การศึกษาเปรียบเทียบการเข้าใช้บริการตามสิทธิและความต้องการบริการสังคมของผู้สูงอายุ : กรณีศึกษา ผู้สูงอายุที่พักอาศัยในชุมชนแออัดคลองเตย กรุงเทพมหานคร และผู้สูงอายุที่พักอาศัยในโครงการบ้านเอื้ออาทร สมุทรปราการ

Abstract

การศึกษาเปรียบเทียบการเข้าใช้บริการตามสิทธิและความต้องการบริการสังคมของผู้สูงอายุ : กรณีศึกษาผู้สูงอายุที่พักอาศัยในชุมชนแออัดคลองเตย กรุงเทพมหานคร และผู้สูงอายุที่พักอาศัยในโครงการบ้านเอื้ออาทร สมุทรปราการ มีวัตถุประสงค์เพื่อศึกษาเปรียบเทียบข้อมูลพื้นฐานของผู้สูงอายุที่อาศัยในชุมชนแออัดกับผู้สูงอายุในโครงการบ้านเอื้ออาทร ศึกษาเปรียบเทียบการเข้าใช้บริการตามสิทธิ ปัญหาการเข้าใช้บริการตามสิทธิและความต้องการบริการสังคมของผู้สูงอายุ และเสนอแนวทางการพัฒนาบริการสังคมสำหรับผู้สูงอายุ โดยใช้ระเบียบวิธีวิจัยเชิงปริมาณ โดยสุ่มตัวอย่างแบบเจาะจงจากผู้สูงอายุที่พักอาศัยในชุมชนแออัดคลองเตย ชุมชนหมู่บ้านพัฒนา 70 ไร่ จำนวน 118 คน และผู้สูงอายุที่พักอาศัยในชุมชนบ้านเอื้ออาทรสุวรรณภูมิ 2 จำนวน 226 คน และการศึกษาเชิงคุณภาพจากบุคลากรตัวแทนของหน่วยงานที่ปฏิบัติเกี่ยวข้องกับผู้สูงอายุ ผลการศึกษาพบว่า ผู้สูงอายุที่พักอาศัยในชุมชนแออัดคลองเคย ส่วนใหญ่เป็นเพศหญิง อยู่ในวัยสูงอายุตอนต้น จบการศึกษาระดับประถมศึกษา มีความสามารถในการอ่านออกเขียนได้ นับถือศาสนาพุทธ อาศัยอยู่กับบุตรหลาน ไม่ได้ประกอบอาชีพ มีรายได้ต่ำกว่า 5,000 บาทต่อเดือน ส่วนใหญ่มีรายได้มาจากเบี้ยยังชีพและรายได้ไม่เพียงพอกับรายจ่าย การเข้าใช้บริการตามสิทธิ โดยบริการที่ผู้สูงอายุเข้าถึงมากที่สุด คือ บริการทางแพทย์และการสาธารณสุช ในขณะที่บริการตามสิทธิที่ผู้สูงอายุที่พักอาศัยในชุมชนบ้านเอื้ออาทรสุวรรณภูมิ 2 เข้าใช้บริการมากที่สุด คือ การสงเคราะห์เบี้ยยังชีพ ผู้สูงอายุที่พักอาศัยในสองพื้นที่มีความต้องการบริการสังคมโดยรวมอยู่ในระดับมากที่สุด โดยผู้สูงอายุที่พักอาศัยในชุมชนแออัดคลองเตยมีความต้องการบริการสังคมมากที่สุด ในขณะที่ ผลการศึกษาของผู้สูงอายุที่พักอาศัยในชุมชนบ้านเอื้ออาทร มีความต้องการด้านความปลอดภัยในชีวิตและทรัพย์สินมากที่สุด และเมื่อศึกษาเปรียบเทียบความต้องการบริการสังคมของผู้สูงอายุที่พักอาศัยในสองพื้นที่ พบว่า ในภาพรวมทั้ง 7 ด้าน ไม่แตกต่างกัน เมื่อพิจารณาเป็นรายด้าน พบว่า ความต้องการของผู้สูงอายุในด้านที่พักอาศัย ด้านความมั่นคงทางเศรษฐกิจ ด้านการศึกษา ด้านนันทนาการ ด้านความปลอดภัยในชีวิตและทรัพย์สิน แตกต่างกัน ส่วนความต้องการด้านสุขภาพอนามัยและด้านบริการสังคม ไม่แตกต่างกัน แนวทางการพัฒนาบริการสังคมสำหรับผู้สูงอายุ ควรมีการจัดประชาสัมพันธ์หรือรณรงค์ให้ผู้สูงอายุทราบถึงเรื่องสิทธิของตนที่พึงได้รับ ในการจัดบริการสังคมควรผลักดันให้องค์กรปกครองท้องถิ่นหรือหน่วยงาน องค์กรที่อยู่ในชุมชนมีบทบาทหลักในการดำเนินงานด้านบริการสังคมสำหรับผู้สูงอายุ ส่งเสริมให้แต่ละชุมชนจัดตั้งกลุ่ม ชมรม หรือองค์กร ในการดำเนินกิจกรรมต่างๆ ของผู้สูงอายุ

This research was aimed at comparative study of the basic information between the older person in slum area in Aur-Arethorn housing project as well as comparative study of the accessilibity to services according to rights based, problem of accessibility to services and need for social services of the older person. This research provided the suggested solutions of social services for older person by using quantitative method. The sample collected with purposive sampling from the older person in slum area Bangkok 112,000 square meters of 118 people and the older person in Aur-Arethorn housing project, Suwannaphum 2, of 226 people as well as qualitative study from the respective from older person relevant units. The research results were found that most of the older person in slum area Bangkok are women in the earlt elderly state, graduated from primary education, have the ability to read and write, be;ieve on Buddhism, live with family with no occupation, have monthly income of less than 5,000 Baht/month which came from subsistence allowance and sufficient income. The same goes to the older person in Aur-Arethorn housing project, Suwannaphum 2. The accessibility to services according to rights based by the older person is medical service and public health service. Meanwhile, the accessibility to services according to rights based by the older person in Aur-Arethorn housing project, Suwannaphum 2, is allowance. The older people in both areas have the most need for social services. According to the research, the older person in slum area Bangkok have the most social need for social services, while the older person in Aur-Aretorn housing project, Suwannaphum 2 have the most need for security of life and belongings. The comparative study of the need for social services in both areas found out that in 7 aspects, there are similar levels of need. Separeated into each aspect, the research found out that the need for social services of the older person in habitat aspect, stability economy aspect, education aspect, leisure aspect and secutity in life and belongings aspect are different, but for sanitation aspect and social service aspect are the same. The recommendation solutions of social services for the older person are (a) there should be a promotion or campaign for the rights of the older person, (b) the community administration organizations should be the main organization in providing social services for the older person, (c) each community should establish clubs or organization to set up activities for the older person.
