ปัจจัยที่มีอิทธิพลต่อการตัดสินใจของครอบครัวในการส่งสมาชิกที่พิการเข้าสถานสงเคราะห์ กรมประชาสงเคราะห์

Abstract

วิทยานิพนธ์เรื่อง “ปัจจัยที่มีอิทธิพลต่อการตัดสินใจของครอบครัวในการส่งสมาชิกที่พิการเข้าสถานสงเคราะห์ กรมประชาสงเคราะห์” มีวัตถุประสงค์ในการศึกษาคือ 1) ศึกษาปัจจัยที่มีผลต่อการตัดสินใจของครอบครัวในการส่งสมาชิกที่พิการเข้าสถานสงเคราะห์ 2) ศึกษาข้อคิดเห็นของนักสังคมสงเคราะห์เกี่ยวกับผลดี ผลเสียที่ครอบครัวได้รับในการสงคนพิการเข้ารับการสงเคราะห์ในสถานสงเคราะห์ และ 3) เสนอแนะแนวทางการพัฒนาการช่วยเหลือครอบครัวที่มีสมาชิกพิการ โดยการเก็บรวบรวมข้อมูลจากกลุ่มตัวอย่างครอบครัวของคนพิการที่มาดต่อขอรับบริการจากกรมประชาสงเคราะห์ในเขตกรุงเทพมหานครและปริมณฑล 2 กลุ่ม ได้แก่ครอบครัวที่ติดต่อขอส่งคนพิการเข้าสถานสงเคราะห์ 120 ราย และครอบครัวที่ขอรับบริการอื่น ๆ 100 ราย รวม 220 ราย โดยนำผลที่ได้มาวิเคราะห์หาค่าร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และวิเคราะห์ สมการจำแนกประเภทเพื่อหาปัจจัยที่มีอิทธิพลต่อการตัดสินใจส่งสมาชิกครอบครัวที่พิการเข้าสถานสงเคราะห์ และหาข้อมูลเชิงคุณภาพเพิ่มเติมด้วยการสัมภาษณ์นักสังคมสงเคราะห์ที่ปฏิบัติงานในสถานสงเคราะห์คนพิการของกรมประชาสงเคราะห์ทุกแห่งจำนวน 9 คน รวมทั้งการจัดทำกรณีศึกษา 6 ราย โดยการสัมภาษณ์เจาะลึก ซึ่งผลการศึกษาสรุปได้ดังนี้ 1. ปัจจัยที่มีผลต่อการตัดสินใจของครอบครัวในการส่งคนพิการเข้าสถานสงเคราะห์ มี 3 ประการหลักคือ 1) ปัจจัยด้านคนพิการ ได้แก่ ความสามารถในการช่วยเหลือตนเอง ประเภทความพิการ 2) ปัจจัยด้านครอบครัว ได้แก่ ความสัมพันธ์กับสมาชิกที่พิการความต้องการให้คนพิการได้รับความสะดวกสบาย สิทธิประโยชน์ที่ครอบครัวคนพิการได้รับความรู้สึกว่าคนพิการเป็นภาระ และ 3) ปัจจัยด้านการสนับสนุนทางสังคม ได้แก่ การยอมรับของสังคมภายนอก การได้รับข้อมูลข่าวสาร และการได้เข้ากลุ่มหรือเป็นสมาชิกกลุ่ม สำหรับข้อมูลที่ได้ชี้ชัดว่า ปัจจัยหลักของการส่งสมาชิกที่พิการเข้าสถานสงเคราะห์ คือความจำเป็นด้านเศรษฐกิจของครอบครัว ภาระการดูแล ความขัดแย้งระหว่างสมาชิกของครอบครัว และความคิดที่ว่าการไปอยู่ในสถานสงเคราะห์ทำให้เกิดความปลอดภัยและมีคนดูแล2. ความคิดเห็นของนักสังคมสงเคราะห์ ผลดีของการให้คนพิการเข้ารับการสงเคราะห์ในสถานสงเคราะห์ พบว่า คนพิการจะได้รับการดูแลขั้นพื้นฐานในด้านปัจจัย 4 และมีโอกาสได้รับการฟื้นฟูสมรรถภาพอย่างเหมาะสม รวมทั้งมีโอกาสเข้าร่วมกิจกรรมกับบุคคลอื่น ๆ ที่พิการ ส่วนข้อเสียคือ คนพิการไม่ได้รับความอบอุ่นจากครอบครัว เจ้าหน้าที่ดูแลไม่ทั่วถึงและทำให้สถานสงเคราะห์แออัด3. ครอบครัวที่มีสมาชิกพิการมีความเห็นเกี่ยวกับแนวทางในการพัฒนาความช่วยเหลือแก่ครอบครัว ดังนี้ คือ ควรเผยแพร่ข้อมูลข่าวสารเกี่ยวกับคนพิการให้ครอบคลุมและกว้างขวางทั้งในชุมชนและในชนบทที่ห่างไกล ช่วยเหลือด้านอาชีพสำหรับครอบครัวที่ต้องดูแลคนพิการและไม่สามารถออกไปประกอบอาชีพนอกบ้านได้ นอกจากคนพิการได้รับเงินเบี้ยยังชีพแล้ว ครอบครัวควรได้รับสิทธิกู้ยืมเงินทุนประกอบอาชีพ สิทธิในการผ่อนเช่าพื้นที่อยู่อาศัยในโครงการของรัฐและชุมชนควรมีโรงเรียนสำหรับคนพิการ รวมทั้งสถานรับเลี้ยงเด็กพิการแบบไปกลับเพื่อความสะดวกในการประกอบอาชีพของผู้รับผิดชอบคนพิการ4. เมื่อได้ทราบถึงปัจจัยที่มีอิทธิพลต่อการตัดสินใจส่งสมาชิกที่พิการเข้าสถานสงเคราะห์โดยละเอียดแล้ว ได้ข้อสรุปว่าความจำเป็นที่จะต้องทำเช่นนั้นจะไม่มีหรือลดลง ถ้าคนพิการและครอบครัวได้รับการช่วยเหลือพัฒนา และสนับสนุนในด้านต่าง ๆ ซึ่งจะเป็นผลดีต่อสังคมผู้วิจัยจึงมีข้อเสนอแนะเกี่ยวกับแนวทางพัฒนาบริการช่วยเหลือครอบครัวที่มีสมาชิกพิการดังนี้ ระดับนโยบาย1) ภาครัฐควรส่งเสริมความตระหนักรู้เพื่อให้สังคมมีเจตคติที่ถูกต้องต่อคนพิการ2) ส่งเสริมการพัฒนาศักยภาพคนพิการแบบบูรณาการทั้งด้านอาชีพ การศึกษาและสังคมอย่างทั่วถึงมีคุณภาพและสอดคลองกับความต้องการที่จำเป็นของคนพิการ3) สนับสนุนการฝึกอาชีพและการประกอบอาชีพคนพิการเพื่อให้คนพิการมีงานทำเพิ่มขึ้น4) จัดระบบสวัสดิการเพื่อพัฒนาคุณภาพชีวิตสำหรับคนพิการทั้งในร่างกาย สติปัญญา สังคม และจิตวิญญาณ5) ควรสนับสนุนด้านการศึกษา ขึ้นพื้นฐานสำหรับคนพิการทุกประเภททั่วถึงมีคุณภาพและเสมอภาคระดับปฏิบัติ1) ส่งเสริมการเรียนรู้ของครอบครัวเกี่ยวกับวีการดูและปฏิบัติต่อคนพิการตามประเภทของความพิการ2) ส่งเสริมความเข้มแข็งของครอบครัวโดยเฉพาะอย่างยิ่งการสร้างสัมพันธภาพที่ดีระหว่างสมาชิกครอบครัว3) สถานสงเคราะห์ควรมีบทบาทส่งเสริมพัฒนาศักยภาพคนพิการ โดยจัดกลุ่มบำบัดให้คำปรึกษาผู้ปกครอง บริการฟื้นฟูสมรรถภาพทางอาชีพและจัดกิจกรรมให้ชุมชนเข้ามามีส่วนร่วมในการดูแลคนพิการ4) ให้ความรู้องค์กรชุมชน เช่นองค์การบริหารส่วนตำบลและอื่น ๆ ให้มีความรู้ความเข้าใจในการดูแลคนพิการในทุกระดับความรุนแรงขอเสนอแนะในการศึกษาครั้งต่อไป ผู้วิจัยเห็นว่าหัวข้อการศึกษาที่น่าสนใจเป็นการต่อเนื่องจากการศึกษาครั้งนี้ได้แก่ 1) สัมพันธภาพครอบครัวที่มีผลต่อการฟื้นฟูสมรรถภาพคนพิการ2) การพัฒนาคุณภาพชีวิตคนพิการในชุมชนเมืองและชนบท และ 3) การดำรงชีวิตอิสระของคนพิการในบริบทของสังคมไทย

The thesis entitled “ Factors Influencing Family Decision for Sending Members with Disabilities to Public Welfare Department Residential Homes” has the following objectives : 1) to study factors influencing family decision for sending memvers with disabilities to Public Welfare Department Residential Homes 2) to study opinion of social workers on the advantages and disadvantages for the families in sending their members with disabilities to residential homes 3) to suggest ways and means to help families having members with disabilities. The samples consist of 220 families of people with disabilities, 120 of which sending their members with disabilities to residential homes and 100 others receiving other services. Percentage, mean, standard deviation and discriminate function equation are used for data analysis to determine factors influencing family decision for sending members with disabilities to Public Welfare Department residential homes, together with qualitative data gathered by interviewing 9 social workers working in the residential homes and 6 in-depth case studies, Conclusions of the study are as followed: 1.Factors influencing family decision : 1)Factors concerning members with disabilities themselves-their ability to help themselves, type of disability and severity of disability. 2)Family factors-relationship with members with disabilities, need of facilities for member with disabilities, rights of families for public assistance, and the feeling that members with disabilities are burdensome. 3)Social support factors-social acceptance, access to information , and group belonging. In addition, the main factors influencing family decision are family economic needs, conflicts among family member, and the belief that residential home is safe and has someone to take care of them. 2.As for Social Worker opinions, the advantages of residential home are that people with disabilities receive the four basic needs, appropriate rehabilitation, and participation in activities with other people with disabilities. The disadvantages are that they do not live with their families, do not get inclusive care from the officers, and the resident homes are usually overcrowded. 3.The families voice that there should be comprehensive and widespread information distribution in communities and remote areas. Occupational services should be provided to families which have to take care of members with disabilities and cannot go out work. In addition to allowances given to the ones with disabilities, their families should be entitled to ask for occupational loan and have access to public residence by installment. There should be schools and day care for people with disabilities in the communities. The researcher comes to the conclusion that the family decision to send member with disabilities to residential home will be decreased of people with disabilities and their families are assisted and supported in certain aspects. Such measure will have a positive effect to the society at large. It is suggested, therefore, that ways to help families having members with disabilities are as followed : Policy Level Suggestions : 1)The government should promote positive attitude toward people with disabilities in society. 2)There should be a comprehensive rehabilitation covering vocational, education and social rehabilitation services to respond to the real needs of people with disabilities. 3)Vocational training and employment opportunity should be provided to increase job placement for people with disabilities.4)Welfare system should be created to enhance the quality of live of people with disabilities physically, mentally, socially and spiritually. 5) Fundamental education for people with all types of disabilities should be provided comprehensively with quality and equality.6) Research and project evaluation concerning people with disabilities should be encouraged.Operational Level Suggestions : 1.Families should be educated to provide suitable care for people with disabilities. 2.Families should be strengthened to foster good relationships among members.3.Residential homes should provide group therapy and counseling to families, and the community should play an important role in vocational rehabilitation and activities. 4.Community organizations should be educated to have understanding of people with disabilities regardless of the degrees of severity. It is recommended that topics for further investigation should be 1) Family relationship and its effect upon potentiality rehabilitation of people with disabilities, 2) Quality of life of people with disabilities in urban and rural areas, and 3) Independent living of people with disabilities in the Thai context.
