การมีส่วนร่วมของประชาชนในการพัฒนาท้องถิ่น : ศึกษาเฉพาะกรณีโครงการของเทศบาลในจังหวัดสมุทรปราการ

Abstract

การวิจัยครั้งนี้มีจุดประสงค์เพื่อศึกษาระดับการมีส่วนร่วมของประชาชน และศึกษาปัจจัยที่มีผลต่อการมีส่วนร่วมของประชาชนในการดำเนินโครงการของเทศบาล รวมทั้งศึกษาความต้องการ ปัญหา อุปสรรค ในการเข้าร่วมโครงการหรือกิจกรรมของเทศบาล ของประชาชนในเขตเทศบาลจังหวัดสมุทรปราการ โดยใช้กลุ่มตัวอย่างจำนวนทั้งสิ้น 500 คน จากเทศบาล 16 แห่ง โดยใช้แบบวัดในแบบสอบถามเกี่ยวกับข้อมูลส่วนบุคคล ข้อมูลความรู้ความเข้าใจเกี่ยวกับการพัฒนาท้องถิ่น ข้อมูลการมีส่วนร่วมในโครงการ/งาน/กิจกรรมของเทศบาล และข้อมูลปัญหาอุปสรรคความต้องการของประชาชนต่อโครงการของเทศบาล เมื่อเก็บรวบรวมข้อมูลครบถ้วน จึงนำมาประมวลผลด้วยคอมพิวเตอร์โดยใช้โปรแกรมสำเร็จรูป SPSS/PC เพื่อศึกษาระดับการมีส่วนร่วมของประชาชน และปัญหาอุปสรรค ความต้องการของประชาชนต่องานของเทศบาลโดยใช้ค่าร้อยละและค่าเฉลี่ย และศึกษาปัจจัยที่มีอิทธิพลต่อการมีส่วนร่วมโดยใช้ค่าสถิติการถดถอยพหุคูณ ซึ่งการศึกษาพบว่าประชาชนกลุ่มตัวอย่าง เป็นเพศชายและเพศหญิงในอัตราส่วนเท่า ๆ กัน มีอายุเฉลี่ยเท่ากับ 36.2 ปี ส่วนใหญ่มีการศึกษาระดับมัธยมศึกษา-ปวช. โดยมีรายได้ต่อเดือนระดับปานกลางเฉลี่ยเท่ากับ 10,018.56 บาท ส่วนใหญ่ไม่มีตำแหน่งทางสังคมและมีอาชีพรับจ้าง ส่วนใหญ่อาศัยอยู่ในเขตเทศบาลนานเฉลี่ย 18.8 ปี กลุ่มตัวอย่างส่วนใหญ่มีความรู้ความเข้าใจเกี่ยวกับการพัฒนาท้องถิ่นในระดับสูงและมีความเชื่อมั่นศรัทธาในตัวผู้บริหารเทศบาลในระดับสูงด้วยเช่นกัน ประชาชนส่วนใหญ่มีความคาดหวังในผลประโยชน์ของโครงการในระดับสูงด้วย โดยในรอบเดือนที่ผ่านมาประชาชนมีการติดต่อประสานงานกับเทศบาล เฉลี่ย 1 ครั้งต่อเดือนการวัดระดับการมีส่วนร่วมของประชาชน พบว่าระดับการมีส่วนร่วมของประชาชนกับเทศบาลโดยรวมอยู่ในระดับปานกลาง และจำแนกการมีส่วนร่วมในโครงการของเทศบาลรายด้านเรียงลำดับจากมากไปน้อยได้ดังนี้ ด้านการมีส่วนร่วมในกิจกรรมการพัฒนาปรับปรุงงานสาธารณประโยชน์สูงสุด รองลงมาการมีส่วนร่วมในกิจกรรมสาธารณสุขและระดับต่ำสุดคือการมีส่วนในกิจกรรมด้านการศึกษา ตามลำดับ ส่วนการวิเคราะห์ปัจจัยที่มีอิทธิพลต่อการมีส่วนร่วมของประชาชนในโครงการของเทศบาล พบตัวแปร 6 ตัว คือความศรัทธาในผู้บริหารเทศบาล รายได้ จำนวนสมาชิกในครอบครัว ระยะเวลาที่อาศัยอยู่ในเทศบาล ระดับความรู้ความเข้าใจในการพัฒนาและอายุ มีอิทธิพลต่อระดับการมีส่วนร่วมของประชาชน ผู้วิจัยมีข้อเสนอแนะหน่วยงานเทศบาล ควรให้ความสำคัญแก่งานประชาสัมพันธ์ การรณรงค์สร้างความเข้าใจให้แก่ประชาชนท้องถิ่นของตนเองให้มากขึ้น สร้างประสิทธิภาพการทำงานโดยปรับปรุงรูปแบบการทำงานให้มีลักษณะเชิงรุกเข้าสู่ประชาชนมากกว่านี้เพื่อสร้างความใกล้ชิดความรู้สึกที่ดีระหว่างประชาชนกับเจ้าหน้าที่เทศบาลและควรพัฒนาเพิ่มศักยภาพการทำงานของเจ้าหน้าที่ และผู้บริหารเทศบาลเพื่อสร้างประสิทธิภาพการทำงานให้แก่องค์กร รวมทั้งเทศบาลควรสร้างความโปร่งใสในการทำงาน การดำเนินโครงการตลอดจนมีการติดตามตรวจสอบโครงการและควรเพิ่มการประสานการทำงานร่วมกันระหว่างเทศบาลต่างๆ การแลกเปลี่ยนช่วยเหลือด้านบุคลากร อุปกรณ์ ซึ่งจะสามารถสร้างความสำเร็จของงานได้เพิ่มขึ้น รวมไปถึงการเลือกกิจกรรม/งาน/โครงการในวันหยุด ผู้วิจัยมีข้อเสนอแนะต่องานวิจัยครั้งต่อไปว่าควรทำการศึกษาเพื่อหารูปแบบที่เหมาะสมหรือวางแนวทางการเข้ามีส่วนร่วมของภาคเอกชน ประชาชน ในการมีส่วนร่วมของประชนระหว่างเทศบาลนคร เทศบาลเมืองและเทศบาลตำบล และทำการศึกษาเปรียบเทียบการทำงานของเทศบาลที่ประสบความสำเร็จกับเทศบาลที่ไม่ได้รับความสำเร็จในการสร้างการมีส่วนร่วม ควรทำการศึกษาปัญหาและอุปสรรคในการสร้างการมีส่วนร่วมจากมุมมองของเจ้าหน้าที่และผู้บริหารเทศบาลเพื่อเป็นข้อมูลในการเสนอแนวคิดการมีส่วนร่วมในทุกระดับได้ต่อไป

This thesis aims to study on the level of peoples participation, and focusing on the factor that effect to the people’s participation for carry out the project/ scheme/program of municipality, including requirements and problem/obstacles in Samutprakarn Province. The data is form 500 samplings covered 16 municipalities by a questionnaire for individual data, knowledge and awareness concerning urban development, participation, requirements and problem/obstacles in municipality. Completely collected the answer was compute by SPSS/PC program in order to findings such objectives in this study by using percentage and average. The effect to the people’s participation in used of multiple regression statistics. The result of this analysis is that the both male and female or comparable, the average of age is 36.2 years Mostly educated on high school to vocational certificate, they earn the income 10,018.56 Baht/month, as employee worker with non-social position, to reside in municipality on average of 18.8 years and highly awareness in urban development. Also, they are trusted to the governor of municipality. Moreover they expected to take higher advantage form the project. According to the coordination with municipality an average one contact per month during the last month period. The analysis on people’s participation corporate with municipality by overall is placed in medium level. By Specific of classification sequentially, are participating in the high benefit to public distorted of development, follow by public health activities and education activities. In the part of influentially factor analysis, which compose of six variables such as the faith to municipality governor, income, family member, period of resident, development awareness and age. The problem of peoples’s participation is lacking of time, fail to take up acknowledge. And they need to meet with the solving of drug, garbage, wastewater and come with contact of the entertainment project, training for the dwindling group project. And infrastructure project. Researcher suggested that would be set priority to public relation, create up public awareness in urban area, reform the function description into aggressive pattern for closer to the people, build up the good kindness between the people and municipality officer. Also increase the potential to officer and administrator, and to make organization more effectiveness. Including to be managing, proceeding and monitoring by municipality transparently. And make more coordinate other municipality together such as supporting exchange, personal and equipment those bring to the succession, all along with the selection on holiday activity. Researcher introduced to find out the appropriate model of the guideline to conduct private sector and participate with municipality project and assess by comparative study in the participation between metro municipal. Urban municipal and local (Tambon) municipal. And act the comparative study in performance of participation between successful municipality and non-successful municipality, including should be problem and obstacle of participation by the view of officer or administrator that to be able submit the ideal for all participation level in the future.
