การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพวิถีชีวิตความเป็นอยู่ บทบาทในครอบครัว สังคม และความคาดหวังในอนาคตของผู้สูงอายุที่ประกอบอาชีพเก็บขยะ เพื่อวิเคราะห์ความทุกข์ยากของชีวิตผู้สูงวัยที่ต้องเป็นผู้นำครอบครัว และเสนอแนวทางการจัดสวัสดิการสังคมสำหรับผู้สูงอายุและครอบครัว โดยดำเนินการวิจัยเชิงคุณภาพ เก็บข้อมูลจากการสัมภาษณ์เจาะลึกผู้สูงอายุประกอบอาชีพเก็บขยะ 8 ราย ในเขตกรุงเทพมหานครตลอดจนสัมภาษณ์สมาชิกในชุมชนเพื่อความชัดเจนของข้อมูลยิ่งขึ้น
ผลการวิจัยพบว่า กรณีศึกษาส่วนใหญ่เป็นเพศหญิง อายุเฉลี่ย 70 ปี ทำหน้าที่เป็นผู้นำครอบครัว มีภาระที่จะต้องเลี้ยงดูสามีหรือบุตรที่เจ็บป่วย พิการ หรือบางรายบุตรทอดทิ้งหลานให้เลี้ยงดู การพักอาศัยอยู่บ้านเช่าหรือบ้านไม้เก่า ๆ หลังเล็ก ๆ ชั้นเดียว ยกพื้นไม้สูง ปลูกเรียงติดกัน หลังคามุงสังกะสีซ้อนกันอย่างไม่เป็นระเบียบในชุมชนแออัดใกล้กองขยะ การประกอบอาชีพและสภาพการทำงาน พบว่า มีทั้งกลุ่มที่เริ่มประกอบอาชีพเก็บขยะ (ของเก่า) ตั้งแต่วัยหนุ่มสาว และกลุ่มที่เริ่มจากการประกอบอาชีพอื่น ๆ เช่น ค้าขาย รับจ้างก่อสร้าง ฯลฯ แต่เมื่อชรามากขึ้นจึงมาประกอบอาชีพเก็บขยะ ในการประกอบอาชีพจะทำทั้งกลางวันและกลางคืนพาหนะ คือ รถเข็นหรือสามล้อถีบ ส่วนใหญ่ประกอบอาชีพมานานกว่า 30 ปี มีรายได้วันละ 40-100 บาท
การประเมินตนเอง กรณีศึกษามีมุมมองเกี่ยวกับตนเองว่า เป็นคนจนต่ำต้อย เพราะอยู่กับความสกปรก ผู้คนอาจรังเกียจ แต่ไม่ไร้คุณค่า เพราะยังเป็นที่พึ่งของสมาชิกในครอบครัว ดังนั้นความมุ่งหวังในอนาคตจะไม่ยุติการดำเนินชีวิตอย่างในปัจจุบัน เพราะเป็นอาชีพที่เลือกแล้วว่ามีความเหมาะสม
การวิเคราะห์วงจรความทุกข์ยากลำบากกรณีศึกษาล้วนแล้วแต่เผชิญกับภาวะการล่มสลายทางภาคเกษตรและเข้ามาอยู่ในชุมชนเมืองแออัด มีความลำบากในการปรับตัว ประกอบกับมีการศึกษาน้อย มีบุตรจำนวนมาก ขาดการวางแผนในชีวิตต ขาดอำนาจในการต่อรอง ตลอดจนการไม่ได้รับบริการจากภาครัฐและเอกชนอย่างทั่วถึงและครอบคลุม
แนวทางการจัดสวัสดิการสังคมสำหรับผู้สูงอายุและครอบครัว ควรมีการเยี่ยมเยียนให้กำลังใจ ให้บริการเบี้ยยังชีพผู้สูงอายุ และส่งเสริมเกียรติภูมิของผู้ประกอบอาชีพเก็บของเก่า ตลอดจนผลักดันนโยบายลดภาษีให้แก่บุตรหลานผู้รับภาระเลี้ยงดูผู้สูงอายุ
This research on elderly people : the last straw of families in urban area is aimed to study the ways of living, roles and expectations of garbage-collecting elderly people for analysing the family leaders’ poor lives in Bangkok.
The research shows that most of those elderly people are 70 years old on average. They lead their families because their husbands or children are sick or disabled, or their children abandoned grandchildren to be supported by them. They live in old, small, wooden, adjoining, rented and one-floored houses, which are untidily roofed with galvanized iron, in slum areas near heaps of garbage or garbage-buying shops. Some of them have started collecting garbage since they were young, but they did other jobs as employees or farmers in their domiciles. The others had done other jobs as hawkers, construction workers, etc. before collecting garbage when they became older. They work night and day when they have diligence and patience. Most of them have collected garbage for over 30 years. Their daily income is 40-100 baht.
Self-appraisal : They regard themselves as poor and inferior ones because they have to work with dirt and decomposition. Others may feel disgusted and do not want to associate with them, but they do not feel worthless because they support all family members.
Therefore, most of them lead aimless lives by working and making money in a day for the presence, not for the future. As for their expectations, most of them won’t cancel their present ways of living because their occupation has been finally chosen as that being the most suitable for old age.
Analysis of their poor lives : All of those elderly people moved to work in the capital because the economic and social structures have been changed from agriculture to industry resulting in loss of their farm. They entered slum areas and faced problems about self-adjustment. Their low education, more children, and no life planning after marriage. Moreover they have not been served by both private and public sector which still cannot offer through and wide services.
Guidelines on provision of their welfare is to offer services, encouraging and advising them on health as well as sanitation of environment and residence. The government should offer thorough service and promote equal human dignity of garbage collectors. Moreover should urge policies on support of elderly people in families by reducing tax for their children or grandchildren.
