaluate the most appropriate processes in implementation of this project; (3) to identify factors influencing the efficiency and efficacy of the project; and (4) to provide suggestions for further project development. The methodology used in this study is a qualitative research emphasizing interviews, focus groups, and participatory observation. The processes used in the implementation of this project are appropriate to all levels of involvement; the community level, the networking level, and collaboration among agencies. Furthermore, it is found that other factors also have influence on the success of this project. These factors include: community participation during the planning stage; transparency of project management; strong community leaders and support from others concerned agencies. The author would like to suggest an inclusion of the mentioned factors for a future study. Promoting peoples’ participatory decision-making in all processes of the project should be underlined. The continuous development for community networking and partnership on development are also needed to create learning through action that will lead to sustainable development.
