การสร้างคุณค่าและสมรรถนะหลักนักสังคมสงเคราะห์วิชาชีพ

Abstract

การวิจัยเรื่อง “คุณค่าและสมรรถนะหลักของนักสังคมสงเคราะห์วิชาชีพในหน่วยงานรัฐ” มีวัตถุประสงค์เพื่อศึกษาคุณค่าและสมรรถนะหลักของวิชาชีพสังคมสงเคราะห์ที่จําเป็น ทันต่อการเปลี่ยนแปลงทางสังคม และเพื่อหาแนวทางการเพิ่มสมรรถนะหลักในการทํางานสังคมสงเคราะห์วิชาชีพในหน่วยงานภาครัฐ ระเบียบวิธีวิจัยแบบผสานวิธี ประกอบด้วยการวิจัยเชิงปริมาณ สํารวจความคิดเห็นของกลุ่มตัวอย่างจํานวน 1,250 คน ตามสัดส่วนของจํานวนประชากรที่เป็น นักสังคมสงเคราะห์ใน 11 หน่วยงาน การวิจัยเชิงคุณภาพ โดยการสัมภาษณ์เจาะลึกผู้ทรงคุณวุฒิ จํานวน 15 คน ผลการวิจัยพบว่า กลุ่มตัวอย่างส่วนใหญ่เห็นว่า คุณค่าของนักสังคมสงเคราะห์วิชาชีพคือการมีศักดิ์ศรีและคุณค่าความเป็นมนุษย์มีความสําคัญต่อวิชาชีพสังคมสงเคราะห์มากที่สุด สมรรถนะหลักของวิชาชีพสังคมสงเคราะห์ที่จําเป็นมากที่สุด 5 อันดับแรก คือ 1) การแสวงหาข้อเท็จจริงและการสืบค้นข้อมูลอย่างรอบด้าน 2) การรู้เท่าทันสถานการณ์ สามารถคิดวิเคราะห์/คิดเชิงเหตุผล 3) การประเมินสภาวะผู้ใช้บริการ ประเมินครอบครัว ความเสี่ยงและความรุนแรงที่ก่อผลกระทบต่อผู้ใช้บริการ4)การเห็นภาพองค์รวมสามารถเชื่อมโยงมิติของปัญหาเชิงบูรณาการการมองภาพองค์รวม และ 5) ความเข้าใจความหลากหลายในมิติทางสังคมและวัฒนธรรมของผู้ใชับริการ แนวทางการสร้างคุณค่าและสมรรถนะหลักนักสังคมสงเคราะห์วิชาชีพ คือการพัฒนาศักยภาพของนักสังคมสงเคราะห์ในการเก็บรวบรวมข้อมูลรายกรณีให้เป็นระบบ การเพิ่มความสามารถในการสร้างโปรแกรมพัฒนาระบบฐานข้อมูลบริการสังคมสงเคราะห์ออนไลน์ และพัฒนาข้อมูลระบบดิจิทัล ซึ่งเป็นบทบาทของสถาบันการศึกษาที่สอนวิชาชีพสังคมสงเคราะ์ต้องปรับปรุงหลักสูตรให้นักศึกษามีสมรรถนะดังกล่าวเพื่อตอบสนองต่อความต้องการจําเป็นของสังคมที่มีต่อวิชาชีพสังคมสงเคราะห์ข้อเสนอแนะต่อสํานักงานคณะกรรมการข้าราชการพลเรือน (กพ.) ควรสนับสนุนให้นักสังคมสงเคราะห์ได้รับค่าตอบแทนวิชาชีพ สภาวิชาชีพสังคมสงเคราะห์ สมาคมนักสังคมสงเคราะห์ และสมาคมสภาการศึกษาสังคมสงเคราะห์ศาสตร์และสวัสดิการสังคมไทยควรบูรณาการความร่วมมือพัฒนาสมรรถนะทางวิชาชีพด้านการปฏิบัติงาน คือ ความรู้เท่าทันสถานการณ์ ความสามารถคิดวิเคราะห์/คิดเชิงเหตุผล การบริหารทรัพยากรอย่างคุ้มค่า โปร่งใส การทํางานเป็นทีม การสังเคราะห์องค์ความรู้จากงานวิจัยไปใช้ประโยชน์ในแต่ละระดับ รวมทั้งพัฒนาให้เกิดโยบายสาธารณะ และสถาบันการศึกษาควรปรับปรุงหลักสูตรการเรียนการสอนโดยเน้นการฝึกปฏิบัติงานจริงเพิ่มระยะเวลาการฝึกทักษะให้มากขึ้น

The objective of research on “Value and Core Competencies of Professional Social Workers in Government Agencies” is twofold: to study the value and essential core competencies of professional social workers in the government agencies, and to find out the Increase of core competency guidelines of professional social workers. The mixed methods were composed of quantitative to survey 1,250 samples in 11 government agencies, and in-depth interview 15 professional social workers for qualitative research. The study was revealed the most important value of a professional social worker is human dignity, the top five core competencies of professional social work include 1) Cautiously in fact-finding, 2) Knowing the updated situation including logically in thinking/analysis, 3) Evaluation of the clients' condition, family, risk, and violation that might be happening to clients, 4) Holistic view and able to integrate problems that related to a holistic approach, 5) Understanding of a variety of social and cultural of clients. Guideline for creating the core competency is capacity building on systematical of data collection of casework, increasing competency to develop data-based online, developing digital data which is the role of educational institution that teaches the social work profession to improve the necessary courses of society towards the social work profession. Recommendations to the Office of the Civil Service Commission (OCSC) should pay more attention to the social work profession, supporting social workers to receive professional compensation. Council of Social Work Professions, Association of Social Workers, and the Thai Association of Social Work and Social Welfare Education should integrate cooperation to develop professional competence in practice on knowledge about the situation analytical/rational thinking ability, worthwhile resource management, transparency, teamwork. synthesis of knowledge from research for use at each level including developing a public policy. The educational institutions should improve their teaching and learning curriculum by focusing on practical training, increasing the duration of skill training.
