การบริหารงานขององค์การบริหารส่วนตำบลคลองสระบัวกับการมีส่วนร่วมของประชาชน : การสืบทอดวัฒนธรรมการปั้นหม้อดินเผาจังหวัดพระนครศรีอยุธยา

Abstract

การศึกษาเรื่อง “การบริหารงานขององค์การบริหารส่วนตำบลคลองสระบัวกับการมีส่วนร่วมของประชาชน : การสืบทอดวัฒนธรรมการปั้นหม้อดินเผา จังหวัดพระนครศรีอยุธยา” มีวัตถุประสงค์ดังนี้ 1) เพื่อศึกษาสภาพการดำเนินชีวิตประจำวันและการประกอบอาชีพของประชาชนในพื้นที่องค์การบริหารส่วนตำบลคลองสระบัว 2) เพื่อศึกษาถึงระดับการมีส่วนร่วมของประชาชนในการบริหารงานขององค์การบริหารส่วนตำบลเกี่ยวกับการค้นหามรดกทางวัฒนธรรมการสืบทอดอาชีพการปั้นหม้อดินเผา 3) เพื่อศึกษาว่าปัจจัยใดมีผลมากน้อยต่อการมีส่วนร่วมของประชาชน กับการบริหารขององค์การบริหารส่วนตำบล ในการอนุรักษ์และสืบทอดมรดกทางวัฒนธรรมอาชีพการปั้นหม้อดินเผา 4) เพื่อศึกษาปัญหา อุปสรรค และข้อเสนอแนะของการมีส่วนร่วมของประชาชนกับการบริหารงานขององค์การบริหารส่วนตำบล ในการค้นหา อนุรักษ์ และสืบทอดมรดกทางวัฒนธรรมอาชีพการปั้นหม้อดินเผา จากการศึกษาในครั้งนี้ พบว่าการดำเนินชีวิตของประชาชนในตำบลคลองสระบัว จะเปลี่ยนจากสังคมแบบชนบทมาสู่การเป็นสังคมเมือง ซึ่งประชาชนร้อยละ 90 มีอาชีพรับราชการ และรับจ้างในโรงงานอุตสาหกรรม ร้อยละ 10 จะประกอบอาชีพอื่น ๆ เช่น ค้าขาย ทำเครื่องปั้นดินเผา เผาถ่าน ทำอิฐมอญ เลี้ยงปลา เลี้ยงไก่ เป็นต้น ประชาชนประมาณร้อยละ 99 นับถือศาสนาพุทธ ร้อยละ 1 นับถือศาสนาอิสลาม และช่วงเวลากลางวันของวันธรรมดาจะมีแต่ผู้สูงอายุอยู่เฝ้าบ้าน คนพื้นเพเดิมตำบลคลองสระบัวจะมีอาชีพปั้นหม้อดินเผาบางคนก็หันไปทำอาชีพอื่น การบริหารงานขององค์การบริหารส่วนตำบลคลองสระบัว ได้ให้ความสำคัญกับโครงการที่เป็นโครงสร้างพื้นฐาน และการพัฒนาแหล่งน้ำมากกว่า เนื่องจากความเคยชินที่ได้มีการปฏิบัติตามกันมา จึงไม่ค่อยให้ความสำคัญกับอาชีพการปั้นหม้อดินเผามากนัก สำหรับระดับการมีส่วนร่วมของประชาชนในการบริหารงานขององค์การบริหารส่วนตำบล เกี่ยวกับการค้นหามรดกทางวัฒนธรรม การสืบทอดอาชีพการปั้นหม้อดินเผา เกี่ยวกับการร่วมค้นหาสาเหตุของปัญหา เสนอความเห็น ร่วมกำหนดปัญหาและวางแผน ร่วมปฏิบัติกิจกรรมอนุรักษ์อาชีพการปั้นหม้อดินเผา และการติดตามผลการดำเนินงานอยู่ในระดับที่ไม่มีส่วนร่วมเลย เนื่องจากมีแต่ความคิดที่จะอนุรักษ์และสืบทอดอาชีพดังกล่าวแต่ยังมิได้มีการดำเนินการแต่อย่างใดในปัจจุบัน ปัจจัยที่มีผลต่อการมีส่วนร่วมของประชาชน กับการบริหารงานขององค์การบริหารส่วนตำบล ในการอนุรักษ์และสืบทอดอาขีพการปั้นหม้อดินเผา ประกอบด้วยความเข้าใจในบทบาทหน้ที่ ความเข้าใจในการจัดทำแผนพัฒนาตำบล ความคาดหวังในผลประโยชน์ การได้รับข้อมูลข่าวสาร และการมีกิจกรรมร่วมกันในตำบล ซึ่งในตำบลคลองสระบัวมีสิ่งเหล่านี้ค่อนข้างน้อย จึงมีผลทำให้การมีส่วนร่วมในการอนุรักษ์อาชีพการปั้นหม้อดินเผาน้อยตามไปด้วย และปัญหาอุปสรรคของการมีส่วนร่วมของประชาชนในการอนุรักษ์ และสืบทอดอาชีพการปั้นหม้อดินเผา คือ ขาดบุคคลที่จะมารับการถ่ายทอดต่อ ประชาชนขาดความศรัทธา ความเชื่อถือและไว้วางใจในตัวผู้นำ และองค์การบริหารส่วนตำบล มองไม่เห็นความสำคัญของอาชีพการปั้นหม้อดินเผา

The objective of this study are as follows: 1. To study the lifestyle and occupations of people in the area under The administration of Klongsabua Sub-District Administrative Organization 2. To study the level of public participation in the Klongsabua Sub-District Administrative Organization administration regarding the preservation and the promotion of pottery making. 3. To identify factors effecting public participation in the Klongsabua Sub-District Administrative Organization administration regarding the preservation and the promotion of pottery making; and 4. To identify problems regarding public participation and offer suggestions to increase participation in Klongsabua Sub-District Administrative Organization administration regarding the preservation and the promotion of pottery making. The study shows that people in the area under the administration of Klongsabua Sub-District Administrative Organization have changed their lifestyles from a country lifestyles to an urban lifestyle. During the daytime only the elderly are found at home. About 90% of the population in the area work for the government and industries, leaving 10% for other occupations, i.e. merchants, pottery makers, clay brick makers, charcoal makers, fish farmers and chicken farmers. Only a few local residents, who have lived there for generations continue making pottery. Based on religion, 99% of the people are Buddhists, and 1% are Muslims. In the Klongsabua Sub-District Administrative Organization administration infrastructure and water resource development have been a focus, following traditional practices. The occupation of pottery making has not received significant attention. People in the area are interested in preserving and promoting the art of pottery making.. However, there has not been any public participation in administration of the administrative organization regarding the preservation and promotion of the pottery making, defining problems, planning problem solving strategies and activities promoting pottery making of follow-up activities for the projects. In respect to the fourth objective of the study, the following are factors affecting public participation in the Klongsabua Sub-District Administrative Organization administration regarding the preservation and the promotion of pottery making: 1. Their understanding of the peoples roles and responsibilities; 2. Their ability to draw a development plan for the sub-district; 3. Their expectation of profit; 4. Available information; and 5. Their participation in activities in the sub-district With regard to problems in public participation for the preservation and the promotion of pottery making, the study shows that there is a lack of interest among younger people in learning the skill, a lack of faith and trust in the village administrators and the administrative organization, and a lack of interest in pottery making.
