โครงการวิจัยการพัฒนาช่องทางการจัดจำหน่ายปลาสลิดบางบ่อผ่านเครือข่ายวิสาหกิจชุมชนในพื้นที่ต่าง ๆ ของประเทศไทย

Abstract

ปลาสลิดบางบ่อ จัดเป็นผลิตผลทางการเกษตรที่มีชื่อเสียงของจังหวัดสมุทรปราการ ดังที่ ปรากฏอยู่ในคำขวัญประจำจังหวัดสมุทรปราการที่ว่า "ป้อมยุทธนาวี พระเจดีย์กลางน้ำ ฟาร์มจระเข้ใหญ่ งามวิไลเมืองโบราณ สงกรานต์พระประแดง ปลาสลิดแห้งรสดี ประเพณีรับบัว ครบถ้วนทั่วอุตสาหกรรม" อย่างไรก็ตาม เนื่องจากสภาพแวดล้อมที่เปลี่ยนแปลงไป พื้นที่ทางการเกษตรของจังหวัดสมุทรปราการลดน้อยลงจากการขยายตัวของชุมชนเมืองและอุตสาหกรรม ปัญหาเรื่องสภาพน้ำ และอื่นๆ ที่่ส่งผลให้จำนวนเกษตรกรผู้เพาะเลี้ยงปลาสลิดบางบ่อ จังหวัดสมุทรปราการมีจำนวนลดน้อยลงอย่างน่าเป็นห่วง ดังนั้น ในงานวิจัยนี้ จึงมีวัตถุประสงค์เพื่อ ศึกษาสภาพปัจจุบันของการบริหารจัดการองค์การของวิสาหกิจชุมชนอนุรักษ์ปลาสลิดบางบ่อ และแปรรูปเพื่อพัฒนารูปแบบการบริหารจัดการวิสาหกิจชุมชนอนุรักษ์ปลาสลิดบางบ่อและแปรรูปเพื่อให้สามารถดำเนินงานได้อย่างมีประสิทธิภาพ และเพื่อนำเสนอแนวทางการจัดการช่องทางการจัดจำหน่ายสินค้าของวิสาหกิจชุมชนอนุรักษ์ปลาสลิดบางบ่อและแปรรูปผ่านเครือข่ายวิสาหกิจชุมชนในพื้นที่ต่างๆ ของประเทศไทย ทั้งนี้เพื่อให้เกษตรกรผู้เลี้ยงและสมาชิกวิสาหกิจชุมชนอนุรักษ์ปลาสลิดบางบ่อและแปรรูปได้เริ่มดำเนินการผลิตสินค้าร่วมกันและทำการจัดจำหน่ายปลาสลิดบางบ่อผ่านเครือข่ายวิสาหกิจชุมชน อันจะทำให้เกิดรายได้ที่เป็นธรรม งานวิจัยนี้เป็นงานวิจัยเชิงคุณภาพ โดยประชากรที่ใช้ในการศึกษาได้แก่สมาชิกวิสาหกิจชุมชนอนุรักษ์ปลาสลิดและแปรรูป อำเภอบางบ่อ จังหวัดสมุทรปราการ จำนวนสมาชิก 8 ราย เป็นผู้ให้ข้อมูลหลักและเป็นตัวแทนของกลุ่มประชากรที่สอดคล้องกับการวิจัยสามารถให้ข้อมูลในระดับลึกได้ ผลการศึกษาสภาพปัจจุบันของการบริหารจัดการของวิสาหกิจชุมชนอนุรักษ์ปลาสลิดบางบ่อและแปรรูป พบว่า สภาพในปัจจุบันจำนวนเกษตรกรผู้เลี้ยงและแปรรูปปลาสลิดบางบ่อ เริ่มลดจำนวนลง เหลือเพียง 30 กว่ารายในปีนี้ ผลการวิจัย พบว่า ผู้ที่เป็นสมาชิกของกลุ่มวิสาหกิจชุมชนอนุรักษ์ปลาสลิดบางบ่อและแปรรูป มีผู้ประกอบการที่จัดอยู่ในห่วงโซ่ปลาสลิดนับตั้งแต่ต้นน้ำ ที่เป็นเกษตรกรผู้เพาะเลี้ยง กลางน้ำ คือ ผู้แปรรูป และปลายน้ำ คือ ผู้จัดจำหน่าย การเพาะเลี้ยงเน้นการเพาะเลี้ยงปลาสลิดตามแนวเกษตรธรรมชาติใช้อาหารจากธรรมชาติเป็นหลัก ซึ่งเป็นวิธีการดั้งเดิมของชาวอำเภอบางบ่อรวมถึงการแปรรูปด้วยวิธีฝัด ซึ่งแตกต่างจากการแปรรูปในพื้นที่อื่นๆ ที่่ใช้ในการดองปลาในน้ำเกลือ ทำให้ปลาสลิดบางบ่อ มีเนื้อแห้งและไม่มีกลิ่นตุรุนแรง อย่างไรก็ตาม วิสาหกิจชุมชนอนุรักษ์ปลาสลิดบางบ่อและแปรรูป ประสบปัญหาเรื่องเงินทุนสำหรับการพัฒนาการดำเนินการ เนื่องจากสมาชิกกลุ่มส่วนใหญ่ประกอบไปด้วยสมาชิกเกษตรกรต้นน้ำมีเงินทุนน้อย จึงขาดความพร้อมในเรื่องเงินทุน ในงานวิจัยนี้จึงได้นำผลิตภัณฑ์ที่สมาชิกกลุ่มช่วยกันผลิตขึ้นมาทดลองจำหน่ายผ่านช่องทางการจัดจำหน่ายในรูปแบบต่างๆ โดยได้ทำการจัดจำหน่ายร่วมกับเครือข่ายวิสาหกิจชุมชนในต่างพื้นที่ (B2B) การจัดจำหน่ายผ่านบริษัท ไปรษณีย์ไทย จำกัด ในรูปแบบออนไลน์และออฟไลน์ (B2B) และการจัดจำหน่ายที่มหาวิทยาลัยหัวเฉียวเฉลิมพระเกียรติ ภายหลังจากการทดลองจัดจำหน่ายพบว่า การจัดจำหน่ายผ่านบริษัท ไปรษณีย์ไทย จำกัด เป็นช่องทางที่มีประสิทธิภาพมากกว่าช่องทางอื่นๆ เนื่องจากผู้ประกอบการสามารถจัดจำหน่ายให้กับผู้บริโภคในประเทศไทยได้ทั่วถึงทุกภูมิภาค โดยเฉพาะผู้ประกอบการต้นน้ำที่ต้องการเปลี่ยนมาเป็นผู้แปรรูป แต่ยังพบปัญหาเรื่องการขาดความรู้ เรื่อง ช่องทางการจัดจำหน่ายผ่านระบบออนไลน์ ทำให้เป็นอุปสรรคต่อการพัฒนาช่องทางการจัดจำหน่ายออนไลน์ นอกจากนี้ คณะผู้วิจัยยังได้ถอดบทเรียนจากวิสาหกิจชุมชนที่ประสบความสำเร็จ 3 กลุ่ม พบว่าผู้นำเป็นปัจจัยสำคัญต่อความสำเร็จในการดำเนินงานของกลุ่ม โดยผู้นำ คือ แกนนำหลักในการขับเคลื่อนการดำเนินงานของกลุ่ม รวมถึงการหาทุนสนับสนุนการดำเนินงาน และการหาช่องทางในการจัดจำหน่าย

Pla Slid Bang Bo is a famous agricultural product of Samuth Prakan Province, as shown in the motto of Samut Prakan Province "Marine Battle Fortresses, Chedi in the Water, Crocodile Farm, Exquisite Ancient City, Phra Pradeang Songkran Festival, Tasty Dried Snakeskin Gourami, Rap Bua Festival, Industrial Estate" However, due to the changing environment. The agricultural area of Samut Prakan Province is reduced according to the expansion of urban and industrial communities, water condition and others problem resulting in the number of farmers raising the Bang Bo snakeskin gourami fish Samut Prakan province has decreased dramatically. The purpose of this qualitative research is to study the current state of organization management of Bang Bo Snakeskin Gourami Processing Community Enterprise, to develop a model for community enterprise management to preserve Bang Bo Snakeskin Gourami and transform them to able to operate efficiently, and to present guidelines for managing the distribution channels of the Bang Bo Snakeskin Conservation Community Enterprise and transformed through a network of community enterprises in various areas of Thailand. The samples used in the study are community enterprise consisting of 8 members which operates Bang Bo Snakerskin Gourami by being farmers and processors of snakeskin gourami conservation and processing enterprise group Bang Bo in Bang Bo District. The representative of the population in accordance with the research can provide information in the deep of the results of the current state of management of the Bang Bo snakeskin gouramo conservation and community enterprise. We find that at present the number of farmers raising and processing Bang Bo snakes began to reduce to just over 30 people this year. There are group members both the shepherd and the processor. In which the Bang Bo snakeskin gourami conservation and processing community enterprise plays an important role in driving a large plots of snakeskin gourami farmers in Samutprakan Province. The aim of Bang Bo Snakeskin Gourami Conservation Community Enterprise and Processing is to conserve on Sankeskin Gourami Farming and Traditional Wisdom Generation from generation to generation. The farmers raising and processing snakeskin gourami fish, Bang Bo District, use traditional wisdom with natural ingredients as components and sell the products at fair prices to manufacturers and comsumers. The group consistd mainly of upstream farmers, therefore, and there is not much capital to be used in business development. The lack of funding factors is a fundamental problem for the snakeskin gourami farmers as a whole. In this research, the researchers have used the distribution channels in various forms as follows, namely, distributing together with community enterprise networks in different areas. Distribution through the Thai Post Company Limited Distribution, in organic products market, and distribution at Huachiew Chalermprakiet University. The distribution through Thai Post Company Limited is a way that enterpreneurs can distribute products to consumers in Thailand in all regions. But in the beginning, most of enterpreneurs, especially upstream entrepreneurs who want to transform into processors are still lack of knowledge about digital platform that it is an obstacle to the development in the online distribution channels. In addition, the research team have studied from three successful community enterprises and found that leadership is an important factor in the success of the group's operations. The group of Bang Bo Conservation and Processing Enterprises should be adapted for the group's operations, which will lead their group to operational success and have the power to drive the group better. In addition, the funding is an urgent problem for the conservation of Bang Bo snakeskin gourami so that the farmers can preserve the traditional careers of this area.
