Abstract: มีวัตถุประสงค์เพื่อให้ทราบและเข้าใจถึงภูมิหลังและประเภทของมาตรการกีดกันที่มิใช่ภาษี ประกอบด้วยมาตรการด้านการจำกัดปริมาณ มาตรการด้านคุณภาพและสิ่งแวดล้อม และมาตรการชั่วคราวเพื่อคุ้มครองอุตสาหกรรมภายใน ดังนั้นประเทศต่างๆ จึงจำเป็นต้องปรับตัวสำหรับมาตรการกีดกันที่มิใช่ภาษีที่หลากหลาย ถ้าไม่สามารถปรับตัวก็จะสูญเสียความสามารถในการแข่งขันทางการค้าได้
