กลไกความร่วมมือเพื่อหนุนเสริมการขับเคลื่อนการใช้ตราสัญลักษณ์สิ่งบ่งชี้ทางภูมิศาสตร์ปลาสลิดบางบ่อ จังหวัดสมุทรปราการ

Abstract

สิ่งบ่งชี้ทางภูมิศาสตร์ (Geographical indication; GI) เป็นสัญลักษณ์ที่แสดงถึงความมีชื่อเสียง คุณลักษณะที่เป็นจุดเด่นของสินค้า ที่เกิดขึ้นจากภูมิปัญญาของคนในท้องถิ่น และเป็นสิ่งที่ทุกคนในท้องถิ่นควรอนุรักษ์ หวงแหนและร่วมปกป้องคุ้มครองและส่งเสริม ให้ยังคงคุณภาพ และความมีชื่อเสียงตลอดไป ดังนั้น ผู้ว่าราชการจังหวัดสมุทรปราการ จึงได้สนับสนุนให้นำปลาสลิด ซึ่งเป็นปลาที่มีชื่อเสียงที่สุดของจังหวัดไปขอขึ้นทะเบียน GI โดยใช้ชื่อ "ปลาสลิดบางบ่อ" และได้มีการทำงานร่วมกันของภาคีเครือข่ายจังหวัดสมุทรปราการทั้งจากหน่วยงานท้องถิ่น หน่วยงานจังหวัด ภาครัฐ ภาคเอกชนและสถาบันการศึกษา จัดทำคำขอขึ้นทะเบียนสิ่งบ่งชี้ทางภูมิศาสตร์ ปลาสลิดบางบ่อ เสนอไปยังกรมทรัพย์สินทางปัญญา จากงานวิจัยที่ผ่านมาพบว่า บทบาทและความเชื่อมโยงของหน่วยงานแต่ละภาคส่วน เป็นสิ่งสำคัญที่จะทำให้สินค้าที่ได้รับการขึ้นทะเบียนสิ่งบ่งชี้ทางภูมิศาสตร์นั้นประสบผลสำเร็จ และปัญหาที่ผู้วิจัยพบ คือ จังหวัดสมุทรปราการยังขาดฐานข้อมูลปลาสลิดและการบริหารจัดการที่เอื้อต่อการขอ GI ระบบการยื่นขอใช้ตรา การควบคุมตรวจสอบ คณะกรรมการแผนการดำเนินงานที่ไม่ชัดเจน การสร้างความสนใจให้ชุมชนขอใช้ตรา GI เช่น ขาดการสนับสนุนบรรจุภัณฑ์ การประชาสัมพันธ์ และช่องทางการตลาดของสินค้า GI เป็นต้น งานวิจัยนี้จึงมีวัตถุประสงค์เพื่อพัฒนากลไกความร่วมมือของภาคีเครือข่ายการพัฒนาจังหวัดสมุทรปราการ ในการหนุนเสริมการใช้ตราสัญลักษณ์สิ่งบ่งชี้ทางภูมิศาสตร์ปลาสลิดบางบ่อ โดยนำองค์ประกอบ 5 ด้านมาใช้ในการขับเคลื่อน คือ 1) การใช้ฐานข้อมูลสารสนเทศปลาสลิดจังหวัดสมุทรปราการ 2) การควบคุมตรวจสอบมาตรฐานและการรับรองมาตรฐานการผลิตปลาสลิดบางบ่อ 3) การสร้างมูลค่าเพิ่มจากบรรจุภัณฑ์ปลาสลิดแปรรูป 4) การประชาสัมพันธ์ 5) การเจรจาการค้าการเชื่อมต่อการตลาด จากการดำเนินงานวิจัยได้เก็บข้อมูลผู้มีส่วนเกี่ยวข้อง จัดประชุมกลุ่มย่อยและสังเคราะห์ข้อมูล จึงได้แนวทางในการขับเคลื่อนเป็นแผนการดำเนินงาน "การหนุนเสริมการขับเคลื่อนการใช้ตราสัญลักษณ์สิ่งบ่งชี้ทางภูมิศาสตร์ปลาสลิดบางบ่อ จังหวัดสมุทรปราการ" โดยในแผนการดำเนินงานมีโครงการและกิจกรรมที่ครอบคลุมใน 5 ประเด็นหลักคือ 1. การหนุนเสริมด้านการใช้ฐานข้อมูลสารสนเทศปลาสลิดจังหวัดสมุทรปราการ 2. การหนุนเสริมด้านการพัฒนาระบบการควบคุมตรวจสอบและการรับรองมาตรฐานสินค้า GI 3. การหนุนเสริมด้านการผลิตบรรจุภัณฑ์ปลาสลิดแปรรูป 4. การหนุเสริมด้านการประชาสัมพันธ์และสื่อสารทางการตลาด 5. การหนุนเสริมด้านการเจรจาการค้าการเชื่อมต่อการตลาด โดยในแต่ละโครงการและกิจกรรมมีผู้รับผิดชอบที่ชัดเจน และพร้อมที่จะสนับสนุนและรองรับการยื่นขอใช้ตราสัญลักษณ์สิ่งบ่งชี้ทางภูมิศาสตร์ปลาสลิดบางบ่อ ของชุมชนในจังหวัดสมุทรปราการ

Geographical indication, GI is a symbol of fame product features arising from the wisdom of the local people. Everyone in the locality preserve cherish and participate in protection, and promotion to maintain quality and fame forever. Therefore, the Samut prakan province governor, encourgaed to bring gourami fish which is the most famous fish in the province to register GI under the name "Plasalid Bang bo", and have a collaboration of network partners in Samut prakan province, both from local authorities provincial, government, private sector and educatinal institutions make a request to register grographical indication "Plasalid Bang bo" proposed to the department of intellectual property. From the literature reviewed, it was found that the role and connection of each department is important for successful geographical indication products. The problems in Samut Prakan province, we found that, still lacks of Snakeskin gourami database and management to support GI request, the control and inspection of the operation plan committee is unclear, creating interest for the community to use the GI badge, such as the lack of packaging support public relatins and marketing channels of GI products, etc. The objective of this research is to develop the cooperation mechanism of the Samut Prakan provincial develpment network, to reinforce the use of the geographical indication logo for Plaslid Bang bo, by using 5 components to drive, which are 1) the use of S. gourami database in Samut Prakan. 2) The control, inspection and certification of bang bo S. gourami production standards. 3) Adding value from processed S.gourami packaging. 4) Public relations. 5) Trade negotiations, marketing connections. The results of this research, the data of the stakeholder were collected. Organize a small group meeting and data synthesis therefore have guidelines for driving as an action plan "supporting the promotion of the use of logos, geographical indicators, Plasalid Bang bo, Samut Prakan province". The operation plan, there are projects and activities covering 5 main points which are 1) supporting the use of S.gourami database in Samut Prakan province. 2) Supporting the developing of the control, inspection and certification systems for GI products. 3) Supporting the production of processed S. gourami packaging. 4) Supporting public relations and marketing communications. 5) Supporting trade negotiations, marketing connections. Each project and activity has a clear responsibility, and ready to support and the request for the use of logos geographical indications, "Plasalid Bang bo" of communities in Samut Prakan province
