การสร้างโอกาสเข้าถึงอาหารในภาวะวิกฤตการแพร่ระบาดเชื้อไวรัส COVID-19: กรณีศึกษาโครงการส่งเสริมผลิตและบริโภคผักปลอดสารในครัวเรือนชุมชนเกาะบางฝาด ต.ศีรษะจระเข้ใหญ่ อ.บางเสาธง จ.สมุทรปราการ

Abstract

บทความนี้มีวัตถุประสงค์เพื่อนําเสนอบทเรียนการบรรลุผลลัพธ์การบริหารโครงการส่งเสริมการผลิตและบริโภคผักปลอดสารในครัวเรือนโดยการมีส่วนร่วมของชุมชนเกาะบางฝาด หมู่ 6 ต.ศีรษะจระเข้ใหญ่ อ.บางเสาธง จ.สมุทรปราการ ซึ่งเป็นขุมชนกึ่งเมืองกึ่งชนบท ในพื้นที่จังหวัดสมุทรปราการ ภายใต้สสถานการณ์การแพร่ระบาดของเชื้อไวรัส COVID-19 ปี พ.ศ. 2563-2564 โครงการดําเนินงานในปี พ.ศ. 2564 มีวัตถุประสงค์เพื่อส่งเสริมการปลูกผักแบบไม่ใช้สารเคมีและบริโภคผักที่ปลูกในครัวเรือน การดําเนินงานเป็นแบบปฏิบัติการแบบมีส่วนร่วมของชุมชนตั้งแต่การวิเคราะห์ปัญหา วางแผน ดําเนินการ ติดตามและประเมินผล การเก็บข้อมูลเป็นแบบสังเกตแบบมีส่วนร่วมและใช้กระบวนการประเมินผลเพื่อการเรียนรู้และพัฒนา(Action Research Evaluation : ARE) โดยพี่เลี้ยงวิชาการในระดับชุมชน 3 ครั้ง และระดับจังหวัด 2 ครั้ง ผลการดําเนินงานพบว่า ชุมชนบางฝาดมีความเข้มแข็งในการส่งเสริมสุขภาวะในชุมชน โดยมีคณะกรรมการระดับชุมชนสามารถขับเคลื่อนการส่งเสริมการผลิตและบริโภคผักปลอดสารประสบความสําเร็จในการแก้ไขปัญหาสมาชิกในชุมชนขาดรายได้ไม่มีความมั่นคงทางอาหารเพราะถูกเลิกจ้างจากสถานการณ์การแพร่ระบาดของเชื้อไวรัส COVID-19ต่อเนื่องมา 2 ปี ได้มีความมั่นคงทางอาหารของสมาชิกในชุมชนจํานวน 94 ครัวเรือน จาก 100 ครัวเรือนในชุมชน เกิดนวัตกรรมสร้างเสริมสุขภาพ คือ การจัดการความคิดเรื่องรวมกลุ่มเพื่อช่วยเหลือกันในสภาวะยากลําบากคณะกรรมการมีวิสัยทัศน์เพื่อการเปลี่ยนแปลง กล้าหาญ เข้มแข็งอดทน ขับเคลื่อนกิจกรรมจนเกิดการสร้างโอกาสให้ประชาชนได้เข้าถึงอาหารปลอดภัยและมีความมั่นคงทางอาหารในภาวะวิกฤต หลังจากนั้นชุมชนได้รับเลือกให้เป็นหมู่บ้านศีล 5 ซึ่งแสดงให้เห็นว่าชุมชนมีความรักสามัคคี มีความสงบสุข รวมถึงได้เกิดการรวมตัวกันเป็นเครือข่ายระดับอําเภอเป็น “กลุ่มรักษ์บางเสาธง” ซึ่งเกิดจากอุดมการณ์ที่จะช่วยเหลือครอบครัวเปราะบางในชุมชน แล้วเกิดกองทุนช่วยเหลือกลุ่มเปราะบางจากการประกอบการเพื่อสังคมจากผลผลิตและผลิตภัณฑ์ของสมาชิกนั้น ผลการดําเนินงานที่ผ่านมาทําให้ผู้นําหลักในชุมชน คือ ผู้ใหญ่บ้าน สมาชิกสภาองค์การบริหารส่วนตําบล ได้รับรู้การทํางานของกลุ่มปลูกผักปลอดสารมากขึ้น ปัจจัยดังกล่าว มีส่วนสําคัญที่ช่วยให้ชุมชนมีการพัฒนาสู่ความยั่งยืนได้ต่อไปในอนาคต

This article’s objective is to demonstrate achievement of managing for household’s organic vegetable production and consumption promotion project by cooperating of local community in moo 6, Sisa Chorake Yai sub district, Bang saothong district, Samutparkarn province. Which is semi-urban and semi-rural area in Samutparkarn province under the COVID-19 pandemic during 2020–2021 (B.E 2563 –2564). This program was conducted in 2021, the objective is to encourage cropping organic vegetable and consuming within household. The local community had been cooperated in this program from problem analysis, planning, action until following up and result evaluation. The data was collected by participation observation. Data was collected and evaluated by using Action Research Evaluation: ARE by academic mentors in community level for 3 times and province level for 2 times. From the result, Goh-bang-fad community have strength in health promotion. They have community committees those can drive organic vegetable production and consumption encouragement within household. Which successfully solve insufficient income problem and food instability from lay-off during COVID-19 pandemic that was continuingly occur among their community. The community gain 94 food security households from 100 households. The health promotion innovation created in this program is the wisdom management to help each other during tough situation. Community committees have vision for changes, courage and they’re strong to drive activities which create opportunities for people to access safe food and food security during the crisis. Accordingly, this community certified as 5 precept village by province level committees which show harmony and peace. Including gathering as a network in district level as “Rak Bang saothong group” bounded by the ideology of helping vulnerable families in the community and conducting fund for vulnerable families from social enterprise and harvested goods. As a result, village chief the member of subdistrict administrative organization recognizes actions of organic vegetable cropping group. Which is the big part for community for sustainability development.
