การศึกษาวิจัยโครงการวิจัยการสร้างมูลค่าเพิ่มเพื่อขับเคลื่อนเศรษฐกิจปลาสลิดจังหวัดสมุทรปราการ เป็นการศึกษาวิจัยที่มหาวิทยาลัยหัวเฉียวเฉลิมพระเกียรติได้รับทุนจากสำนักงานคณะกรรมการส่งเสริมวิทยาศาสตร์ วิจัย และนวัตกรรม (สกสว.) โดยมีวัตถุประสงค์จของโครงการวิจัยที่สำคัญ 3 ประการ คือ เพื่อพัฒนาระบบบริหารจัดการงานวิจัยของคณะและมหาวิทยาลัย ให้สามารถผลิตงานวิจัยที่ใช้ประโยชน์ได้จริง ทั้งในลักษณะบูรณาการและเฉพาะศาสตร์ สามารถนำไปพัฒนาชุมชนหรือสร้างความเป็นเลิศทางวิชาการในสาขาวิชาต่างๆ ในลักษณะชุดโครงการวิจัยหรือโครงการวิจัยเดี่ยว เพื่อขับเคลื่อนเศรษฐกิจปลาสลิดจังหวัดสมุทรปราการให้เป็นแผล่งผลิต แปรรูป จำหน่าย ที่มีคุณภาพ มาตรฐาน ปลอดภัย เป็นมิตรต่อสิ่งแวดล้อม และมีมูลค่าสูง และเพื่อพัฒนากลไกการทำงานของมหาวิทยาลัยร่วมกับกลไกพัฒนาจังหวัดอย่างเป็นรูปธรรม จากการศึกษาวิจัยที่เกิดจากการพัฒนาระบบริหารจัดการงานวิจัยเชิงพื้นที่ ทำให้เกิดการสร้างนักจัดการงานวิจัยเกิดขึ้นในองค์กร จำนวน 8 คน เกิดนักวิจัยทั้งสิ้น 56 คน โดยเป็นนักวิจัยรุ่นใหม่ที่ยังไม่มีประสบการณ์วิจัยเชิงพื้นที่ จำนวน 46 คน และเกิดนำระบบและกลไกการบริหารจัดการงานวิจัยของมหาวิทยาลัยที่ได้พัฒนาจากผลการศึกษาระยะที่ 1 มาปรับใช้ ทำให้เกิดการพัฒนาโจทย์วิจัยเกี่ยวกับการพัฒนาคุณภาพชีวิตของประชาชนจังหวัดสมุทรปราการเพิ่มขึ้น ส่วนผลการศึกษาวิจัยเพื่อตอบโจทย์การสร้างมูลค่าเพิ่มเพื่อขับเคลื่อนเศรษฐกิจปลาสลิดจังหวัดสมุทรปราการ นั้น มีผลงานวิจัยเกิดขึ้นจากโครงการนี้ 13 โครงการ ประกอบด้วย 1 ชุดโครงการวิจัย และ 12 โครงการวิจัยเดี่ยว มีกลุ่มคนที่ได้รับประโยชน์จากโครงการวิจัย ได้แก่ กลุ่มเกษตรกร 4 กลุ่ม จำนวน 143 คน กลุ่มวิสาหกิจชุมชน 1 กลุ่ม จำนวน 23 คน และกลุ่มผู้ประกอบการแปรรูปปลาสลิดรายย่อย จำนวน 30 ราย โดยครอบคลุมพื้นที่ 4 อำเภอในจังหวัดสมุทรปราการ การดำเนินการทำให้เกิดงานวิจัยที่ตรงกับความต้องการของพื้นที่และสร้างการมีส่วนร่วมจากชุมชนและผู้เกี่ยวข้อง ซึ่งสามารถนำผลการศึกษาวิจัยไปใช้ประโยชน์ได้ โดยมีการบูรณาการงานวิจัยกับการบริการวิชาการ และหรือการเรียนการสอน ทำให้อาจารย์และนักศึกษาเกิดการเรียนรู้และมีประสบการณ์การทำงานในชุมชนเพิ่มขึ้น และชุมชนได้รับการพัฒนาในมิติต่างๆ เพิ่มมากขึ้น สอดคล้องกับผลผลิต และผลลัพธ์ที่ได้ตั้งเป้าหมายไว้ ตลอดจนการเกิดสัมพันธภาพอันดีระหว่างมหาวิทยาลัยกับภาคีเครือข่ายในพื้นที่ นำมาซึ่งการเสนอแผนยุทธศาสตร์เพื่อยกระดับและเพิ่มมูลค่าผลิตภัณฑ์ปลาสลิด จังหวัดสมุทรปราการ ครบวงจรให้กับจังหวัดสมุทรปราการ ทั้งนี้ นักจัดการงานวิจัยได้มีข้อเสนอแนะต่อสถาบันเกี่ยวกับการปรับปรุงและพัฒนาระบบและกลไกการบริหารจัดการงานวิจัยของมหาวิทยาลัย ข้อเสนอแนะต่อการพัฒนางานวิจัยเพื่อตอบโจทน์ของพื้นที่ และข้อเสอนต่อ สกสว. หรือแหล่งทุน
The value-added research aiming to drive the snakeskin gourami economic chain in Samut Prakan province is a Hauchiew Chalermprakiet University research, funded by the Thailand Science Research and Innovation (TSRI) with 3 important objectives which are 1) To strengthened the research management system of Huachiew Chalermprakirt University, thus, able to produce research that is truly useful both in an integrated and specialized manner 2) To develop a community or to create academic excellence in various fields in form of a set research project or a single research project 3) To drive the snakeskin gourami economy in Samut Prakan province to be a source of production, processing, and distribution with high quality, standardized, safe, environmental friendly and with high value, and to develop a concrete working mechanism between university and provincial development. From the development of spatial research management system, we generated 8 research managers and 56 researchers. Out of 56 researchers, 46 are new with no experience in spatial research. This research also applied the system and management mechanism of the university's research which previously developed in Phase I, resulting in the development of research problems related to the development of the quality of life of people in Samut Prakan province. The value-added research aiming to drive the snakeskin gourami economic chain in Samut Prakan province resulted in 13 sub-research projects consisting of 1 set of research project and 12 single research projects. People who benefited from these research projects were 4 group of farmers consisting of 143 farmers, a group of community enterprise consisting of 23 people, a group of snakeskin gourami processor consisting of 30 people covering 4 districts in Samut Prakan province. The operation created a research that met the needs of the area and created community participation from all related parties. The result of this research can be integrated with academic services and/or teaching. Teachers and students can have more work experience in the community while the community can be developed in various dimensions in accordance with productivity and set target as well as establishing a good relationship between the university and area network partners, thus resulting in a comprehensive strategic plan to enhance and add value to Samut Prakan snakeskin gourami products. In this regard, research managers have suggested to the university, research development, and TSRI or funding sources on an improvement and development of the university research management system and mechanism.
