การพัฒนาระบบสวัสดิการสังคมสำหรับผู้สูงอายุด้อยโอกาสเพื่อลดความเหลื่อมล้ำทางสังคม

Abstract

การวิจัยและพัฒนาวัตถุประสงค์เพื่อวิเคราะห์สถานการณ์ความเหลื่อมล้ำการใช้ระบบสวัสดิการสังคม วิเคราะห์นโยบาย กฎหมายและสร้างแบบจำลองระบบสวัสดิการสังคมที่ลดความเหลื่อมล้ำ พื้นที่ศึกษา คือ ต.หัวง้ม จ.เชียงราย ต.สูงเนิน จ. นครราชสีมา ต. น้ำตาล จ.สิงห์บุรีและ ต.ขุนทะเล จ.นครศรีธรรมราช ผลวิเคราะห์สถานการณ์ความเหลื่อมล้ำ พบว่าผู้สูงอายุด้อยโอกาสโดยมากรายได้ต่ำกว่าเส้นยากจน สวัสดิการที่เข้าถึงมากเป็นเบี้ยยังชีพ การดูแลสุขภาพเบื้องต้น สิทธิสวัสดิการที่เข้าไม่ถึงและไม่ต้องการ คือ การช่วยเหลือคดีความ สิทธิสวัสดิการที่เข้าไม่ถึง แต่ต้องการ คือ การดูแลจากครอบครัวยามลำบาก ผลวิเคราะห์นโยบายและกฎหมายพบว่าผู้สูงอายุด้อยโอกาสเข้าไม่ถึงสวัสดิการรัฐอย่างมีประสิทธิภาพ เบี้ยยังชีพไม่เพียงพอ นโยบายรัฐขาดการประเมินผลต่อเนื่อง บางสวัสดิการซ้ำซ้อน กฎหมายที่เกี่ยวข้องควรทบทวน แบบจำลองระบบสวัสดิการสังคมที่ลดความเหลื่อมล้ำพบ 4 รูปแบบ รูปแบบที่ 1: A+CG model Aging+Community-Government model) พื้นที่ต้องมีผู้สูงอายุแกนนำเข้มแข็งที่ช่วยให้ผู้สูงอายุด้อยโอกาสเข้าถึงสวัสดิการสังคม รูปแบบที่ 2: C+GA Model (Community+Government-Aging model) พื้นที่ต้องมีผู้นำระดับต่างๆ ของชุมชนเป็นบุคคลหลักช่วยเหลือ รูปแบบที่ 3:G+CA model (Government+Community-Aging model) บุคลากรรัฐเป็นหลักของการจัดสวัสดิการให้อย่างทั่วถึงและรูปแบบที่ 4:C+A+G model (Community+Aging+Government model) ผู้นำระดับต่างๆ ของชุมชนเป็นบุคคลหลักของการช่วยเหลือพร้อมผู้สูงอายุแกนนำที่เข้มแข็ง

This research and development is objected to 1) analyze welfare inequality 2) analyze policies and laws involvement, and 3) develop social welfare system leaded to decrease social inequality of aging. Tambon Huagnom, Chieng rai, Tambon Sungnean, Nakorn ratchasima, Tambon Namtal, Singburi, and Tambon Khuntale, Nakornsrithammarat were area of study. The results showed that most of the disparity aging had income less than poor lines. The social welfare which they access/receive was subsistence allowance and health screening. The social welfare which they never access and feel needless was lawsuit helping. The social welfare which they never access but feel need was helping from family. The analyzing of policies and laws showed that disparity aging ineffectively access/receive governmental welfare. The subsistence allowance was not sufficient. Some welfares were stacked, and some laws and regulators should be reviewed. The 4 models of social welfare system which reduce inequality of disparity aging were synthesized. Firstly: A+CG model (Aging+Community-Government model) means the strong elderly leaders are key persons for helping disparity aging. Secondly: C+GA Model (Community+Government-Aging model) means the strong community leaders are key persons for helping disparity aging. Third: G+CA model (Government+Community-Aging model) means the strong local government personnel allocate resources for disparity aging. Forth: C+A+G model (Community+Aging+Government model), the best model, the various levels of community leaders and strong elderly leaders are key persons for helping disparity aging.
