วิทยุชุมชน : ปัญหาและแนวทางแก้ไข

Abstract

งานวิจัยนี้มีวัตถุประสงค์เพื่อรวบรวมประเด็นปัญหา แนวทางในการแก้ปัญหา แนวคิดพื้นฐานในการพัฒนาวิธีการกำกับวิทยุุชุมชน เพื่อยกระดับการบริการของวิทยุชุมชนให้ตอบสนองความต้องการของชุมชน โดยมีผลการศึกษา 4 ประเด็น คือ ประเด็นปัญหาวิทยุชุมชนพบว่า 1) ผู้ประกอบกิจการวิทยุชุมชนขาดความเข้าใจเกี่ยวกับการดำเนินกิจการวิทยุชุมชนอย่างแท้จริง หรือบางสถานีใช้โอกาสที่ยังไม่มี กสทช. เข้ามากำกับดูแลในการแสวงหาผลประโยชน์ส่วนตัว 2) เนื้อหาที่นำเสนอในวิทยุชุมชนส่วนใหญ่เป็นเนื้อหาบันเทิงมากกว่าสารประโยชน์หรือเรื่องราวที่เกี่ยวข้องกับชุมชน 3) สถานีวิทยุชุมชนจำนวนมากไม่ปฏิบัติตามข้อกำหนดทางด้านเทคนิคและเครื่องมือ ทำให้เกิดปัยหาการส่งสัญญาณรบกวนคลื่นของสถานีวิทยุอื่น 4) ผู้ฟังวิทยุชุมชนจำนวนมากไม่เข้าใจแนวคิด วัตถุประสงค์ของการมีวิทยุชุมชน ทำให้วิทยุชุมชนบางแห่งไม่ได้รับการสนับสนุนจากประชาชนผู้ฟังวิทยุชุมชน แนวทางในการแก้ไขปัญหาวิทยุชุมชนพบว่าในระหว่างที่ กทช. เป็นผู้รับผิดชอบชั่วคราว ควรเร่งดำเนินการจัดทำตัวบทกฎหมาย ระเบียบ ข้อบังคับ เพื่อจัดระเบียบให้วิทยุชุมชนดำเนินกิจการอย่างถูกต้องตามกฎหมาย แนวคิดพื้นฐานในการพัฒนาวิธีการกำกับวิทยุชุมชนควรมีการดำเนินการตามกฎหมายหากสถานีวิทยุชุมชนใด ไม่ปฏิบัติตามกฎหมาย ข้อบังคับอย่างเคร่งครัด และควรส่งเสริมการมีส่วนร่วมของคนในชุมชนเข้ามาทำงานร่วมกับสถานีวิทยุชุมชน แนวทางการยกระดับการบริการของวิทยุชุมชนให้ตอบสนองความต้องการของชุมชน ควรมีส่งเสริมการมีส่วนร่วมของคนในชุมชนกันสถานีวิทยุทั้งทางตรงและทางอ้อม นอกจากนี้ควรพัฒนาคุณภาพของผู้ประกอบการกิจการวิทยุชุมชนด้วยการจัดอบรม พัฒนาทักษะความรู้ใน ตลอดจนความรู้เรื่องกฎหมายและจริยธรรมการดำเนินกิจการสถานีวิทยุชุมชน

The objectives of this research are to investigate all problems of radio community service and to find out solutions of the problems in order to develop regulation method of communities radio. The results of this research are divided in four categories; first of all, there are four community radio's problems found in this research. First, community radio operations are lack of truly understanding about managing radio community; or some radio stations were exploitation for no regulator. Next, the contents presented in community radio mostly related to entertaining topics more than community issue and useful information. Then, there were a lot of signal transmitting problems between other radio channels because some community radio did not respect to the rule of using radio technicl equipments. Last, some community radios were not supported by audiences as listeners did not understand an importance and objectives of community radio. Secondly, the study shows the solution which law on community radio service be provided in order to organize the operation of community radio legally. Thirdly, guidelined for developing community radio were suggested in this work. The radio stations that do not follow the law on radio community should be punished. Moreover, people in community should be supported to join and work with community radio. Besides, guidelines for developing community radio service are advised as people in community should be encouraged to work with community radio both directly and indirectly. In addition, radio community operations should have been trained so as to develop skills and understanding about running community radio.
