Abstract

โครงการวิจัย นวัตกรรมการขับเคลื่อนสิ่งบ่งชี้ทางภูมิศาสตร์เพื่อสร้างมูลค่าเพิ่ม ปลาสลิดบางบ่อ จังหวัดสมุทรปราการ อยู่ภายใต้ชุดโครงการวิจัยการสร้างมูลค่าเพิ่มเพื่อขับเคลื่อนเศรษฐกิจปลาสลิด จังหวัดสมุทรปราการ มีวัตถุประสงค์เพื่อจัดทำแผนเตรียมความพร้อมด้านการบริหารจัดการปลาสลิด จังหวัดสมุทรปราการ เพื่อขับเคลื่อนสิ่งบ่งชี้ทางภูมิศาสตร์ปลาสลิดบางบ่อ โดยการรวบรวมข้อมูลในการวิจัยครั้งนี้ใช้วิธีการศึกษาเอกสารและงานวิจัยที่เกี่ยวข้อง การสัมภาษณ์เชิงลึก การสังเกตแบบมีส่วนร่วม การสนทนากลุ่ม และการใช้แบบสอบถาม การวิเคราะห์ข้อมูลเชิงปริมาณใช้สถิติเชิงพรรณนา และในส่วนที่เป็นข้อมูลเชิงคุณภาพใช้การวิเคราะห์เนื้อหา และการสังเคราะห์ผลงานวิจัยของโครงการวิจัยย่อย 4 โครงการ ซึ่งประกอบด้วย โครงการวิจัยย่อยที่ 1 การเชื่อมโยงฐานข้อมูลสารสนเทศเพื่อสนับสนุนการขอใช้ตราสัญลักษณ์สิ่งบ่งชี้ทางภูมิศาสตร์ สร้างมูลค่าเพิ่ม ปลาสลิดบางบ่อ จังหวัดสมุทรปราการ โครงการวิจัยย่อยที่ 2 การพัฒนาศักยภาพการเลี้ยงปลาสลิดบางบ่อ จังหวัดสมุทรปราการ เพื่อยกระดับให้ได้มาตรฐาน GAP โครงการวิจัยย่อยที่ 3 การยกระดับการแปรรูปและพัฒนาผลิตภัณฑ์ปลาสลิดบางบ่อ จังหวัดสมุทรปราการ เพื่อให้ได้คุณภาพอาหารปลอดภัย และโครงการวิจัยย่อยที่ 4 กลกไกความร่วมมือเพื่อหนุนเสริมการขับเคลื่อนการใช้ตราสัญลักษณ์สิ่งบ่งชี้ทางภูมิศาสตร์ปลาสลิดบางบ่อ จังหวัดสมุทรปราการ ผลการดำเนินงานวิจัยทำให้เกิดนวัตกรรมการขับเคลื่อนสิ่งบ่งชี้ทางภูมิศาสตร์ปลาสลิดบางบ่อ ประกอบด้วย 1) ระบบฐานข้อมูลสารสนเทศปลาสลิดบางบ่อ ซึ่งประกอบด้วย 3 แพลตฟอร์ม ได้แก่ Data Platform เป็นแพลตฟอร์มที่รวบรวมข้อมูลเกี่ยวกับการผลิตปลาสลิดบางบ่อ Social Platform เป็นแพลตฟอร์มที่เผยแพร่ความรู้และกิจกรรมที่เกี่ยวกับปลาสลิดบางบ่อ เพื่อให้คนทั้งในและนอกพื้นที่จังหวัดสมุทรปราการ สามารถเข้าถึงและมีส่วนร่วมได้ทางสื่อออนไลน์ และ GI Platform เป็นแพลตฟอร์มสำหรับการขับเคลื่อนการขอใช้ตราสัญลักษณ์สิ่งบ่งชี้ทางภูมิศาสตร์ ปลาสลิดบางบ่อ โดยสามารถเข้าถึงได้จาก URL: www.ปลาสลิดบางบ่อ.com 2) แนวทางการพัฒนาการเลี้ยงปลาสลิด จังหวัดสมุทรปราการ เพื่อรองรับการใช้ตราสัญลักษณ์สิ่งบ่งชี้ทางภูมิศาสตร์ปลาสลิดบางบ่อ 3) แนวทางการพัฒนาการแปรรูปปลาสลิด จังหวัดสมุทรปราการ เพื่อรองรับการใช้ตราสัญลักษณ์สิ่งบ่งชี้ทางภูมิศาสตร์ ปลาสลิดบางบ่อ และ 4) กลไกความร่วมมือของหน่วยงานสนับสนุนการผลิตปลาสลิดเพื่อขับเคลื่อนสิ่งบ่งชี้ทางภูมิศาสตร๋ปลาสลิดบางบ่อ นอกจากนี้ จากการวิเคราะห์และสังเคราะห์โครงการวิจัยย่อยทั้ง 4 โครงการ ทำให้ได้แผนเตรียมความพร้อมด้านการบริหารจัดการปลาสลิด จังหวัดสมุทรปราการ ในรูปแบบแผนยุทธศาสตร์ "บางบ่อโมเดล" ที่มีเป้าประสงค์เพื่อเตรียมความพร้อมการบริหารจัดการปลาสลิด จังหวัดสมุทรปราการ รองรับการใช้ตราสัญลักษณ์สิ่งบ่งชี้ทางภูมิศาสตร์ปลาสลิดบางบ่อ เพื่อเติมเต็มขีดความสามารถผู้ประกอบการปลาสลิดความโดดเด่นสินค้าสิ่งบ่งชี้ทางภูมิศาสตร์ ปลาสลิดบางบ่อ และเพื่อนำสินค้าสิ่งบ่งชี้ทางภูมิศาสตร์ปลาสลิดบางบ่อ สู่ตลาดสากล

Innovation research project on driving geographical indication to create value added to snakeskin gourami at Bang-Bo, Samutprakarn aims to plan and execute relating to snakeskim gourami managememt and to drive the geographical indication of snakeskin gourami, at Bang Bo village. Qualitative and quantitative methods were employed for data gathering and analyzing the data. These methods included in-depth interview, participant observation, focus group discussion, and questionnaire survey. The synthesis of research results from 4 sub-research project consisting of sub-research project1, linking of informatiin system to support the use of GI for creating values added Trichogaster pectoralis, Samutprakarn Province, Sub-research 2, potential Development of Pla-salid Bang-Bo (Trichogaster pectoralis) Farming of Samutprakarn Province to meet the Goodd Aquaculture Practice (GAP). Sub-research 3, enhancement of Processing and Development of Pla-salid Bang-bo, Samutprakarn province to improve food quality and safety, and sub-research 4, collaborative mechanism to promote the use of the logo Geographical Indication : Pla-salid Bang-Bo Samutprakarn Province. The research leads to driving innovation the geographical indication of snakeskin gourami at Bang Bo which consists of 1) Bang-Bo snakeskin gourami database. This database includes three platforms. First, Data Platform gathers information about production of snakeskin gourami. Second, Social Platform is used to disseminate knowledge and activities relating to snakeskin gourami so that people can access and participate vis online media. Finally, GI Platform is viewed as a platform for driving the request using of the Geographical Indication logo which can be accessed from the URL: www.ปลาสลิดบางบ่อ.com 2) Guidelines for the development and fish-breeding in Samutprakarn to support the use of the geographical indication logo for snakeskin gourami, at Bang-Bo. 3) Guidelines for the development and processing of snakeskin gourami in Samutprakarn to support the use of the geographical indication logo at Bang Bo. And 4) the cooperation mechanism of institutions in supporting and driving the geographical indication of snakeskin gourami.The analysis and synthesis of four sub-research projects generate a strategic plan relating to snakeskin gourami management in Samutprakarn, is called that "Bang-Bo Model". The model has objectives to prepare the management of snakeskin gourami Samutprakarn Province Supports the use of logos, geographical indicaions, Bang-Bo snakeskin gourami to fullfill the capacity, snakeskin gourami entrepreneurs enhance their distinctive geographical indication products and bringing Pla-salid Bang-Bo to the international market.
