การจัดบริการผู้ช่วยคนพิการกับคุณภาพชีวิตของคนพิการที่ได้รับการดูแล : กรณีศึกษา จังหวัดนครสวรรค์

Abstract

การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาความพอเพียงของผู้ช่วยคนพิการกับจำนวนคนพิการที่ควรได้รับการดูแลในจังหวัดนครสวรรค์ เพื่อศึกษาบทบาทที่คาดหวังตามระเบียบกับบทบาทที่ทำได้จริงของผู้ช่วยคนพิการในจังหวัดนครสรรค์ เพื่อศึกษาปัญหาอุปสรรค และความต้องการการสนับสนุนของผู้ช่วยคนพิการในจังหวัดนครสวรรค์ และเพื่อศึกษาเปรียบเทียบคุณภาพชีวิตคนพิการก่อนและหลังจากการดูแลโดยผู้ช่วยคนพิการในจังหวัด เป็นการศึกษาเชิงคุณภาพในรูปแบบของกรณีศึกษา โดยใช้วิธีการสัมภาษณ์แบบเจาะลึก กลุ่มตัวอย่างแบ่งออกเป็น 4 กลุ่ม ได้แก่ ผู้ช่วย คนพิการ จำนวน 15 คน คนพิการที่ได้รับการดูแลโดยผู้ช่วยคนพิการในจังหวัดนครสวรรค์ จำนวน 15 คน ผู้อำนวยการศูนย์บริการคนพิการจังหวัดนครสวรรค์ และผู้อำนวยการกองยุทธศาสตร์และแผนงาน กรมส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ ผลการศึกษา พบว่า จำนวนผู้ช่วยคนพิการในจังหวัดนครสวรรค์ไม่เพียงพอต่อจำนวนคนพิการที่มีอยู่ในจังหวัด บทบาทที่คาดหวังตามระเบียบหรือหลักเกณฑ์ที่กำหนดไว้ กับบทบาทที่ทำได้จริง พบว่า บางบทบาทนั้นผู้ช่วยคนพิการไม่สามารถปฏิบัติได้ ส่วนปัญหาอุปสรรคและความต้องการการสนับสนุนของผู้ช่วยคนพิการในจังหวัดนครสวรรค์ พบว่า ค่าตอบแทนที่ได้รับอยู่ในปัจจุบันไม่เพียงพอในการดำรงชีวิตและการเปรียบเทียบคุณภาพชีวิตคนพิการก่อนและหลังได้รับการดูแล พบว่า คนพิการที่เป็นกรณีศึกษาทั้ง 15 กรณี มีคุณภาพชีวิตที่ดีขึ้นในมิติด้านร่างกาย ด้านจิตใจ และด้านความสัมพันธ์ทางสังคม ข้อเสนอแนะ คือ 1) สำนักงานพัฒนาสังคมและความมั่นคงของมนุษย์จังหวัดแต่ละจังหวัดควรจัดหลักสูตรฝึกอบรมผู้ช่วยคนพิการและกรมส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการเป็นผู้รับรองมาตรฐานให้พอเพียงและควรจัดฝึกอบรมให้ผู้ช่วยคนพิการที่มีอยู่เดิมอย่างน้อยปีละครั้งเพื่อทบทวนความรู้และเพิ่มเติมความรู้ใหม่ๆ ที่เกี่ยวข้อง 2) ค่าตอบแทนที่ได้รับอยู่ในปัจจุบันไม่เพียงพอในการดำรงชีวิต 3) องค์กรปกครองส่วนท้องถิ่นควรสนับสนุนในด้านการสำรวจความต้องการของคนพิการและด้านงบประมาณ เพื่อสนับสนุนการทำงานของผู้ช่วยคนพิการให้มีประสิทธิภาพ

The objectives of this study are 1. To find out the sufficient number of assistant for persons with disabilities who should be taken care in Nakornsawan province 2. To compare the expectesd role of the assistants and the role they really done in this province 3. To study the problem, obstacles and need for support of these assistants 4. To compare the quality of life of the persons with disabilities before and after being taken care by these assistants. It is a qualitative research though case studies, using depth information method for data collective from 4 purposive sampling groups: 15 persons of disabilities and 15 assistants, the director of Nakornsawan Provincial Disabilities Service Center and the director of Strategic and Planning Division under Department of Empowerment of persons with disabilities. The finding of the study revealed that; in Nakornsawan province, the number of assistants are not sufficient for the persons of disabilities who need care taking, the expected role of the assistant according to the role promulgated cannot be able to do all in real practice, the significant problem, obstacle and need for support of the assistants are their compensation not sufficient for their living expenses, the comparison between quality of life of persons with disabilities before and after having an assistant taken care showed their betterment in physical psychological and social relation dimensions. The recommendation proportion from this study are 1 each provincial office of social Development and Human Security should provide training course for persons with Disabilities assistants to produce qualified assistants in sufficient amount for its requirement, according to the according to the Department assistants in sufficient amount for its requirement, according to the according to the Department standard and also assistants development course for the incumbent to refresh and improve their knowledge and skill with the new concerned at least once a year. 2. The assistants compensation should be reconsiderately increase to cover their living expenses 3. The Provinical officer of Local administration should provide their support to the Need Survey People with Disabilities in its province, and also their budget support as an incentive to make the assistants do their work efficiency.
