แนวทางและกลไกการควบคุมตรวจสอบมาตรฐานและการรับรองมาตรฐานการผลิตสินค้าสิ่งบ่งชี้ทางภูมิศาสตร์ปลาสลิดบางบ่อ

Abstract

งานวิจัยนี้มีวัตถุประสงค์เพื่อ 1) หาแนวทางและกลไกการควบคุมตรวจสอบสินค้าสิ่งบ่งชี้ทางภูมิศาสตร์ปลาสลิดบางบ่อ 2) นำแนวทางที่ได้ไปสู่การเตรียมความพร้อมในการยื่นขอใช้ตราสัญลักษณ์สิ่งบ่งชี้ทางภูมิศาสตร์ปลาสลิดบางบ่อ ใช้กระบวนการวิจัยเชิงคุณภาพแบบชุมชนมีส่วนร่วม โดยมีกลุ่มเป้าหมายคือ ผู้เลี้ยงและผู้แปรรูปปลาสลิด หัวหน้าส่วนจากหน่วยงานจังหวัดสมุทรปราการ และภาคเอกชนที่เกี่ยวข้อง จากการดำเนินงานวิจัยทำให้ได้แนวทางดังต่อไปนี้คือ 1) ได้เกณฑ์มาตรฐานสินค้าสิ่งบ่งชี้ทางภูมิศาสตร์ปลาสลิดบางบ่อ ที่ทุกภาคส่วนเห็นชอบร่วมกัน 2) ได้คู่มือปฏิบัติงานและแผนการตรวจสอบสินค้าสิ่งบ่งชี้ทางภูมิศาสตร์ปลาสลิดบางบ่อ 3) ได้แนวทางการยื่นขอใช้ตราสัญลักษณ์สิ่งบ่งชี้ทางภูมิศาสตร์ปลาสลิดบางบ่อและการตรวจสอบ 4) เกิดกลไกการหนุนเสริมการควบคุมตรวจสอบมาตรฐานและการรับรองมาตรฐานการผลิตปลาสลิดบางบ่อ จากแนวทางดังกล่าวจะนำไปสู่การวางแผนและการขับเคลื่อนเพื่อเตรียมความพร้อมในการยื่นขอใช้ตราสัญลักษณ์สิ่งบ่งชี้ทางภูมิศาสตร์ปลาสลิดบางบ่อต่อไป โดยมีสำนักงานเกษตรและสหกรณ์จังหวัด สานักงานพาณิชย์จังหวัด และ สำนักงานประมงจังหวัดสมุทรปราการจะเป็นผู้ขับเคลื่อนเป็นหลักและมีหน่วยภาคีเครือข่ายเข้าร่วมดำเนินงานและให้การสนับสนุน

The purposes for this study to 1) find guidelines and mechanisms for product inspection, geographical indications, Bang bo gourami. 2) Using the guideline to prepare for the application for the use of the logo, geographic indication, Bang bo gourami. The research using a qualitative research process in a participatory community. The target groups are Gourami farmers and processors, head of the Division from Samut Prakan Province and some of related private sectors. The result give, 1) product standard, geographical indication, Bang bo gourami, which all sectors agreed together. 2) Obtain a manual for the operation and the inspection plan for the products of geographical indications. 3) Guidelines for applying for the logo, geographic indication and inspection. 4) Establish a mechanism to support the control, inspection, standardization and certification of Bang bo gourami production standards. From this approach, it will lead to planning and driving to prepare for the application for the use of the Bang bo gourami brand. With the provincial agriculture and cooperatives office, provincial commercial office and the Samut Prakan fisheries office, will be the main driving force and there are network partners to participate in the operation and provide support.
