การประเมินผลโครงการให้ความรู้เพื่อการป้องกันปัญหาการถูกล่อลวง :กรณีศึกษาศูนย์คุ้มครองสวัสดิภาพชุมชน เขต 24 (เขตลาดพร้าวและเขตวังทองหลาง)

Abstract

การศึกษาครั้งนี้ มีวัตถุประสงค์เพื่อประเมินสัมฤทธิผลของการดำเนินโครงการให้ความรู้เพื่อการป้องกันปัญหาการถูกล่อลวง และเพื่อศึกษากระบวนการดำเนินงานของโครงการให้ความรู้เพื่อการป้องกันปัญหาการถูกล่อลวง กลุ่มตัวอย่างที่ใช้ในการศึกษาครั้งนี้ คือ ผู้ที่เข้าร่วมโครงการ จำนวน 172 คน เป็นการศึกษาวิจัยเชิงผสมผสาน ทั้งเชิงประมาณและเชิงคุณภาพ เครื่องมือที่ใช้ในการเก็บข้อมูล คือ แบบสอบถามวิเคราะห์ข้อมูล โดยใช้สถิติ ได้แก่ ค่าร้อยละ ค่าเบี่ยงเบนมาตรฐาน และผู้จัดทำโครงการ คือ เจ้าหน้าที่ศูนย์คุ้มครองสวัสดิภาพชุมชน เขต 24 (เขตลาดพร้าวและเขตวังทองหลาง) จำนวน 5 คน โดยวิธีแนวคำถามประกอบการสัมภาษณ์ ผลการศึกษา พบว่า กลุ่มตัวอย่างเป็นเพศหญิง อายุส่วนใหญ่อยู่ระหว่าง 11-20 ปี จำนวนสมาชิกในครอบครัวระหว่าง 4-6 คน สถานภาพโสด มีที่อยู่อาศัยลาดพร้าว ระดับการศึกษาประถมศึกษาตอนต้น มีรายได้ระหว่าง 0-5,000 บาทผู้เข้าร่วมโครงการส่วนใหญ่มีความรู้ในเรื่องการป้องกันตนเองไม่ให้ตกเป็นเหยื่อจากการค้ามนุษย์และความรู้ ความเข้าใจและทักษะเพิ่มขึ้นในเรื่องการละเมิดทางเพศ คิดเป็นค่าเฉลี่ย 3.06 สามารถนำความรู้ที่ได้จากการเข้าร่วมโครงการ ไปใช้ชีวิตประจำวัน ส่วนใหญ่จะนำความรู้ที่ได้จากการเข้าร่วมโครงการไปให้ความรู้ต่อแก่บุคคลภายนอกในเรื่องการป้องกันตนเอง และการละเมิดทางเพศ อยู่ในระดับปานกลาง คิดเป็นค่าเฉลี่ย 2.95 และผู้เข้าร่วมโครงการสามารถปรับเปลี่ยนพฤติกรรมของตนเองได้ ในเรื่อง สามารถช่วยเหลือตนเองเมื่ออยู่ในสถานการณ์ที่ตกเป็นเหยื่อ และสามารถหลีกเลี่ยงอบายมุขต่างๆ ที่ทำให้เกิดการถูกล่อลวง อยู่ในระดับปานกลาง คิดเป็นค่าเฉลี่ย 3.05กระบวนการดำเนินงานของโครงการให้ความรู้เพื่อการป้องกันปัญหาการถูกล่อลวง ผลการศึกษาพบว่า กระบวนการดำเนินงาน แบ่งเป็น 5 ขั้นตอน (1) มีการจัดประชุมวางแผนในการจัดทำโครงการประชุมในเรื่องจัดหาพื้นที่ในการจัดโครงการ คัดเลือกพื้นที่ที่จะจัดทำโครงการและเตรียมความพร้อมก่อนจัดโครงการ (2) มีการประสานอาสาสมัครในพื้นที่ให้ลงตรวจสอบพื้นที่จะจัดโครงการ และทำหนังสือขออนุญาตเจ้าของพื้นที่ในการจัดทำโครงการ พร้อมทั้งประชาสัมพันธ์ให้ผู้ที่สนใจเข้าร่วมโครงการ (3) ทำหนังสือเชิญวิทยากรที่จะมาให้ความรู้ พร้อมจัดทำหลักสูตรการให้ความรู้ (4) ดำเนินการจัดโครงการตามวันเวลาและสถานที่ที่ได้กำหนดไว้ตามแผน (5) ติดตามประเมินผลและจัดทำรายงานสรุปผลการดำเนินโครงการในการดำเนินงานเป็นตามขั้นตอนที่ได้วางไว้และสามารถสำเร็จลุล่วงไปได้ด้วยดี เพราะเจ้าหน้าที่แต่ละคนรับผิดชอบตามหน้าที่ที่ได้รับมอบหมายและความถนัดของแต่ละคนข้อเสนอแนะจากการศึกษาครั้งนี้ ในระดับปฏิบัติการ คือ ภาครัฐจึงควรมีการส่งเสริมให้ความรู้ในเรื่องนี้เพิ่มมากขึ้น และมีการเผยแพร่ประชาสัมพันธ์ผ่านสื่อให้มากกว่านี้ เพื่อลดการล่อลวงเข้าสู่กระบวนการค้ามนุษย์ และควรมีการออกกฎหมายให้ผู้ที่กระทำผิดโทษฐานการค้ามนุษย์ ข้อเสนอแนะต่อการวิจัยในอนาคต ควรทำการวิจัยเกี่ยวกับประสิทธิภาพการจัดทำโครงการต่างๆ ของศูนย์คุ้มครองสวัสดิกภาพชุมชน 34 ศูนย์ในกรุงเทพมหานคร และสามารถลดปัญหาการถูกล่อลวง สามารถป้องกันมิให้ถูกชักจูงเข้าสู่กระบวนการค้ามนุษย์ รวมถึงสามารถไม่ให้ตนเองตกเป็นเหยื่อได้

The purposes of this research are to evaluate the result of the project to inform for preventing the enticement problem, and to study the operational process of the project to inform for preventing the enticement problem. The samples of this research are 172 participants of this project. The researcher applied both qualitative and quantitative research. The research tool is the questionnaire; and the statistics used in this research consisted of percentage, and standard deviation. There is also the in-depth interview from the project team, consisting of five officers of center of community welfare protection 24 (Ladprao and Wangthonglang districts). The research result show that the samples are female; most aged between 11-20 years old; the number of family number was between 4-6 people; most was single, and lived in Ladprao district; most graduated primary school and earned 0-5,000 Baht per month.Most participants knew about preventing themselves from being the victim of trafficking, and also understood the sexual abuse 3.06% can apply the knowledge from the project in daily life. Most of them will transmit the knowledge from this project to others about protecting themselves and the sexual abuse, which is in the moderate level with 2.95%, and the participants can improve their behaviors that they can survive when being the victim in the serious situation, and can avoid the vices which lead to be tempted which is in the moderate level with 3.05%.The research results of the operational process of the project to inform for preventing the enticement problem are found that the process was divided into 5 steps; (1) to schedule the meeting to plan about the project, to find and to select the location, and to set the preparation; (2) to cooperate with the local volunteer to verify the local area and to send the permission letter to the area owner, and also to publicize the project to those who are interested; (3) to sent the letter to invite the lecturer and also to set the curriculum; (4) to operate the project following the plan, (5) to follow up and to assess the results in the form of report of the operational result that the project was operated following the plan and succeeded with the reason that each officers are responsible to their duty depending on each one’s talent.The recommendation of this research is that in the operational level, the public sector should support and prioritize this issue, and also publicize more via the media in order to decrease the number of the enticement to the trafficking. Moreover, the law should be enforced to punish the offenders about the guilty of trafficking. The recommendations for future research is that there should be the research about the efficiency of the projects of all 34 community welfare protection centers in Bangkok, so that this will decrease the number of the enticement problem, and will prevent from being tempted to the trafficking process and from being the victim.
