ความคิดเห็นต่อนโยบาย 30 บาทรักษาทุกที่ของประชาชนอำเภอท่าใหม่ จังหวัดจันทบุรี

Abstract

การวิจัยครั้งนี้เป็นการวิจัยแบบเชิงสำรวจ (Survey Research) วัตถุประสงค์ศึกษาความคิดเห็นต่อนโยบาย 30 บาทรักษาทุกที่และเปรียบเทียบความคิดเห็นต่อนโยบาย 30 บาทรักษาทุกที่ ของประชาชนอำเภอท่าใหม่ จังหวัดจันทบุรีกลุ่มตัวอย่าง ประชาชนอำเภอท่าใหม่ จำนวน 423 คน ด้วยวิธีการสุ่มแบบหลายขั้นตอน (Multiple Random Sampling) เก็บข้อมูลในวันที่ 15 เดือน ธันวาคม 2567 ถึง มกราคม 2568 เครื่องมือที่ใช้ในการวิจัยประกอบด้วย แบบบันทึกข้อมูลส่วนบุคคล แบบสอบถามความคิดเห็นต่อนโยบาย 30 บาทรักษาทุกที่ และแบบสัมภาษณ์ข้อเสนอแนะ ต่อนโยบาย 30 บาทรักษาทุกที่ ตรวจสอบคุณภาพของเครื่องมือด้วยวิธีความตรงตามเนื้อหา (CVI) เท่ากับ 0.85 และหาค่าความเชื่อมั่นด้วยวิธีครอนบาคแอลฟาได้ค่าความเชื่อมั่นเท่ากับ 0.82 วิเคราะห์ข้อมูลด้วยสถิติพรรณนา วิเคราะห์ความแตกต่างความคิดเห็นต่อนโยบาย 30 บาท ของข้อมูลส่วนบุคคลด้วยสถิติความแปรปรวนทางเดียว (One-way ANOVA) ผลการวิจัย กลุ่มตัวอย่างส่วนใหญ่มีความคิดเห็นต่อนโยบาย 30 บาทรักษาทุกที่อยู่ในระดับปานกลางคิดเป็นร้อยละ 60.30 โดยมีคะแนนเฉลี่ยเท่ากับ 44.01 กลุ่มตัวอย่างที่เคย รับบริการใบรับรองแพทย์ดิจิทัล, บริการใบสั่งยาออนไลน์, บริการการส่งยาทางไปรษณีย์, บริการคลินิกพยาบาลอบอุ่น, บริการเทคนิคการแพทย์ชุมชน, บริการคลินิกเวชกรรมชุมชน, บริการคลินิกกายภาพบำบัดชุมชนอบอุ่น, บริการคลินิกทันตกรรมชุมชนอบอุ่นและบริการ แพทย์แผนไทยชุมชนอบอุ่นมีคะแนนความคิดเห็นต่อนโยบาย 30 บาทรักษาทุกที่สูงกว่า กลุ่มที่ไม่เคยรับบริการ กลุ่มตัวอย่างที่มีอายุที่แตกต่างกันและรายได้ที่แตกต่างกันมีความคิดเห็น ต่อนโยบาย 30 บาทรักษาทุกที่แตกต่างกันอย่างมีนัยสำคัญทางสถิติ ผลการวิจัยครั้งนี้เป็นแนวทางเจ้าหน้าที่สาธารณสุขหรือผู้ที่เกี่ยวข้อง ในการพัฒนาช่องทาง การประชาสัมพันธ์นโยบาย 30 บาทรักษาทุกที่ที่เหมาะสม โดยเน้นการเสริมสร้างการรับรู้นโยบาย 30 บาทรักษาทุกที่ที่ให้บริการในพื้นที่ รวมทั้งการปรับปรุงบริการนโยบาย 30 บาทรักษาทุกที่ ในสถานบริการอย่างต่อเนื่อง

This study is a survey research aimed at examining public opinions on the "30 Baht Healthcare for All" policy and comparing these opinions among residents of Tha Mai District, Chanthaburi Province. The sample group consisted of 423 residents, selected using a multi-stage random sampling method. The data was collected from December 15,2024, to January 2025. The research instruments included a personal information record form, a questionnaire on opinions toward the "30 Baht Healthcare for All" policy, and an interview form for policy recommendations. The validity of the instruments was assessed using the Content Validity Index (CVI), yielding a value of 0.85, while reliability was tested using Cronbach’s alpha, resulting in a reliability coefficient of 0.82. Data analysis was conducted using descriptive statistics, and differences in opinions based on demographic variables were examined using one-way ANOVA. The findings revealed that the majority of respondents held a moderate opinion of the"30 Baht Healthcare for All" policy, accounting for 60.30% of the sample, with an average score of 44.01. Respondents who had used services such as digital medical certificates, online prescription services, postal medication delivery, warm-clinic nursing services, community medical technology services, community general practice clinics, warm-clinic physical therapy, warm-clinic dental services, and community-based Thai traditional medicine reported significantly higher satisfaction with the policy compared to those who had never used these services. Furthermore, significant statistical differences were found in policy opinions among respondents of different age groups and income levels. The findings of this study provide valuable insights for public health officials and relevant stakeholders in enhancing communication channels for the "30 Baht Healthcare for All" policy. The study emphasizes the need to increase public awareness of the available services with in their local areas and to continuously improve the implementation of the policy in health care facilities.
