การจัดการสินทรัพย์เพื่อให้เกิดประสิทธิภาพในโรงพยาบาลจุฬาลงกรณ์ สภากาชาดไทย

Abstract

การวิจัยนี้มีวัตถุประสงค์ เพื่อศึกษาปัจจัยการจัดการสินทรัพย์เพื่อให้เกิดประสิทธิภาพ ระบุปัญหาและข้อเสนอแนะในโรงพยาบาลจุฬาลงกรณ์ สภากาชาดไทย ประชากร คือ เจ้าหน้าที่ จำนวน 179 คน เครื่องมือที่ใช้ แบบสอบถาม เก็บข้อมูลจากเอกสาร และสัมภาษณ์เชิงลึก สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย การวิเคราะห์เนื้อหา (Content Analysis) ผลการวิจัยพบว่า 1) ด้านการจัดหาพัสดุ โดยรวมการจัดการข้อมูลด้านเอกสารมีประสิทธิภาพ ปัญหาที่พบคือ การจัดหาพัสดุมีความล่าช้า เจ้าหน้าที่ขาดความรู้ความเข้าใจ ข้อเสนอแนะ จัดอบรมผู้ปฏิบัติงานเป็นประจำ 2) ด้านการตรวจรับ โดยรวมมีประสิทธิภาพ ปัญหาที่พบคือ เอกสารการตรวจไม่ตรงตามของที่ได้รับจริง ข้อเสนอแนะ ควรเตรียมเอกสารให้คณะกรรมการตรวจรับล่วงหน้า ก่อนการตรวจรับจริง 3) ด้านการขึ้นทะเบียนสินทรัพย์ โดยรวมยังไม่มีประสิทธิภาพ ปัญหาที่พบคือ เจ้าหน้าที่ขาดความรู้ความเข้าใจ ข้อเสนอแนะ จัดทำคู่มือการดำเนินงานในแต่ละขั้นตอน 4) ด้านการควบคุม ซ่อมแซมบำรุงรักษา และการจำหน่ายสินทรัพย์ โดยรวมยังไม่มีประสิทธิภาพ ปัญหาที่พบ คือ เคลื่อนย้ายพัสดุ โดยไม่แจ้งให้ฝ่ายที่ดูแลพัสดุรับทราบ ข้อเสนอแนะ เจ้าหน้าที่ ที่ดูแลรับผิดชอบต้องทำงานเชื่อมโยงกัน

This research aim to study the factors of asset management to achieve efficiently identified problems and suggestions at the King Chulalongkorn Memorail Hospital, Thai Red Cross Society. The population is 179 staff members. And in-depth interviews, the statistics used for data analysis were frequency, percentage, mean, and content analysis. The research results were found that 1) With the procurement functions, the document management seemed to be effectively in overall. To provide the supplies was delayed, though. Staff lacked of knowledge and understanding. Therefore, the concerned training for the operators on a regualr basis was significantly recommeded. 2) The general receiving operation was effective. Thus, there was a problem that the receiving documens did not match what actually received. To suggest, before the actual, receiving examination, the concerning documents should be submitted to the committee. 3) The total asset registration was not effcetive. The problem was staff lacked of knowledge and understanding. To provide the manual for each step was recommended. 4) The normal control, maintenance, repair, and the asset disposal were not effective. The problem was found that there was not any notification when supplies were removed to the responding department. To suggest, the staff must work closely with each other.
