การศึกษาการปฏิบัติงานปัญหาอุปสรรคและความต้องการพัฒนาศักยภาพของพี่เลี้ยงในศูนย์พัฒนาศักยภาพและอาชีพคนพิการ

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการปฏิบัติงานของพี่เลี้ยงในการดูแลผู้รับการฝึกอาชีพ 2) ศึกษาปัญหาอุปสรรคของพี่เลี้ยงในการปฏิบัติงานผู้รับการฝึกอาชีพ และ 3) ศึกษาความต้องการพัฒนาศักยภาพของพี่เลี้ยงในการปฏิบัติงานดูแลผู้รับการฝึกอาชีพ การเก็บรวบรวมข้อมูลใช้แบบสอบถามเป็นเครื่องมือมาวิเคราะห์ข้อมูลด้วยคอมพิวเตอร์โดยใช้โปรแกรม SPSS for Windows เพื่อหาค่าความถี่ (Frequency) ค่าร้อยละ (Percent) ค่าเฉลี่ย (X) ส่วนเบี่ยงเบนมาตรฐาน และการทดสอบความเป็นอิสระต่อกันของสองตัวแปร โดยใช้ค่าไค-สแควร์ (Chi-Square)ผลการศึกษา พบว่า พี่เลี้ยงในศูนย์พัฒนาศักยภาพและอาชีพคนพิการ ส่วนใหญ่เป็นเพศชาย คิดเป็นร้อยละ 50.9 มีอายุระหว่าง 21-40 ปี คิดเป็นร้อยละ 65.5 มีระดับการศึกษาระดับมัธยมศึกษาตอนปลาย/ปวส. คิดเป็นร้อยละ 83.6 มีระยะเวลาการเป็นพี่เลี้ยง 1-5 ปี คิดเป็นร้อยละ 87.3 และส่วนใหญ่ดูแลคนพิการทุกประเภท คิดเป็นร้อยละ 72.7 เมื่อวิเคราะห์ความคิดเห็นต่อการปฏิบัติงานของพี่เลี้ยงในศูนย์พัฒนาศักยภาพและอาชีพคนพิการโดยรวมอยู่ในระดับมาก (ค่าเฉลี่ย 3.62) การศึกษาปัญหาอุปสรรคที่เกิดจากการทำงาน พี่เลี้ยงส่วนใหญ่งานที่ทำมีภาระงานที่หนักเกินไป คิดเป็นร้อยละ 63.6 ระดับความคิดเห็นต่อปัญหาอุปสรรคจากตัวพี่เลี้ยงมีผลต่อการทำงานโดยรวมอยู่ในระดับมาก (ค่าเฉลี่ย 4.17) และความต้องการพัฒนาศักยภาพของพี่เลี้ยงในศูนย์พัฒนาศักยภาพและอาชีพคนพิการโดยรวมอยู่ในระดับมาก (ค่าเฉลี่ย 4.11) โดยความต้องการพัฒนาศักยภาพของพี่เลี้ยงแต่ละด้าน ได้แก่ ด้านความรู้ ด้านทักษะ และด้านทัศนคติ อยู่ในระดับมากที่สุด มีค่าเฉลี่ย 4.78, 4.48 และ 4.80 ตามลำดับผู้วิจัยมีข้อเสนอแนะเชิงนโยบาย ให้หน่วยงานเปิดรับบุคลากรตำแหน่งพี่เลี้ยงให้มากขึ้นขยายศูนย์พัฒนาศักยภาพและอาชีพคนพิการให้มีมากขึ้น และมีมาตรการและแผนงานในการส่งเสริมและพัฒนาศักยภาพพี่เลี้ยงให้มีการคัดเลือกพี่เลี้ยงของแต่ละหน่วยงานไปฝึกอบรม เพิ่มพูนความรู้ และทักษะ รวมทั้งจัดทำคู่มือการทำงานของพี่เลี้ยง

The objective of this research are to study work performance, problems and obstacles and the potential development needs of mentors in the Centers for Empowerment and Vocation of Persons with Disabilities. Data collection were gathered through questionnaires and analysis with SPSS for Windows Program to find out their frequencies, percent, mean, and standard of deviation, also test their mutual independent of the two factors by Chi-Square.The result reveals that most of the mentors are males at 50.9, age between 21-40 years at 65.5, higher secondary / vocational education level at 83.6, working duration of 21-40 years at 87.3, mostly taking care of all types of person with disabilities at 72.7. Opinions about mentors’ work performance are at high level (x̄ 3.62), problems and obstacles of work are most of them having too much work load at 63.6, problems and obstacles in general are at high level (x̄ 4.17), potential development needs of them are at high level (x̄ 4.17) with need for skill and attitude are at highest level (x̄ 4.78) and (x̄ 4.80) respectively.Suggestions on policy dimension are: each center should increase more openings for mentor position as well as number of the Center for Empowerment and Vocation of Persons with Disabilities, measures and work plan in promoting and developing mentors’ potentiality must be set up and selection method must be used to find out the suitable ones from each center to join the training in order to promote their knowledge and skill, also manuals for mentors work performance should be prepared as well.
