ภาครัฐกับลู่ทางการส่งเสริมปลาสลิดบางบ่อผ่านทางนโยบายเกษตรแปลงใหญ่ จังหวัดสมุทรปราการ

Abstract

บทความนี้มีวัตถุประสงค์เพื่อสร้างความเข้าใจนโยบายเกษตรแปลงใหญ่ ผลของนโยบายเกษตรแปลงใหญ่ปลาสลิดจังหวัดสมุทรปราการที่มีต่อเกษตรกร วิเคราะห์จุดอ่อน จุดแข็ง ปัญหาและอุปสรรค เป็นแนวทางพัฒนาศักยภาพเกษตรกรและสร้างความได้เปรียบเชิงการแข่งขัน จากรายงานการประชุมเกษตรแปลงใหญ่ปลาสลิด 30 คน และตัวแทนภาครัฐ สรุปดังนี้ นโยบายเกษตรแปลงใหญ่มุ่งพัฒนาตั้งแต่ต้นน้ำ กลางน้ำ และปลายน้ำ สมาชิกได้รับรองมาตรฐาน มีศูนย์กลางแปรรูป เงื่อนไขคือรวมกลุ่มเกษตรกร 30 ราย พื้นที่ติดกันไม่น้อยกว่า 300 ไร่ ผลิตสินค้าเดียวกัน เป้าหมายใน 3 ปี สามารถลดต้นทุนและเพิ่มผลผลิตร้อยละ 20 มีอำนาจต่อรอง และเข้าถึงแหล่งเงินทุน ผลการดำเนินงานด้านลดต้นทุนและเพิ่มผลผลิตยังไม่ได้ตามเป้าหมาย การรวมกลุ่มไม่ถึงขั้นมีอำนาจเจรจาต่อรอง และยังไม่มีการกำหนดมาตรฐานผลิตภัณฑ์และราคา

The objectives of this article are to enhance knowledge of The Large Agricultural Land Plot Program, the results of this program toward Bangbo Snakeskin of Samut Prakan Province, analyze strength, weakness, problems and obstacles to develop the potential of farming and processing snakeskin and to have competitive advantage. Results of 30 farmers meeting in this program and 4 government representatives showed that this program aimed to develop from upstream, midstream and downstream, the members get standard certification, have transformation center. With the conditions of collecting 30 farmers and at least 300 Rai in adjacent areas and have same products. The target within 3 years, farmer can reduce cost and enhance productivity not less than 20 percent, can access funding sources. The results revealed that cost reduction and productivity not as successful as it should be, have not yet reached the bargaining power including lack of product and price standard.
