ปัจจัยที่มีอิทธิพลต่อพฤติกรรมจริยธรรมของนักสังคมสงเคราะห์วิชาชีพ : กรณีศึกษานักสังคมสงเคราะห์วิชาชีพ สังกัดกรุงเทพมหานคร

Abstract

การวิจัย ปัจจัยที่มีอิทธิพลต่อพฤติกรรมจริยธรรมของนักสังคมสงเคราะห์วิชาชีพ : กรณีศึกษานักสังคมสงเคราะห์วิชาชีพ สังกัดกรุงเทพมหานคร มีวัตถุประสงค์เพื่อศึกษาระดับของพฤติกรรมจริยธรรมของนักสังคมสงเคราะห์วิชาชีพ สังกัดกรุงเทพมหานคร ศึกษาปัจจัยที่มีอิทธิพลต่อพฤติกรรมจริยธรรมของนักสังคมสงเคราะห์วิชาชีพสังกัดกรุงเทพมหานคร และศึกษาแนวทางในการส่งเสริมพัฒนาพฤติกรรมจริยธรรมของนักสังคมสงเคราะห์วิชาชีพ สังกัดกรุงเทพมหานคร กลุ่มตัวอย่างในการศึกษาเชิงปริมาณ คือ นักสังคมสงเคราะห์วิชาชีพ สังกัดกรุงเทพมหานคร รวมทั้งสิ้น 179 คน และเชิงคุณภาพ คือ นักสังคมสงเคราะห์ในเขตกรุงเทพมหานคร 6 คน ผลการวิจัย พบว่า กลุ่มตัวอย่างส่วนใหญ่เป็นเพศหญิง มีระดับการศึกษาปริญญาตรี มีรายได้เพียงพอ ระดับพฤติกรรมจริยธรรมของกลุ่มตัวอย่าง มีค่าเฉลี่ยเท่ากับ 2.37 ซึ่งอยู่ในระดับมาก ปัจจัยที่มีอิทธิพลต่อพฤติกรรมจริยธรรมของนักสังคมสงเคราะห์วิชาชีพ ได้แก่ ปัจจัย ด้านอายุการทำงาน จำนวนผู้ที่ต้องอุปการะเลี้ยงดู การเห็นแบบอย่างทางสังคม และแรงสนับสนุนทางสังคม โดยความแตกต่างระหว่างอายุการทำงาน จะทำให้เกิดระดับพฤติกรรมจริยธรรมแตกต่างกันอย่างมีนัยสำคัญทางสถิติ โดยพบว่า อายุการทำงานระหว่าง 1-15 ปี มีระดับของพฤติกรรมจริยธรรมมากกว่า อายุการทำงานระหว่าง 16-30 ปี ความแตกต่างระหว่างจำนวนผู้ที่ต้องอุปการะเลี้ยงดู จะทำให้เกิดระดับของพฤติกรรมจริยธรรมแตกต่างกันอย่างมีนัยสำคัญทางสถิติ โดยพบว่า ผู้มีภาระต้องอุปการะเลี้ยงดู มีระดับของพฤติกรรมจริยธรรมมากกว่า ผู้ที่ไม่มีภาระที่ต้องอุปการะเลี้ยงดู ความแตกต่างระหว่างการเห็นแบบอย่างทางสังคมที่ดีจากผู้ปกครองประเทศและครอบครัว อาทิ พ่อเป็นแบบอย่างในการทำงาน แม่เป็นแบบอย่างในการดำเนินชีวิต อีกทั้งหัวหน้าและเพื่อนร่วมงานที่เป็นแรงสนับสนุนในการทำงาน ข้อเสนอแนะจากการศึกษาครั้งนี้ กรุงเทพมหานคร ควรมีนโยบายสนับสนุนนักสังคมสงเคราะห์ในด้านงบประมาณ ในการปฏิบัติงาน อีกทั้งพัฒนาระบบสวัสดิการสำหรับนักสังคมสงเคราะห์ และนโยบายในการส่งเสริมและพัฒนาบุคลากรนักสังคมสงเคราะห์ในด้านวิชาการและคุณธรรมควบคู่กันไป เพื่อการปฏิบัติงานที่มีประสิทธิภาพยิ่งขึ้น อีกทั้งควรมีนโยบายในการผลักดัน เรื่องของกฎหมายที่กำหนดมาตรฐานนักสังคมสงเคราะห์เพื่อออกใบรับรองมาตรฐานวิชาชีพ ให้มีเกียรติศักดิ์ศรีเหมือนระดับนานาชาติ ในด้านการปฏิบัติงาน ควรมีการสนับสนุนนักสังคมสงเคราะห์ในเรื่อง อุปกรณ์เครื่องใช้ในสำนักงาน ยานพาหนะที่ใช้ในการลงพื้นที่ งบประมาณในการให้ความช่วยเหลือ ห้องทำงานที่มีความเป็นสัดส่วน เช่น ห้องให้คำปรึกษาที่เป็นส่วนตัวและมีความสะอาด เพื่อการปฏิบัติงานที่มีประสิทธิภาพยิ่งขึ้้น

This research had the objective to study the factors affecting the ethical behavior of the professional social workers: case study of Bangkok professional social workers. The research also studied the guidelines enhancing the ethical behavior of Bangkok social workers. By this research, the quantitative and qualitative samples consisted of 179 Bangkok professioanl social workers and 6 Bangkok social workers, respectively. The research found the following results: Most samples were female, obtained the bachelor's degree and sufficient income. The ethical behavior of the professional social workers was 2.37 on average or in the high level. Factors affetcing the ethical bahavior of the professional social workers included the working period, number of dependents, experience from social model and social support. The difference of working period led to the different level of ethical behavior with the statistical significance. Namely, the ethical behavior of the samples with the working period between 1-15 years was higher than the ones with the working period between 16-30 years. The differnce of number of dependents led to the different level of ethical behavior with the statistical significance. Namely, the ethical behavior of the samples with the dependents was higher than the ones without any dependent. The difference of experience from social model implied the different level of ethical behavior with the statistical significance. Namely, the more the samples experienced from social model, the more they gained higher ethical behavior. The difference of soical support indicated the different level of ethical behavior with the statistical significane. Namely, the more the sample gained social support, the more they gained higher ethical behavior. For the qualitative conclusion, the soical workers had a good attitude to their working and could make decision with ethical reasons and self-control even under the different situation. Concerning the factors affecting the behavior, the social workers had the social model from the national rules and family e.g. father is the good model for working and mother for living whereas the supervisor and colleagues provided support for working. By this research, it was suggested that Bangkok Metropolis should support the social workers in terms of budget and financial welfare for the professional social workers. In addition, the policy should be established to develop the social workers both academically and ethically to achieve the more-efficient performance. Furthermore, the laws should be stipulated for the standards of social workers while the professional certificate should be issues to enhance the dignity of social workers internationally. Concerning the operation, the social workers should be supported for the office equipments, vehicles, financial budget and rooms with exact utility e.g. clean private consulting rooms to achieve more-efficient performance.
